HomeMy WebLinkAboutCommission Workshop Meeting with Planning & Zoning Board MINUTES OF WORKSHOP MEETING DANIA BEACH CITY COMMISSION AND THE PLANNING AND ZONING BOARD SITTING AS LOCAL PLANNING AGENCY WEDNESDAY, FEBRUARY 16, 2011 - 5:30 P.M. 1. Call to Order/Roll Call Mayor McElyea called the meeting to order at 5:30 p.m. Present: Mayor: C. K. "Mac" McElyea Vice-Mayor: Anne Castro Commissioners: Bob Anton Walter Duke City Manager: Robert Baldwin City Attorney: Tom Ansbro City Clerk: Louise Stilson Planning& Zoning Board: Tim McDade Pribisco Lottye Crooms David Nuby, Jr. George Jason Absent: Commissioner: Bobbie Grace Planning& Zoning Board: Derrick Hankerson—arrived at 5:33 p.m. Vice-Mayor Castro motioned to excuse the absence of Commissioner Grace and Planning and Zoning Board member Derrick Hankerson; seconded by Commissioner Duke. The motion carried unanimously. Board member Hankerson arrived after the motion was made to excuse him. 2. Presentation by Leigh Robinson Kerr and Associates — Evaluation Appraisal Report (EAR) of the City of Dania Beach Comprehensive Plan Bob Daniels, Director of Community Development, explained the purpose of tonight's meeting is to identify major issues specific to the City's Comprehensive Plan, on which the EAR will be focused. He noted that state law requires all cities and counties in Florida to evaluate their Comprehensive Plan every seven years. Dania Beach last evaluated its Plan in full in 2004. Director Daniels indicated that the scheduled date for adoption of a new Evaluation Appraisal Report (EAR) is April 1, 2012. He advised that the EAR includes a summary of the successes/shortcomings in the years that have elapsed since the previous Comprehensive Plan was adopted. The EAR also includes citywide issues, identified by the City Commission and the Local Planning Agency, which shall be addressed during the next seven years. Vice-Mayor Castro questioned the role of Broward County in this process. Director Daniels explained that we have a Charter requirement that allows Broward County to be the overseer of land use planning in the County. As a result, our Comprehensive Plan has to be consistent with the Broward County Land Use Plan. Vice-Mayor Castro confirmed with Director Daniels that we will be able to be consistent with the Broward County Land Use Plan. Leigh Kerr, President of Leigh Kerr and Associates, Planning Consultant, presented a PowerPoint overview of the Evaluation and Appraisal Report (EAR). The presentation is attached to the minutes. Vice-Mayor Castro suggested adding the Stirling Road Design District. Commissioner Duke noted the presentation did not include the marine industry and this is very important for our City. Commissioner Anton thought that bridges, canal dredging and relocation of roadways should be included in the recommendations. Vice Mayor Castro suggested that the State Road 7 (441) corridor be included in the discussion. She noted that we should meet with the Seminole Indian Tribe because a lot of their activity is impacting our neighborhoods. Vice-Mayor Castro would also like to include the Airport/Seaport expansion. Tim McDade Pribisco, 3830 SW 54`h Street, Planning and Zoning Board member, would like to include questions and comments from the Board. Director Daniels responded that as we begin to develop the EAR concept we will take the recommendations of the Board and see how they fit in a more global situation. Commissioner Anton pointed out we have to be very careful with the list we submit to the Department of Community Affairs (DCA). Vice-Mayor Castro noted she is concerned with the EAR not being able to support or cover a specific type of activity, due to some insufficiencies in our Plan. George Jason, 4549 SW 37`h Avenue, Planning and Zoning Board member, spoke on infrastructure issues in the Griffin Road corridor area. Minutes of Workshop Meeting 2 Dania Beach City Commission Planning and Zoning Board Wednesday, February 16,2011 -5:30 p.m. I Vice-Mayor Castro noted that it is her understanding that the Metropolitan Planning Organization (MPO) and the Broward County Planning Council consider Griffin Road as an under-use road. Mr. Kerr mentioned the climate change, housing and transportation elements are some of the issues to be considered. Vice-Mayor Castro confirmed with Mr. Kerr that the stormwater issue is part of the infrastructure element. She further encouraged staff to have our state representatives and state senate involved in the process. Director Daniels noted that he asked Mr. Kerr to update the Comprehensive Plan particularly by renewing and revitalizing the current goals and objectives.
