Members present: Billy Phipps Thomas Allen Jay Field Rae Sandler Betty Sokol Dick Sokol Beulah Lair Bud Witz Clive Taylor Don Hill Members absent: Zachary Adams Ed Summers Others present: Bob Mikes,Former Dania Beach Commissioner Suzanne Witz (15 students from South Broward High School) Bud Witz made a motion to excuse Zachary Adams and Ed Summers. The motion was seconded by Betty Sokol and carried. Minutes of the previous meeting were presented for approval. Motion to approve as written made by Betty Sokol, seconded by Clive Taylor and carried. Chairman Jay Field welcomed new members Clive Taylor and Don Hill. Election of officers was scheduled as the first order of business. Because the election had been postponed on several previous occasions due to lack of attendance, Chairman Field volunteered to continue serving as Chairman until the next election. A motion was made by Betty Sokol,seconded by Bud Witz and carried that officers that served last year continue to hold their same office until the 2006 election. Chairman Field welcomed the South Broward High School students who were present to observe. He told them if they really wanted to see government in action, they should get involved in an election campaign. He mentioned there were a number of students that had attended the budget meeting the previous evening. Chairman Field said he and Ms. Sandler had attended the recent meeting of the Noise Abatement Committee. He reported the Airport Director had announced the County is suing the FAA in connection with the use of the Crosswind Runway. 1. He asked Ms. Sandler to report what she learned about the way the records of arrivals and departures are kept. Ms. Sandler said she was very surprised their records reflect many more arrivals than departures. One reason for this is that student pilots practice landings without touching down. There is no record kept insofar as type of planes landing or taking off. The only way to get a true traffic picture would be to secure correct information from the airlines,which would be very difficult. Chairman Field asked Mr.Mikes for his suggestions as to what action should be taken at this time. Mr.Mikes said the County is playing games with numbers. He furnished a lot of background information and explained how the County had negotiated a land grab a few years ago. He said the County wants more and more land and urged the board to research the interlocal agreement. He stressed that g g Brenda Shaliford needs to go through all the past records. He urged the board to find out what records still exist. A motion was made by Beulah Lair and seconded by Betty Sokol to secure all available records relating to the interlocal agreement. Motion carried. Clive Taylor said he was surprised to hear that a parallel north runway was possible. Chairman Field and other members of the board promised to secure additional information for him. Chairman Field announced the next Airport Advisory Board Meeting will be held in the conference room,on October 27th at 7:00 PM. There being no further business to discuss,the meeting was adjourned at 8:00 PM. By Scott Wyman Staff writer October 19, 2005 Although the fate of a second major runway at Fort Lauderdale-Hollywood International Airport remains unsettled, county officials are beginning to explore whether they eventually should build a third runway for commercial jets and add dozens of new gates. Planners on Tuesday urged Broward County commissioners to preserve their long-range options for airport expansion over the next 20 years. At the same time, they warned the cost of the second runway has ballooned from estimates just a few years ago of about$500 million to more than $1 billion. Commissioners questioned if such discussion of the next round of expansion was premature. They worried about the prospect of passing on high construction costs to travelers and airlines and also inflaming the ongoing war with environmentalists and surrounding homeowners. "It would seem the best option is to slow down and catch up with what's going on," Mayor Kristin Jacobs said. "Every projection we come up with about our needs always is surpassed, and you have to ask yourself how you plan for the type of growth we've been witnessing." Traffic at the airport has doubled since its long-range master plan was last updated 11 years ago and is expected to grow at almost 4 percent a year for the next 15 years. Officials pledged a year ago to update the airport plans as part of their effort to win federal approval for the second runway. Commissioners found much of the information gathered by the consultants they hired disturbing. They learned the airport is not likely to rank among the nation's lowest-cost facilities once the second runway is built and that they might not be able to decommission the diagonal runway hated by nearby residents like they want to. The planners said the Federal Aviation Administration may want the airport to replace the diagonal runway with a new third runway. Costs of running the facility, they said, could approach those of Miami International Airport, growing from $3.96 per traveler to more than $12 per traveler. They also warned that travel delays likely will be even worse this winter. Fort Lauderdale- Hollywood ranked as the most delay-prone airport in the nation last winter because it lacked the capacity to handle all the planes attempting to land and take off. County commissioners agreed in December 2003 to build a second major runway by lengthening the southern runway to between 8,000 and 8,500 feet. Planners said Tuesday the runway likely will not be ready until 2011. The airport has spent more than $650 million since 1994 trying to keep pace with growth, building the 18-gate Terminal 1, new parking garages and a new roadway system. In addition to the south runway, plans are underway to build a new international terminal, a five-gate concourse and a separate facility to handle cruise passengers. The long-range vision laid out Tuesday probably would be the last phase of construction possible at the airport. The airport will hold a series of public hearings on the plans over the next couple months before the commission decides what to do early next year. The consultants urged the commission to preserve the possibility of building a third major runway on the airport's north side and increasing the number of gates from 57 to as many as 94. The third runway would be parallel to the current main runway in the area where private jet hangars are now located. That has long been considered a backup to building the south runway. Consultants said a third runway would allow the airport to accommodate growth after 2020 and would reduce pressure to phase out restrictions on the use of an expanded south runway as traffic grows. Plans are for nighttime flights and landings over nearby suburbs to be limited on the south runway. Current plans call for an additional 15 to 22 gates, but consultants suggested a reconfiguration that would allow even more. Terminal 3 would be extended into a T-shape westward with an internal people-mover system to shuttle travelers along its long corridors. Although officials have questioned the airport's ability to pay for such a major expansion, the consultants noted that current travel costs are significantly lower than at other major airports and the airport has less debt. The consultants suggested that the airport begin charging private jet operators a larger share of the operating costs to help pay for the work. Expansion opponents charged that the new information about cost should be cause for reconsidering plans, but others said the prospect of continued delays and more growth shows the importance of moving ahead with short-and long-range plans. "You have no choice but to look as far ahead as possible and keep your options open,"said Alan Goldberg, who helps run a private jet center at the airport. Throughout the 1990s, a major issue for airports was that opportunities posed by airport growth were seemingly in conflict with requirements of environmental regulators and concerns of local residents. Communities often felt that their airports could do more to minimize environmental impacts associated with day-to-day operations. Fort Lauderdale-Hollywood International Airport (FLL), like many airports across the country, faces the issues of how to accommodate growing demand for air travel while minimizing adverse affects on its community. A new approach is needed to meet these environmental challenges both at FLL and nationally. Broward County Aviation Department (BCAD) has hired a team of experts, led by the Clean Airport Partnership (CAP), to evaluate whether advanced technologies and innovative operating practices are available that go beyond the performance of practices commonly found at airports. CAP and its team will coordinate with the Master Plan Update, the Environmental Impact Statement for extending runway 9R27L, the Part 150 Update, and other projects at the airport to ensure the environmental impact of future changes are considered and to capitalize on opportunities that may arise in the context of these projects. Project Tasks • Task 1:QuantifyingFLL'sCurrentEnvironmentalFootprint—Thistaskwill establish a baseline oftheairport's environmental impact. Noise,air emissions,water impacts,waste generation,and energy use will be evaluated. This baseline footprint will be used to gauge the environmental effects of future plans and operational changes at the airport. • Task 2: Developing Briefing and Background Materials —The CAP team will develop a written report and presentation materials to keep the public informed on environmental impacts at the airport, strategies for mitigating these impacts, and opportunities for public input to the evaluation process. • Task 3: Meeting with Public, Government, and Private Leaders — Workshops will be held with the public and essential decision-makers to keep them informed of the environmental posture of the airport, plans to enhance environmental performance, and alternative strategies for mitigating impacts. The workshops currently are planned for summer 2005 and spring 2006. • Task 4: Protecting Wafer Quality and Reducing Water Use— This task will evaluate impacts of airport operations on coastal wetlands, surface water, groundwater, and storm water runoff. Opportunities to avoid water contamination, conserve and reuse water, and protect local wetlands will be analyzed and the most promising will become specific recommendations to BCAD. • Task 5: Investigating Air Emissions Impacts on the Community— The potential for airport operations to be the source of oily, filmy deposits on residences in the vicinity of the airport will be investigated. Samples will be collected, analyzed, and evaluated by experts with experience in particle deposition. • Task 6: Evaluating Energy Supply, Distribution, and Conservation — Energy supply, distribution, and use will be evaluated in this task to identify opportunities to conserve energy, improve the airport's energy use efficiency, and lower regional air emissions through reduced energy demand. • Task 7: Reducing the Production and Disposal of Solid/Hazardous Waste — Airport activities that create solid and hazardous waste will be studied to identify opportunities to reduce the amount of waste generated and/or its toxicity. Recommendations will be made for new operating practices or waste management technologies that can cost effectively reduce the waste stream from the airport. This task will test at least two alternative strategies to evaluate the potential to reduce noise impacts around the airport. • Task 9: Reducing Harmful Air Emissions-This task will evaluate opportunities to reduce air emissions from aircraft, airside and landside vehicles, and stationary equipment at the airport. The CAP team will recommend the most promising opportunities for emission reductions to BCAD. • Task 10: Securing Outside Resources for the GAI - The CAP team will work with BCAD to identify and secure funding to support the implementation of the recommendations made in earlier tasks on this contract.
