MINUTES DRAFT Joint Meeting of the City of Hollywood, City of Dania Beach and Town of Davie Airport Advisory Committees September 22, 2004 Hollywood Representatives present: Sean Atkinson, Alternate Joe DeMille, Business Sandra Finn, Citywide Lee Gottlieb, Alternate Scott Marder, Emerald Hills Ron Mitcham, Oakridge Mark Saltz, Business Steve Welsch, North Beach Lorie Mertens, Director of Intergovernmental Affairs Dania Beach Representatives present: Zachary Adams Jay Field Beulah Lair Gary Luedtke Emil Schandl Nancy Stafford Ed Summers Davie Representatives present: Melinda Hart David Notman Also present: David Bjorneboe, Broward Co. Aviation Department Brenda Lee Chalifour, Save Our Shoreline Celina Saucedo, Broward Co. Aviation Department Introductions: Status of EIS Process: The NTP was held July 29th. The Master Plan update is to be discussed at the September 281h County Commission meeting. It will take 18 months to complete the EIS. The RLI for Part 150 is underway. Master Plan Update: The LFA will parallel the EIS process and is scheduled for completion by September 2005. without I ndside facilities projects are being implemented Cumulative Impact. There is a concern that a p ) g environmental impact analysis. Jay Fields asked if runway restrictions per the Dania Agreement will be incorporated into the EIS? According to David Bjorneboe, they will be evaluated during the process. Beulah Lair asked if noise contours will be evaluated with the elevated expanded runway. Zachary Adams questioned what recourse is there if no response to Neal McAliley's letter about cumulative impacts comes from FAA and County. Other issues raised were flex power settings(reduced thrust), gradient impinging upon reduced thrust, weight restrictions on the 747 and its impact upon take off, time frame from DEIS to FEIS, stormwater runoff, Dania cut off, and the aquifer. Are these issues being addressed? Brenda Chalifour explained it is in the LFA's contract to do a master plan update, but there is a problem because the contact is six years old and doesn't meet federal requirements for minority participation. Federal funding of 75% of$1 million cost may not be approved without it. This may have to go out to bid. The group wanted to know what action cities can take. One suggestion was to contact County Commissioners. Committee consensus is to talk to the Commissioners, attend Commission meetings, and prepare letter from all three city advisory committees. Lorie Mertens suggested that each city's mayor write a letter to the County Commission based on the joint recommendations of the three committees to support the LFA master plan update. Scott Marder questioned if the committee should raise issues as they occur or hold until after the DEIS is issued? The Committee suggested following up on a case-by-case basis. The issues of stormwater runoff, sewer and water were again raised. Where will services come from? Lee Gottlieb and Ed Summers will conduct research on this. Brenda Chalifour indicated there are 16 different areas in the EIS that could be researched. The Committee needs to look at the EIS to see what other areas should be concentrated on. Future Joint Meetings: The three Airport Committees agreed to meet every other month. Health Issues: Melinda Hart indicated that the Town of Davie is very interested in the health issues associated with the airport expansion project. Susan Starkey has initiated a resolution by the Town of Davie requesting the County Commission conduct a baseline health study. The resolution was passed by a Broward League of Cities subcommittee. It is going to the full League Board. NOISE Conference Update: Lee Gottlieb requested information on the NOISE Conference. Scott Marder provided an overview of the conference. Community Outreach: Steve Welsch asked if there should be continued reach out to the other communities and, if so, how could HOAs with good meeting turnout be identified? Scott Marder suggested this issue be researched through a subcommittee. Steve Welsch from Hollywood, Melinda Hart from Davie,and Beulah Lair from Dania Beach agreed to be on the subcommittee. Meeting adjourned 8:25 p.m.
