RESOLUTION NO. 2011-036 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, ACCEPTING THE RESULTS OF THE SURVEY CONDUCTED BY BKL RESEARCH, INC., WHICH GATHERED FEEDBACK FROM OWNERS OF THE RESIDENTIAL PROPERTIES LOCATED IN DANIA BEACH, WITHIN THE 65 DNL AREA WHO ARE AFFECTED BY AIRPORT NOISE FROM THE FORT-LAUDERDALE HOLLYWOOD INTERNATIONAL AIRPORT RUNWAY; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, in conjunction with the planned expansion of Fort Lauderdale-Hollywood International Airport, Broward County Aviation Department (BCAD) has prepared a Proposed Draft Noise Mitigation Plan ("the Plan") to achieve land use compatibility for areas located within the FAA approved 65 DNL and higher noise (65+DNL) contour per FAA regulations; and WHEREAS, the Plan notes that the Federal Aviation Administration (FAA) determined the noise impact project area by using natural boundaries and neighborhood blocks so that each neighborhood area would be eligible for sound insulation and that cohesion in the community would remain intact; and WHEREAS, several presentations were made by the BCAD to the homeowner associations within the noise impact project area, and after receiving public input relating to the proposed Plan, the Dania Beach City Commission found it in the best interest of the City to conduct a survey of the affected property owners within the project area; and WHEREAS, on February 22, 2011 the Dania Beach City Commission authorized the Community Development Department staff to solicit quotes to conduct a survey of property owners within the noise impact project area to be utilized to inform the Broward County Commission with regard to the Plan; and WHEREAS, on March 9, 2011 the Dania Beach City Commission approved the Airport Expansion Questionnaire ("the Survey") and selected the company BKL Research, Inc. to conduct the survey and prepare an analysis report; and WHEREAS, BKL Research, Inc. has completed its analysis of property owners within the noise impact project area in a document titled "City of Dania Beach Airport Expansion P » i Resolution as Survey Report ( the Survey Report"), which is attached and incorp orated into this Exhibit"A"; and WHEREAS, the City Commission accepts the analysis and comments outlined in the Survey Report and authorizes the City Manager to forward the Survey Report to the Broward County Commission as backup to its discussion of the Broward County Aviation Department's Proposed Draft Noise Mitigation Plan; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH FLORIDA: Section 1. The foregoing "Whereas" clauses are ratified and confirmed as being true and correct, and that they are made a specific part of this Resolution by this reference. Section 2. The City Commission of the City of Dania Beach accepts the City of Dania Beach Airport Expansion Survey Report conducted by BKL Research, Inc. Section 3. The City Clerk is directed to immediately forward a copy of this Resolution with attached Exhibit "A" to the Broward County Commission as backup to its discussion regarding the Proposed Noise Mitigation Plan for the Fort Lauderdale-Hollywood International Airport Expansion Project. Section 4. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 5. BKL Research administered the mail survey of households in the noise impact project area for the runway expansion of the Fort Lauderdale-Hollywood International Airport. The goal was to gather feedback from these residents in regards to issues surrounding the airport expansion. A mass mailing was sent out during the week of March 14`h with the return deadline extended to April 8. After taking into account returns for vacant houses and address discrepancies, there were 1,607 households in the sampling frame that were sent the survey with return envelope. Of that number, 680 of the surveys were returned before the final deadline for an excellent response rate of 42.3%. This response rate represents a very low margin of error of t 2.86%. For example, if the respondents indicate 60% support for a certain question, then 95%of the time the true population parameters would fall between 57.14% and 62.86% (assuming a 95%confidence interval and 50% response distribution). This would indicate a very high degree of precision. The survey was mailed to four regions in the noise impact project area. The response rates and margin of error for the regions are shown in Table 1. There were high response rates for Melaleuca Gardens (58.0%),NE Section (47.3%), and West of Ravenswood (41.8%). Ocean Waterway/Sheldon (28.9%) was somewhat lower, although this represents a good response rate. The report will include crosstabulations based on the four regions. It is important to exercise a degree of caution in the interpretation of crosstabulations. They will act to segment or slice up the sample size and in turn increase the margin of error for question. This is not a significant issue in West of Ravenswood g g (3.42%) and Melaleuca Gardens (4.77%). However, there are higher error rates for NE Section (12.11%) and Ocean Waterway/Sheldon (8.19%) indicating less precision in the response percentages. However, the overall sample precision is excellent at± 2.86%. Table 1. Response Rates and Margins of Error for the Four Dania Beach Regions. The survey instrument is included in Appendix A. Respondents were asked about desire to remain in their homes if purchase assurance was available, desired purchase percentage of value, how long the respondent would wait before selling with purchase assurance, and overall desire to remain regardless of purchase assurance. The respondents were also asked if their property was on the waterfront. In the sample, 41.3%were waterfront properties. 1 Remain or Sell and Relocate There were two questions in the survey that examined if the respondent would prefer to remain (with sound insulation and soundproof doors/windows) or sell their house and relocate. One of these questions asked the respondent's preference to remain versus sell with a purchase assurance offered using comparable properties selected from outside the airport affect area. Figure l indicates that 69.0%of the respondents would prefer to sell compared to 31.0%who would remain when a purchase assurance is offered. Table 2 shows the remain versus sell percentages crosstabulated by Figure 1. Remain or Sell With a Purchase the four regions. The Ocean Waterway/Sheldon region Assurance. had the highest sell percentage of 81.3%. This was followed by Melaleuca Gardens (74.3%) and West of Ravenswood (65.9%). The lowest percentage was for the NE Section with 39.4% who would sell. The crosstabulation for waterfront location showed similar sell percentages with 69.7% of the owners of non-waterfront properties who would sell compared to 68.1%of waterfront property owners (Table 3). Figure 2 shows that 65.7%of the respondents would sell compared to 34.3% who would remain. This represents only a slight decrease in the percentage who would sell when a purchase assurance is offered (65.7% versus 69.0%). The crosstabulaton for region is show in Table 4. The region with the highest sell percentages was in Ocean Waterway/Sheldon (80.4%). This was followed by West of Ravenswood (64.8%) and Melaleuca Gardens (64.0%). The lowest was in Figure 2. The biggest change from Assurance. 2 the previous purchase assurance crosstabulation was the significant decrease in the sell percentage for Melaleuca Gardens which fell from 74.3%to 64.0%when no purchase assurance is offered. The crosstabulation for location is shown in Table 5. There was a somewhat higher percentage of non- waterfront respondents (67.3%) who would sell compared to waterfront respondents(63.5%). The most notable change from the previous purchase assurance crosstabulation for location was the decrease in the sell percentage for waterfront property owners from 68.1%to 63.5%without a purchase assurance offered. Comments for the remain versus sell question with purchase assurance are shown in Appendix B. Appendix C contains the remain versus sell additional comments with no purchase assurance. Comparable Property Values The respondents were asked what percentage of value Who for their home they would be willing to accept using 3.1% comparable properties selected from areas outside any Other airport affected area. The response categories were 100%, 80%, and Other. Figure 3 shows that 75.5%of the respondents wanted 100%value for their homes with only 3.1%choosing 80%value. There was also a very high percentage of Other category responses. The MIA most common Other category responses were 150% value (7.5%), 125%value (4.1%), 200%value (2.1%), and 120%value (1.8%). In fact, approximately 98%of Figure 3. Acceptable Percentage Value Using the "other"responses indicated values over 100%. The Comparable Properties. crosstabulations for region are shown in Table 6. The 100%value response was the most common in all regions ranging from a high of 80.0% in NE Section to a low of 74.1% in Melaleuca Gardens. Again,there were high percentages of other category responses for all regions. The crosstabulation for location also shows considerable similarities with the 100%value response the most common in both non-waterfront(75.8%)and 3 waterfront(74.4%)properties with a high percentage of other category responses as well (Table 7). The responseRunway I categories were up to one year, until runway is Complete up to 1 completed/operational (estimated 2015), and beyond 33.8% Year 0.0% 2015. Figure 4 shows that most of the respondents would only wait up to one year(53.0%)while 33.8% would wait until the runway is complete/operational. There were only 13.2%of the respondents who would delay moving until after 2015. The crosstabulation for wait times before selling with a purchase agreement by Figure 4. The areas desiring to move Purchase Assurance. in the shortest time frame (up to one year)were Ocean Waterway/Sheldon (68.0%) and Melaleuca Gardens (57.9%). The NE Section had the highest percentage (50.0%) for waiting until the runway is complete/operational while another 33.3% responded they would only wait up to one year which represents the lowest percentage for this wait period among all regions. The NE Section also had the highest percentage for waiting beyond 2015 (16.7%). West of Ravenswood was split between waiting up to one year(47.7%)and waiting until the runway is complete/operational (39.3%). Table 9 shows the breakdown for wait times before selling with a purchase agreement by location. The non-waterfront property respondents were more apt to take the shorter wait period with 55.6% indicating they would wait up to one year compared to 48.4%of the waterfront property respondents. The waterfront property respondents had a higher percentage of wait until runway complete/operational with 37.5%versus 31.7%for the non-waterfront property respondents. There were a total of 343 respondents who gave comments. Table 10 shows the most frequent comments and the number of times mentioned. Appendix F shows all of the comments given. The primary topic within the comments centered on concerns for valuation process/relocation with 90 comments. Other key topics focused on not staying due to the expansion (44 comments),noise concerns (40 comments), loving the area/home (35 comments), having lived in the area for many years (32 comments), and not supporting the expansion (24 comments). Please note: The Broward County Aviation Department has not indicated any intent to purchase airport affected properties other than mobile home parks, or to otherwise provide an assurance of purchase or relocation. Unbelievable! • Our reason for wanting to leave is the effect of the noise, dirt, etc, on our outdoor lifestyle with boating and entertaining outside. • I am devastated and appalled at the lack of empathy that Broward County and the City of Dania has for the citizens/homeowners. Within the last seven years, I have witnessed the steady increase in usage of the south runway. The usage of the runway more steadily and by larger planes has brought with it a black soot residue. This residue is on my boat, in my pool and on my patio deck not to mention that it accumulates on the screens that surround my screened-in patio. Also using the runway for larger planes has increased the noise level around my home. I have already replaced windows and doors which worked well seven years ago, however,the larger planes are louder and now we can hear them inside the house even when the windows and doors are closed. The fear of a huge plane flying over my house,the tremendous increase in the noise level and the health hazard due to jet fuel residue will make my family and I prisoners within our own home. Would you remain in my house? Would you buy my house? These are the questions that should be considered when making decisions for the citizens/homeowners. Put yourself in our shoes! • It's already noisy enough; how do you soundproof my outside patio!? • I'm 80 years old and my wife is 80; we've lived here for 50 years. • My comments are probably worthless. I have been attending meetings regarding airport expansion since 1987 and I feel nothing positive is happening for us,the owners of these properties. • My house shows a level of 64 but right next door it is 65; doesn't make any sense; my house has been for sale for three years and is vacant; I have had buyers but the banks won't loan the money. I am a widow and need to sell the house! • What a shame; I have been here 35 years; I love my house; soundproofing wouldn't help; I love my pool, barbeque, hot tub and most of the year have open windows. • I consider my property to be subject to inverse condemnation because it is unsalable at FMV and disclosures to new owners; I believe the commission should buyout owners at FMV now before properties fall lower and lower. My property has been in my family since 1948 and four generations have resided at some time here. I would have liked to pass it on to my children but that is impossible; how do you put a value on owning a piece of paradise for 63 years only to see it destroyed by noise and air pollution? • At this time of economic hardships for many of us,the last thing we need is to worry about you taking our homes. • We would never get the amount of money I want for my home. • I'm so sick of this; I will leave Broward County and maybe Florida too! • Even reducing the noise, my tenants complain and would leave; also,the phone cell reception is terrible. 13 • I'm planning to talk to land-use attorneys in the very near future about inverse condemnation; BCAD is going to have to beat me (and my attorney) up pretty bad before they screw me out of my rights. • Build the north runway; I want to stay in my home but I think our way of life will be completely ruined; we spend most of our time outside enjoying our waterfront home; if we sell, we should be compensated for moving and relocating expenses. • I don't know if the sound will be bearable; have lived here 43 years and figured I'd die here; hope insulation would be livable. • At what time would we be getting the upgrades to our homes and can we pick an approved installer to do the work? • We would prefer to live here the rest of our lives but the south runway is an unnecessary choice because there are other options that will not impact us, families, etc. • From a long-term perspective, purchase now may be advantageous; it could facilitate additional future expansions if needed while precluding continued conflict with residents. • In June 2007, the Broward County Commission took my house from me when they voted to go ahead with the south runway expansion; so I would expect to be compensated for the value at that time! Really? • My property is a single family home built in 2006; gated closed community with access to the water. • You have drastically reduced the value of our homes, impacted the enjoyment of our outdoor space with no present plan for compensation; you chose the more expensive runway plan that impacts the most residences; expansion of the north runway lead to the purchase of homes directly across the Dania Canal and we should be treated equitably. • How soon would you do the upgrades to windows and doors if I keep my property and would I have to pay for anything? • I believe that jets flying overhead would make this property unlivable and I would want to relocate ASAP. • Are these soundproof contractors licensed and insured? • Move the airport out to the Everglades with a high-speed railway! • All questions are subject to change of any given time—i.e.,when selling, etc.; in fact no airport expansion is the best. • Why is noise the only study done? There should be a study on the vibrations on the home by the airplanes as one night a plane flew close to our home and all the windows and walls shook;they should fly planes over the affected areas so we can tell what it will really be like when the runwayis built;what is their definition of a comparable property in another � P P P Y location? There should also be study done on the environmental effects on humans from the fuel and noise (medical). We should be compensated for loss of enjoyment of our property. Why is the FAA totally oblivious to the fact that the north runway would be a better solution than building the south runway? Lauderdale airport; also our water supply is bad now as reported in the news;traffic is terrible on a good day; why should we have to give up our life for the greedy tourist industry? • Whether we wish to remain or sell will depend on the actual impact of the sound level on our home life;the often quoted average noise level for a 24-hour period (65 decibels) doesn't tell us much; it is the so-called "single event" (higher than 65 DSL) and its effect on our home life that will determine if we should stay or leave. • We would love to keep our home forever; we bought 20 plus years ago but love the outdoors, BBQ's, and fishing. Go away; do not expand the runway; we all know it's not necessary. I am 73 years old now; the airport should have been relocated years ago (out west) knowing one day it would affect so many families, since so many were bought out a few years ago that line up with the north runway, why can't that one be expanded? What a waste of money! • Too late to stop the expansion? • Ocean access should be included as a determining factor in determination of value outside area of airport expansion. • Years ago during expansion and lengthening of north runway property owners directly north of our locations were generously compensated for price of home, waterfront value (ocean access) and moving expenses; so what about us? The airport should have been relocated during the 1970's when a suitable area was available. • Melaleuca Gardens is a hidden gem of a neighborhood and I love living here. I doubt I could find another place convenient to so many things at any price; however, I bought in 2005, and the value has fallen; therefore, if the County will pay off the balanced owed on my mortgage plus 10%, 1 will reluctantly search for another nice place to live; otherwise, the airport noise is unlikely to be a problem; I have already spent almost$11,000 and installed soundproof(and hurricane resistant)windows and doors; I have receipts and I would be happy for the County to reimburse my costs if they decide to soundproof the houses because mine is already done. 0 I paid $350,000 in 2007 and it is now appraised at$252,000; 1 owe $330,000 so I would need $475,000 to buy same type of waterfront(50'). • I have been in my home for 41 years; I'm tired of fighting them. • Understand I prefer to stay; I have a 4-bedroom 3-bath, pool; 160 feet on the water with my boat and lift; my children, 6, 8 and 20 years live outside on our deck during the summer; no insulation can cure the noise outside from a 6-story runway;take a look at the price of my home in Las Olas Isles - $$$$. 18 • We've been in this home since 1964. There's no way we could replace with waterfront property today. • My husband was told he would need a heart transplant in the next few years and I would like to know where I stand on my house issue before I tackle this next big hurdle. • The Dania Beach City Commission has been taken over by outside interests and carpet baggers and I cannot trust them to protect my property! • I prefer to stay in my home but not with the airport's new runway. • Sell—it can only go down in value with a runway at the end of my street. • What mitigation is there for loss of use of outdoors due to increased pollution; my windows are open mid November thru mid May; is there mitigation for increased electricity required for running air conditioners year round? Also, my house will probably need to be painted more frequently due to increased pollution; what we live with currently is manageable by washing cars/house but the increase in traffic will cause man-made environmental impacts to increase exponentially; what mitigation is being considered for vibration effects on property? • No south runway; north is better for everyone; I don't want to move but I am afraid the neighborhood is going down. • Will settle for replacement value only—not market value. • I want full market value (waterfront property); I should be paid for all my expenses for moving and relocating. • I would need some portability for taxes and cost of living; it is truly unfair to offer relocation or sale to partial neighborhood. • 1 would like to remain in my home as long as possible! • Cannot trust Broward County to do what is right by property owners. • I believe this is a total waste of time, taxpayer's money and a theft of services by the County Commission. 0 You forgot to tell me how you are going to soundproof my yard! We hope one day Hollywood will take us over! • With the noise now—after completion would be even worse! Our DNL is 69+. Now a nightmare—who could live with that. • We moved to Florida to enjoy the"outside". We do not want to be forced to live "inside" behind soundproof doors and windows. 0 The airport is dying—airlines are pulling out. Build up Miami and WPB—shut down Fort Lauderdale. 20 • I would prefer to stay in my house, but if the noise vibrations and fumes are intolerable, I would have to sell and move. But then the question is—where would I find a similar waterfront home that I could afford in a safe, comfortable, quiet neighborhood like this? • I have lived in this wonderful location for 20+years. It is an ideal location and don't really want to leave. If I were to sell, it would have to be based on a comparable house (property, house size, land amount, ocean access, distance to the ocean). I love it where I live, and now I might be inconvenienced by this new airport project and so will where I live and my way of life. I did not ask for or want this. If I have to move, I need to be compensated for this inconvenience and m house needs to be valued at a comparable one. I don't want to leave Y p though, I want to stay. I love my house and my outdoor living. Please do the expansion at the north side of the airport. • We want to stay in our home. • After active operations—living conditions need to be re-evaluated. • Even with soundproofing,the risk of a plane crashing in the neighborhood is still there—a chance I would rather not take. 0 I don't want to move or sell. I don't want the airport to expand. Very concerned about plans including safety issues and noise/vibrations. • The 130%of replacement value is to compensate for closing costs, sales commissions, increasing commuting time, and expenses, etc. Our yard cannot be soundproofed, we did not buy a half acre property to stay inside a small 800 square foot house with doors and windows shut! Broward County had a viable alternative—a second runway that would not have impacted homeowners. Since they chose the south runway expansion, residents should be compensated fairly. • The intent of this letter is not to question whether Broward County should build the south runway expansion that is more expensive and more damaging to the environment and people's lives and homes than a more cost effective, non-elevated, less damaging and more reasonable alternative north runway, although these are certainly worthy questions that have never really been answered publicly. We will instead focus our comments on what we want as resident homeowners who will be directly and negatively impacted by an expansion of the south runway. When we moved into our neighborhood, we accepted small commuter aircraft(less than 20 passengers) flying overhead, with their minimal noise and light engine emissions being carried away by prevailing winds as the tradeoff for living on a deep water canal with ocean access about 30 minutes away. Large commercial jet aircraft(cargo planes or 20+passenger airliners) are totally different;they are much louder, cause significantly more vibration, and their engine emissions are heavier and contain known lung irritants, toxins, and carcinogens. Here is what we think reasonable compensation and consideration for homeowners, considering that there was another alternative runway that would not have impacted our lives and homes. 1) The affected area should be defined as roughly west of 1-95, south of the Dania Beach Cutoff Canal,north of Griffin Road and east of 441,as well as those neighborhoods immediately south of the airport. Obviously, all homes near the flight path will be negatively impacted by noise and other pollution. If the County's real intent is to keep neighborhoods whole,then this is the definition that should be used and not some artificial 75 DNL boundary. Mr. George Kent has stated publicly that the new south runway will be the primary runway but yet cannot answer why the DNL boundaries for the north runway are larger than the south runway. Thus we are left with the conclusion that the south runway DNL's are being depicted incorrectly to minimized the costs of mitigation plans. 21 2)All of the homes in the affected areas should be eligible for sales assistance or purchase assurance (purchase by the County) beginning immediately, regardless of whether noise mitigation has been performed or not. You cannot provide sales assistance or purchase assurance to one homeowner but not their neighbor just because their property is immediately or partially outside an artificial noise boundary which has probably been based on incorrect model assumptions, at least not if you are trying to keep neighborhoods intact. 3) We live in a very unique neighborhood. It is on a deep water ocean access canal,within 30 minutes of an inlet, and within 15 minutes of downtown Fort Lauderdale and major commercial and academic centers. Unfortunately since Broward County approved the expansion of the south runway in 2006, values in our neighborhood have been artificially depressed well beyond other comparable neighborhoods in areas unaffected by the proposed airport expansion. Thus replacement cost on homes in our neighborhood should be based on fair market value in comparable neighborhoods that are not impacted by the airport. Such neighborhoods including Lighthouse Point, Pompano Beach, and similar areas, although they do not have the same proximity to downtown Fort Lauderdale that we enjoy. 4) The replacement cost of our home should be determined by the greater of three things. a) Comparable property values in similar neighborhoods unimpacted by the airport expansion as discussed in point three above. b)Total loan payoff value for the existing first and second mortgages. c) Commercial/marina value of properties. 5) We should receive 130%of the replacement cost of our homes as determined in four above. This would compensate us for closing costs on both the sale of our current home and purchase of a new home(—$25,000+ 6%commission on sale), actual moving expenses (—$5,000), compensation for time involved in finding a new home and moving, compensation for increasing commuting costs for 5-7 years if applicable (—$20,000 for 5 years at 30 additional miles per day),pay for the additional commuting time (—$37,500 for 5 years at $300/hour)and reasonable compensation for the stress and mental anguish of being forced to move from our homes. In addition to the 130%, homeowners who are upside down on their mortgages should get additional funds to cover the down payment on a new home if they otherwise would not get sufficient cash on a sale. 6) The number of homes eligible for sales assistance or County purchases should not be limited either annually or by some artificial maximum. The sales assistance or purchase assurance program should be in place as long as the expanded south runway is in use. If the number of homes for sale increases beyond the previous annual average, it is because most reasonable people do not want to live underneath jumbo jets landing and taking offl The County should bear the brunt of this change in sales patterns,not the homeowners who are being forced into the situation. Why should people be forced to live in and work to pay for homes that they have decided are or will soon be uninhabitable due to noise or other types of pollution? It almost sounds like indentured servitude, which I believe is illegal in the US! 7)We should get portability of our current real estate tax value in accordance with state law. 8) We should get clawback rights for 30 years, so that if the property value increases at a rate greater than the median property values in Broward County,we get 30%of that additional increase. If we sell because of the noise or pollution issues, and the County or developers take advantage of artificially depressed prices we should get a portion of that artificially inflated profit! 9) In addition, for those people who choose to remain in the affected areas,restrictions should be placed on the use of the expanded south runway. We want to continue to enjoy outdoor lifestyle and cannot do that if large commercial jets are flying overhead during non-business hours. If Reagan National Airport can have a curfew to avoid disturbing politicians,why can't we be given the same courtesy? Our proposed restrictions: a)The expanded south runway should only be used by large commercial jets from 9:00 am to 6:00 pm during the week and not at all on 22 weekends or normal business holidays. b) Use of the expanded south runway should be restricted to takeoffs to the east, landing from the west. c)Aircraft using the south runway should stay as close to the north runway flight path and turn to the south at the last possible time when approaching for landing and vice versa on takeoff. 10)Noise abatement for all residents in the affected areas as defined in#1 above must be completed before the runway is operational. 11)There should be no avigation easements required for homeowners to receive noise abatement and/or sales assistance. 12) If the restrictions in #9 above are not put in place, homeowners who chose to remain in their homes should be compensated for loss of quiet enjoyment of their property at$8 per square foot of land. If we can no longer enjoy our property outside our homes we deserve to be compensated for it! 13) People who want or need to move now should get this same sales assistance now! 14) The airport should conduct flyovers that simulate the sound and vibration of a large commercial jet airliner landing and taking off on the proposed south runway flight path for period of two weeks. This would allow residents to make an informed decision now on whether to stay in their homes or not. 15)And finally, if the potential sales assistance or purchase assurances and other costs for all of the homes in this affected area are just too high, then the Count should J g Y reconsider its decision to expand the south runway since we all have to live within our budgets! • Why do you keep following County suggestions of insulation, purchase assurance. Our waterway areas are precious, this is all there is and will be for future generations to come. Every time a plane flies over it spews its poison fuel, spitting in our faces and on our lives. Surely this cannot be allowed to worsen? The airport is already stealing our quality of life, as well as fair market value of our properties. This is the price we pay now to live here. Now they want it all. To permit the expansion is a travesty. The ones who are making the decisions should have no say as their lives will not be affected by this horrific injustice. Then why don't you collect $5.00 airport improvement fee from all outbound flights like Vancouver B.C. does.
