City of Dania Beach
Airport Expansion Survey
April 2011
Methodology
The Dania Beach Airport Expansion Survey was conducted in March and April of 2011. BKL
Research administered the mail survey of households in the noise impact project area for the runway
expansion of the Fort Lauderdale-Hollywood International Airport. The goal was to gather feedback
from these residents in regards to issues surrounding the airport expansion. A mass mailing was sent
out during the week of March 14`h with the return deadline extended to April 8. After taking into
account returns for vacant houses and address discrepancies, there were 1,607 households in the
sampling frame that were sent the survey with return envelope. Of that number, 680 of the surveys
were returned before the final deadline for an excellent response rate of 42.3%. This response rate
represents a very low margin of error of t 2.86%. For example, if the respondents indicate 60%
support for a certain question, then 95%of the time the true population parameters would fall between
57.14% and 62.86% (assuming a 95%confidence interval and 50% response distribution). This
would indicate a very high degree of precision.
The survey was mailed to four regions in the noise impact project area. The response rates and
margin of error for the regions are shown in Table 1. There were high response rates for Melaleuca
Gardens (58.0%),NE Section (47.3%), and West of Ravenswood (41.8%). Ocean Waterway/Sheldon
(28.9%) was somewhat lower, although this represents a good response rate. The report will include
crosstabulations based on the four regions. It is important to exercise a degree of caution in the
interpretation of crosstabulations. They will act to segment or slice up the sample size and in turn
increase the margin of error for question. This is not a significant issue in West of Ravenswood
g
g
(3.42%) and Melaleuca Gardens (4.77%). However, there are higher error rates for NE Section
(12.11%) and Ocean Waterway/Sheldon (8.19%) indicating less precision in the response percentages.
However, the overall sample precision is excellent at± 2.86%.

The survey consisted of 5 core questions and one open-ended comments question. The survey
instrument is included in Appendix A. Respondents were asked about desire to remain in their homes
if purchase assurance was available, desired purchase percentage of value, how long the respondent
would wait before selling with purchase assurance, and overall desire to remain regardless of purchase
assurance. The respondents were also asked if their property was on the waterfront. In the sample,
41.3%were waterfront properties.
1
Remain or Sell and Relocate
There were two questions in the survey that examined
if the respondent would prefer to remain (with sound
insulation and soundproof doors/windows) or sell their
house and relocate. One of these questions asked the
respondent's preference to remain versus sell with a
purchase assurance offered using comparable
properties selected from outside the airport affect area.
Figure l indicates that 69.0%of the respondents would
prefer to sell compared to 31.0%who would remain
when a purchase assurance is offered. Table 2 shows
the remain versus sell percentages crosstabulated by Figure 1. Remain or Sell With a Purchase
the four regions. The Ocean Waterway/Sheldon region Assurance.
had the highest sell percentage of 81.3%. This was
followed by Melaleuca Gardens (74.3%) and West of Ravenswood (65.9%). The lowest percentage
was for the NE Section with 39.4% who would sell. The crosstabulation for waterfront location
showed similar sell percentages with 69.7% of the owners of non-waterfront properties who would
sell compared to 68.1%of waterfront property owners (Table 3).

Non-waterfront 382 30.3 69.7
A second question examined if the respondent would
remain versus sell without a purchase assurance
offered. Figure 2 shows that 65.7%of the respondents
would sell compared to 34.3% who would remain.
This represents only a slight decrease in the percentage
who would sell when a purchase assurance is offered
(65.7% versus 69.0%). The crosstabulaton for region
is show in Table 4. The region with the highest sell
percentages was in Ocean Waterway/Sheldon (80.4%).
This was followed by West of Ravenswood (64.8%)
and Melaleuca Gardens (64.0%). The lowest was in Figure 2. Remain or Sell With No Purchase
the NE Section with 42.4%. The biggest change from Assurance.
2
the previous purchase assurance crosstabulation was the significant decrease in the sell percentage for
Melaleuca Gardens which fell from 74.3%to 64.0%when no purchase assurance is offered. The
crosstabulation for location is shown in Table 5. There was a somewhat higher percentage of non-
waterfront respondents (67.3%) who would sell compared to waterfront respondents(63.5%). The
most notable change from the previous purchase assurance crosstabulation for location was the
decrease in the sell percentage for waterfront property owners from 68.1%to 63.5%without a
purchase assurance offered.

Several of the respondents wrote out additional comments in the margin beside the questions.
Comments for the remain versus sell question with purchase assurance are shown in Appendix B.
Appendix C contains the remain versus sell additional comments with no purchase assurance.
Comparable Property Values
The respondents were asked what percentage of value Who
for their home they would be willing to accept using 3.1%
comparable properties selected from areas outside any Other
airport affected area. The response categories were
100%, 80%, and Other. Figure 3 shows that 75.5%of
the respondents wanted 100%value for their homes
with only 3.1%choosing 80%value. There was also a
very high percentage of Other category responses. The MIA
most common Other category responses were 150%
value (7.5%), 125%value (4.1%), 200%value (2.1%),
and 120%value (1.8%). In fact, approximately 98%of Figure 3. Acceptable Percentage Value Using
the "other"responses indicated values over 100%. The Comparable Properties.
crosstabulations for region are shown in Table 6. The
100%value response was the most common in all regions ranging from a high of 80.0% in NE
Section to a low of 74.1% in Melaleuca Gardens. Again, there were high percentages of other
category responses for all regions. The crosstabulation for location also shows considerable
similarities with the 100%value response the most common in both non-waterfront(75.8%)and
3
waterfront(74.4%)properties with a high percentage of other category responses as well (Table 7).
The additional comments the respondents placed in the margin beside this question are shown in
Appendix D.

would only wait up to one year(53.0%)while 33.8%
would wait until the runway is complete/operational.
There were only 13.2%of the respondents who would
delay moving until after 2015. The crosstabulation for
wait times before selling with a purchase agreement by Figure 4. Wait Time Before Selling with

in the shortest time frame (up to one year)were Ocean
Waterway/Sheldon (68.0%) and Melaleuca Gardens (57.9%). The NE Section had the highest
percentage (50.0%) for waiting until the runway is complete/operational while another 33.3%
responded they would only wait up to one year which represents the lowest percentage for this wait
period among all regions. The NE Section also had the highest percentage for waiting beyond 2015
(16.7%). West of Ravenswood was split between waiting up to one year(47.7%)and waiting until
the runway is complete/operational (39.3%). Table 9 shows the breakdown for wait times before
selling with a purchase agreement by location. The non-waterfront property respondents were more
apt to take the shorter wait period with 55.6% indicating they would wait up to one year compared to
48.4%of the waterfront property respondents. The waterfront property respondents had a higher
percentage of wait until runway complete/operational with 37.5%versus 31.7%for the non-waterfront
property respondents. Appendix E shows the additional comments the respondents placed in the
margin to this question.

Airport Expansion Questionnaire
TO: Owners of residential properties in Dania Beach that are affected by airport noise from
Fort Lauderdale-Hollywood International Airport
In conjunction with the planned expansion of Fort Lauderdale-Hollywood International Airport,
Broward County Aviation Department (BCAD) has prepared a Proposed Draft Noise Mitigation Plan
("the Plan") to achieve land use compatibility for areas located within the FAA approved 65 DNL and
higher noise (65+DNL) contour per FAA regulations. The Plan notes that the Federal Aviation
Administration (FAA) determined the noise impact project area by using natural boundaries and
neighborhood blocks so that so that each neighborhood area would be eligible for sound insulation
and so that the cohesion in the community would remain intact.
You are the owner of record of a residential property that is located in the noise impact project area.
This generally means that the average noise level for a 24-hour period is 65 decibels or higher in
parts of your neighborhood. However, single events (takeoffs or landings) may be higher than 65
decibels. Single events may occur at any time during any 24-hour period.
Please note: The Broward County Aviation Department has not indicated any intent to purchase
airport affected properties other than mobile home parks, or to otherwise provide an assurance of
purchase or relocation.
Please respond to the following questions. Responses to this questionnaire will be tabulated and
provided to the Broward County Board of County Commissioners to aid in its decision-making
regarding airport noise mitigation.

Additional Comments to Remain or Sell With Purchase Assurance Question
If you were given a choice of remaining in your residence(or continuing to maintain ownership
in the case of rental property or absentee owners)with sound insulation and sound reducing
doors and windows being provided to your home at no cost to you, or having your residence
purchased at an amount based on a determination of value using comparable properties selected
from outside any airport affected area, would you prefer to remain or would you sell and
relocate?
• We already have sound insulated windows; how does sound insulation help when you want
to enjoy the outdoors?
• I will sell for a more than fair market price with a relocation fee,the FAA can afford it. I
want the price of the soundproofing to be added to my market price also.
• I have ocean access and would want the same.
• I would remain in my home but only with Interlocal Agreement enforced.
• I would sell and relocate depending on amount offered.
• I would relocate with the same taxable value, accomplished by the County per Interlocal
Agreement.
• Keep us inside when we enjoy our nice patio/porch/yard.
• Who would determine the value of my home and what influence do I have to accept/reject
offers? I will only accept recovery of my initial investment. l 00%of my original
investment plus expenses.
• I would relocate to a"like"property.
a Not possible to answer as the airport has kept our market value down. Comparable prices
would be from those who could no longer take the abuse.
• 1 would relocate because we cannot be outside because of the unhealthy noise levels.
• Undecided.
• I would sell and relocate if the price is right.
• I would sell and relocate if given replacement value.
• I would sell and relocate based on waterfront properties with ocean access in Broward
County.
• This is a difficult decision without actually knowing if the noise level would be tolerable.
• I have two properties on the water(ocean access).
• Undecided.

Additional Comments to Remain or Sell With No Purchase Assurance Question
Do you prefer to remain in your home(or continue to maintain ownership in the case of rental
property or absentee owners) or do your prefer to sell and relocate?
• I prefer to sell and relocate—given the airport plans to disregard Interlocal Agreement and
use the expanded runway 24/7. If they abided by that agreement, I would much rather stay
in my home's neighborhood with soundproofing as indicated.
• I would prefer to sell and relocate—providing there is no change in the south runway
plans.
• Either depending the circumstances of the settlement arrangements, compensation for my
loss and inconveniences.
• Not possible to answer at this time.
• I prefer to sell and relocate because the airport's expansion in this direction will degrade our
south Florida lifestyle and neighborhoods, our property values and return on investment.
Otherwise,we had planned to hold this property forever as income in our retirement and as
our downsize home late in life. That is why we recently did such extensive improvements
including stucco and complete interior.
• I prefer to remain in my home or continue to maintain ownership unless the runway is built.
• I prefer to remain in my home or continue to maintain ownership without airport runway.
• I prefer to sell and relocate because my property value is dropping and I feel it will continue
to depreciate due to the airport expansion.
• Undecided.
• I prefer to sell and relocate at replacement value.
• I prefer to remain in my home or continue to maintain ownership if tolerable.
• Don't know what the offer on the property will be.
• I prefer to stay in my home and not have the south runway.
• Undecided.

Additional Comments to Percentage Amount of Comparable Properties Question
What percentage of an amount based on a determination of value using comparable properties
selected from outside any airport affected area would you be willing to accept?
• Would depend on the amount.
• 100%plus moving expenses.
0 100%—I should not have to take less because of the airport.
• 100%—comparable in my area, not selected areas but our area.
• Vague—are you asking about the percentage of our property or any property? Would accept
300%of the value of our property.
• 200%at the minimum.
• 100%plus—because all properties are devalued now, we have an equity line of$260K; it
would never have a fair comparable even outside this area.
• Location would determine.
• 500%—Do you think destroying my life's work and dreams has no cost? How about
breaking our hearts?
0 100%value—not the airport agreed install deal price made with the soundproof businesses.
0 House comparable money should be in the Ft. Lauderdale area not affected by airport; all
closing costs, attorney fees, taxes, moving expenses, realty fees and etc. and property taxes
are not to go any higher; also 100%of money up front plus 180 days relocation time so we
don't have to have time overlap to buy/sell.
• 100%plus compensation.
• 150%plus 20%relocation.
• Comparable value plus relocation costs.
• 120%for trouble.
• 100%plus compensation.
• 110%of my entire existing mortgage which because I purchased my home in 2005, it is
considerable more than current market value.
• 100%and compensation and moving or commercial value.
• 100%plus expenses for moving and relocating(waterfront property).
• Over 100%—depends on the percentage of what and where of comparable properties on
ocean access.
• 100%plus 10%for troubles.
• 100%plus compensation.
• I was told the selling price would be four times the value of my home.
• Whatever the assessed value would be.
• 100%plus compensation; real market value with Canadians—mobile park home.
• 100%plus compensation.
• 100%replacement.
• All depends on negotiations.
• 100%plus compensation.
• Custom built and design with extremely high-end materials and improvements—

• 200%- we could not find what we have with even this percentage.
• 100%plus cost of moving.
• 100%plus moving expenses.
• "Any" airport affected area? There is not enough information in this question to allow an
answer.
• Over 100%due to we are being forced to liquidate an asset at an unfavorable time and losing
a property that we have labored to improve for many years. Amount should be based on the
advice of our accountant and lawyer.
• 100%plus tax evaluation.
• As much as I can get being forced to relocate.
• 100%plus due to intangible value. "Ultimate useibest use" of land should be

• 100%or as close as possible.
• 100%waterfront comparable.
• 125%to 150%.
• 150%to pay off my mortgage (upside down right now) and give me money to put down on a
new property and moving expenses.
• New owner—would accept payoff amount.
• None! Not selling!
• 100%plus moving expenses.
• I will only accept replacement equal to or greater than market value taking into account all
upgrades to property.
• 200%based on cost of other waterfront properties due to being forced out by the new

• Single family home completely renovated in 2001.
• Before the south runway was even proposed, the property 300 feet north of my home was
deemed "uninhabitable" and was bought out, bulldozed and made into "waterparks"; and
now with a new south runway, they think I should just close my windows and live here?
Unbelievable!
• Our reason for wanting to leave is the effect of the noise, dirt, etc, on our outdoor lifestyle
with boating and entertaining outside.
• I am devastated and appalled at the lack of empathy that Broward County and the City of
Dania has for the citizens/homeowners. Within the last seven years, I have witnessed the
steady increase in usage of the south runway. The usage of the runway more steadily and
by larger planes has brought with it a black soot residue. This residue is on my boat, in my
pool and on my patio deck not to mention that it accumulates on the screens that surround
my screened-in patio. Also using the runway for larger planes has increased the noise level
around my home. I have already replaced windows and doors which worked well seven
years ago, however, the larger planes are louder and now we can hear them inside the house
even when the windows and doors are closed. The fear of a huge plane flying over my
house, the tremendous increase in the noise level and the health hazard due to jet fuel residue
will make my family and I prisoners within our own home. Would you remain in my house?
Would you buy my house? These are the questions that should be considered when making
decisions for the citizens/homeowners. Put yourself in our shoes!
• It's already noisy enough; how do you soundproof my outside patio!?
• I'm 80 years old and my wife is 80; we've lived here for 50 years.
• My comments are probably worthless. I have been attending meetings regarding airport
expansion since 1987 and I feel nothing positive is happening for us,the owners of these
properties.
• My house shows a level of 64 but right next door it is 65; doesn't make any sense; my house
has been for sale for three years and is vacant; I have had buyers but the banks won't loan
the money. I am a widow and need to sell the house!
• What a shame; I have been here 35 years; I love my house; soundproofing wouldn't help; I
love my pool, barbeque, hot tub and most of the year have open windows.
• I consider my property to be subject to inverse condemnation because it is unsalable at FMV
and disclosures to new owners; I believe the commission should buyout owners at FMV now
before properties fall lower and lower. My property has been in my family since 1948 and
four generations have resided at some time here. I would have liked to pass it on to my
children but that is impossible; how do you put a value on owning a piece of paradise for 63
years only to see it destroyed by noise and air pollution?
• At this time of economic hardships for many of us,the last thing we need is to worry about
you taking our homes.
• We would never get the amount of money I want for my home.
• I'm so sick of this; I will leave Broward County and maybe Florida too!
• Even reducing the noise, my tenants complain and would leave; also, the phone cell
reception is terrible.
13
• I'm planning to talk to land-use attorneys in the very near future about inverse
condemnation; BCAD is going to have to beat me (and my attorney) up pretty bad before
they screw me out of my rights.
• Build the north runway; I want to stay in my home but I think our way of life will be
completely ruined; we spend most of our time outside enjoying our waterfront home; if we
sell, we should be compensated for moving and relocating expenses.
• I don't know if the sound will be bearable; have lived here 43 years and figured I'd die here;
hope insulation would be livable.
• At what time would we be getting the upgrades to our homes and can we pick an approved
installer to do the work?
• We would prefer to live here the rest of our lives but the south runway is an unnecessary
choice because there are other options that will not impact us, families, etc.
• From a long-term perspective, purchase now may be advantageous; it could facilitate
additional future expansions if needed while precluding continued conflict with residents.
• In June 2007, the Broward County Commission took my house from me when they voted to
go ahead with the south runway expansion; so I would expect to be compensated for the
value at that time! Also, I would agree to soundproofing if I were deafl
• Is the north runway still under construction? Wouldn't the north runway impact fewer
homes?
• No matter what you do the house, I will still lose the outside which is why we live in
South Florida; if I get my price, I will be out tomorrow.
• We feel that we would not be able to enjoy our outdoor space that we moved to Florida for if
we were to stay in our home; my husband is 70 and retired and I do not believe it would be
healthy for him to live under planes landing right over our home with the pollution and the
fuel falling into our yard; my husband was recently diagnosed with leukemia and I do not
feel that these living conditions would be in his best interest.
• The purchase option is our only acceptable choice.
• Property owners should be getting an extra 20-25%property tax credit for 2010 and into the
future to reflect the loss in value due to this airport expansion plan.
• Thank you for soliciting our input; please continue to ask us for our opinions so that we can
share them with you.
• This runway is not needed but if you decide to take my house, I should benefit from it.
• We have rental property located on Griffin Road and 33ra Avenue; how much of an effect
will this have on my tenants and when?
• At our rental property (4625 SW 28th Way),we would consider selling or else
soundproofing.
0 Our house is in the direct flight path; no sound insulation could ever produce a good
quality of life with big jets directly overhead;the County needs to at least take care of us
folks who are directly impacted by this; have them stand under the jets on 30t" Avenue on
takeoff and see if they would live like that!
• I do not wish to move.
• My concern is that none of the various solutions that seem to have been agreed to by
authorities are being kept; our elected leaders have failed us! Have there been any published
results of the sound tests that were promised?
• Please do not build this south runway!
• It sounds like we need a lawyer;you're a bunch of liars and thieves.
• If the money is right, I would sell fast.
14
• If the County government had any common sense, they would have considered a north
runway; a north runway would only make more sense;that would involve moving 13 or
14 business to the southside of the airport; thousands of homes would not have to be
soundproofed;the trailer park would not have to close; no tunnels would be built and 65 foot
high runways; I know that Mr. H. is behind this because he wants to build a marina just west
of US 1; this is typical of money getting what they want and the hell with the American
people; I hope the Broward Commission would stop and think how many of their taxpayers
are involved especially the next election; I know this will never be published but I will try as
hard as I can to get to the public and vote all of them out.
• My new wife and I moved to Dania because it's like the small country town smack dab
between the cities; we don't want to move but will if this jeopardizes the suburban life we
moved here for.
• 1 love my home; it is on a quiet street but just minutes from groceries, shopping, bank and
doctor; plus it is paid for; where can I find another home with all of its good qualities?
• I would prefer for jumbo jets not to fly over my house that I and a lot of my neighbors have
grown up in; pay me what I owe on my house; it's the right thing to do.
• I do not recall selling my airspace to anyone; I consider it trespassing;the noise level is
already completely intolerable! I cannot have a conversation, watch a television show or
movie, or speak on the telephone inside my living room! The size of the planes has already
tripled; we need insulation now! You're the ones devaluing my property and you want me to
take a loss while on my payroll;how do you put a price on our first home and garden
paradise that we built together? You're supposed to be looking out for me not destroying my
quality of life and everything I've worked for; how do you people sleep at night? Really?
• My property is a single family home built in 2006; gated closed community with access to
the water.
• You have drastically reduced the value of our homes, impacted the enjoyment of our outdoor
space with no present plan for compensation; you chose the more expensive runway plan
that impacts the most residences; expansion of the north runway lead to the purchase of
homes directly across the Dania Canal and we should be treated equitably.
• How soon would you do the upgrades to windows and doors if I keep my property and
would I have to pay for anything?
• I believe that jets flying overhead would make this property unlivable and I would want to
relocate ASAP.
• Are these soundproof contractors licensed and insured?
• Move the airport out to the Everglades with a high-speed railway!
• All questions are subject to change of any given time—i.e.,when selling, etc.; in fact no
airport expansion is the best.
• Why is noise the only study done? There should be a study on the vibrations on the home by
the airplanes as one night a plane flew close to our home and all the windows and walls
shook;they should fly planes over the affected areas so we can tell what it will really be like
when the runwayis built;what is their definition of a comparable property in another
 P P P Y
location? There should also be study done on the environmental effects on humans from the
fuel and noise (medical). We should be compensated for loss of enjoyment of our property.
Why is the FAA totally oblivious to the fact that the north runway would be a better solution
than building the south runway? Who is getting paid off to make this happen and affect the
lives of so many people?
• This expansion will destroy our lifestyle causing us to lock ourselves in the house and
eliminate outside activities.
15
• Noise mitigation takeoff and approach should be the exact same as John Wayne Airport
in California;this would continue to provide revenue to the airport, mitigate noise to the
area and continue to support fee growth;please do not listen to Leigh Fisher and some; the
opinion is only paid for without merit.
• If you move the runway north, it would cost the FAA less money; you have the room to do
so or expand the existing runway.
• 1 will sell and move right away.
• 1 would prefer to remain in my home if you weren't ruining my quality of life by process of
profits; I grew up here-third generation; I prefer to live in peace and quiet; remember this—
this is operating by unlimited resources and not common sense of finite resources;this world
cannot keep expanding; we are on a fixed size plan; keep exceeding this and you will be
murdering your own offspring—what does peace cost? Nothing! Profits are the root of all
evil; someone always pays in the end; airport is not needed;we are crowded; stop and wake
up!
• We really don't want to have to move or have jets flying over us when there is another
runway they could have used with less hassle to everyone;why didn't they use this runway?
• 1 am still in shock that people think that insulating doors and windows would make me want
to stay in my home; I purchased waterfront property so I could spend time outside enjoying
the view and weather, not inside looking out; I plan on pursuing matters legally.
• At current time the noise from the airport makes it uncomfortable to open windows and
doors when weather is nice and permits;noise is very distracting.
• Our community is a waterfront property on Dania cut-off canal but not all units are directly
on the water; it is inconceivable to me how a decision to lengthen the south runway was
made in lieu of adding an additional north runway if truly needed; no one wants to live
directly in the flight path of commercial aircraft regardless of the noise level.
• Pay pre-Wilma prices!
• The lengthening of the south runway is a waste of money and not needed; airlines have
pulled out of the Ft. Lauderdale airport; also our water supply is bad now as reported in the
news;traffic is terrible on a good day; why should we have to give up our life for the greedy
tourist industry?
• Whether we wish to remain or sell will depend on the actual impact of the sound level on
our home life;the often quoted average noise level for a 24-hour period (65 decibels)
doesn't tell us much; it is the so-called "single event" (higher than 65 DSL) and its effect on
our home life that will determine if we should stay or leave.
• We would love to keep our home forever; we bought 20 plus years ago but love the
outdoors, BBQ's, and fishing. I have over the years fished on lakes and canals at the north
side of Dania Canal during and after north side buyouts;jets fly over from west to land and
after landing you hear whip lashing above and large trees bend;they must buy us out 100%
and above.
• We cannot believe that Broward County Aviation Department would even consider sound
insulation as a viable option.
• Until I see just how bad it will be, I'm not selling;the worst part is that they could have kept
the f***ing jets to the north of us in the already eminent domained area; big business is
disgusting;tell Wa Wayne H. and Terry Stiler I said hello.
Y '
• House value would need to be based on an ocean access property outside the noise zone.
• 1 believe I should be compensated in a way that allows me to relocate to a comparable
waterfront property plus compensation for the inconvenience this will cause.
16
• I have 185' of waterfront ocean access 3/2 with pool;the lawyers at one of the big
meetings said that they would have to use home value from Riverland Road or Las Olas
which is comparable to my home now; also I am on a dead-end street which is safe for my
animals; my attorney agrees.
Go away; do not expand the runway; we all know it's not necessary.
Y P Y
• Since I have lived in my home since 1959; I prefer to stay here, but once the runway is in
operation, I could change my mind; for what they would be willing to give me for my home,
where would I go? I am 73 years old now; the airport should have been relocated years ago
(out west) knowing one day it would affect so many families, since so many were bought out
a few years ago that line up with the north runway, why can't that one be expanded? What a
waste of money!
• Too late to stop the expansion?
• Ocean access should be included as a determining factor in determination of value outside
area of airport expansion.
• Years ago during expansion and lengthening of north runway property owners directly north
of our locations were generously compensated for price of home, waterfront value (ocean
access) and moving expenses; so what about us? We don't want to live in the noise, fume
and pollution from the planes.
• Since it is not my option to remain, I expect to be able to replace my home with a similarly
located property; I am minutes from a private ocean and seconds from every major
thoroughfare in the tri-county area; good luck relocating me.
• I will only sell if my full note is paid in full, not based on actual value at this time.
• We are in our mid 70's and poor health; we live on social security which makes it very
difficult to be in this position.
• I wish to maintain the quiet enjoyment of my backyard on the water; it is impossible to
mitigate that noise outside the house; the only logical result would be to relocate to a
comparable property on the waterway away from the additional airport noise.
• Our feeling is that our property is not typical or easy to get a comparable property as our
property is not only ocean access but multiple unit zoned;you might try using the lots sold a
few years ago on our street.
• I moved to Florida for sunshine and fresh air; I cannot find that inside of my house.
• What boggles our mind is that they are willing to buy all these mobile homes! We have been
living in our house for over 40 years, have paid real estate taxes, insurance and all the rest
that goes along with maintaining a home keeping everything nice; half of these mobile home
parks need to be torn down anyway;the condition that they are in makes some look like the
ghetto!
• You can't soundproof my yard; I have spent 10 years making it into a paradise.
• No new runway needed; "delay"data needs to be validated publicly; new runway (elevated)
will impact folks far south; really? Build it to the north; use will be minimal; I fly
commercially and know the score.
• I have a reverse mortgage.
• If we stay in Broward County, will our tax rate stay the same?
• 65 plus; been here since 1972; it's going to be tough to move but I feel the neighborhood
will definitely have a lower class and be unsafe.
• Wish to relocate in Alachua County; housing prices run approximately $135-$150,000.
• Airport expansion is preventing sale or rental of property;we would like your cooperation
as soon as possible.
17
• I have lived in my house for 28 years and have added over$50,000 in improvements; I have
a reverse mortgage and would like to stay and see what the actual noise condition will be
before I sell; I would be 80 years old.
• Where would you find comparable property? I'm four miles from the ocean and one to three
miles between Dania, Hollywood and Fort Lauderdale city centers.
• I am very concerned about the noise;there are times now without the expansion that the
noise levels are very, very high; please advise ASAP on your position.
• It is obvious you can't fight the FAA even though the City of Dania does not see it; people
are upset their homes are going to be taken but I think people are even more upset about the
uncertainty; please make a decision; set a time frame; let the people know.
• If the money is available to fund the runway expansion, then I believe there is money
available to treat the homeowner's fairly!
• Ready to move as soon as you cut the check.
• There is no comparable waterfront property in Broward County for us to relocate.
• The additional runway (south) is unnecessary;this is only a money maker for those people
on the Broward commission.
• Comparables in a waterfront community within two miles of the beach must be used; I
expect to be compensated for relocation at FLL expense.
• Assured purchase if noise levels are too high; county paid relocation; soundproof my home
prior to runway operation; move runway to north side of airport; we love our life here and do
not want it destroyed.
• If you have a mortgage on your property and the determination of value is less than what you
owe the bank, who pays the bank the difference?
a I would sell and relocate but for the airport project, I would remain in my home; due to the
loss of enjoyment of my outside pool area and yard; upon completion of the project, I would
elect to sell now and relocate.
• After Hurricane Wilma, I am over-invested in my home due to the cost of repair; if not
adequately compensated, I cannot afford to purchase another comparable home.
• F*** the airport expansion, the crooked politicians and everyone involved with the
expansion. What's next, filling in Port Everglades and tearing down downtown Fort
Lauderdale? The airport should have been relocated during the 1970's when a suitable area
was available.
• Melaleuca Gardens is a hidden gem of a neighborhood and I love living here. I doubt I
could find another place convenient to so many things at any price; however, I bought in
2005, and the value has fallen; therefore, if the County will pay off the balanced owed on
my mortgage plus 10%, 1 will reluctantly search for another nice place to live; otherwise,
the airport noise is unlikely to be a problem; I have already spent almost$11,000 and
installed soundproof(and hurricane resistant)windows and doors; I have receipts and I
would be happy for the County to reimburse my costs if they decide to soundproof the
houses because mine is already done.
0 I paid $350,000 in 2007 and it is now appraised at$252,000; 1 owe $330,000 so I would
need $475,000 to buy same type of waterfront(50').
• I have been in my home for 41 years; I'm tired of fighting them.
• Understand I prefer to stay; I have a 4-bedroom 3-bath, pool; 160 feet on the water with
my boat and lift; my children, 6, 8 and 20 years live outside on our deck during the summer;
no insulation can cure the noise outside from a 6-story runway;take a look at the price of my
home in Las Olas Isles - $$$$.
18
• We've been in this home since 1964. There's no way we could replace with waterfront
property today.
• My husband was told he would need a heart transplant in the next few years and I would like
to know where I stand on my house issue before I tackle this next big hurdle.
• The Dania Beach City Commission has been taken over by outside interests and carpet
baggers and I cannot trust them to protect my property!
• I prefer to stay in my home but not with the airport's new runway.
• Sell—it can only go down in value with a runway at the end of my street.
• What mitigation is there for loss of use of outdoors due to increased pollution; my windows
are open mid November thru mid May; is there mitigation for increased electricity required
for running air conditioners year round? Also, my house will probably need to be painted
more frequently due to increased pollution; what we live with currently is manageable by
washing cars/house but the increase in traffic will cause man-made environmental impacts to
increase exponentially; what mitigation is being considered for vibration effects on property?
• No south runway; north is better for everyone; I don't want to move but I am afraid the
neighborhood is going down.
• Will settle for replacement value only—not market value.
• I want full market value (waterfront property); I should be paid for all my expenses for
moving and relocating.
• I would need some portability for taxes and cost of living; it is truly unfair to offer relocation
or sale to partial neighborhood.
• 1 would like to remain in my home as long as possible!
• Cannot trust Broward County to do what is right by property owners.
• I believe this is a total waste of time, taxpayer's money and a theft of services by the County
Commission.
0 You forgot to tell me how you are going to soundproof my yard! Also, who in their right
mind is going to be foolish enough to buy a house in a 65 decibel zone near the runway?
Would you? Best for all —make the runway to the north.
• 1 would only sell if I can replace what I have now—waterfront with access to the ocean at a
reasonable offer to relocate.
• I love the outdoors; can they soundproof it?
• 1 do not want to have to stay in my home 24/7; we live in Florida to enjoy the outdoors 24/7,
12 months a year; Florida living is outdoor living year-round; soundproofing a house only
quiets the inside of a home, not the outside; this could have been done at the north end of the
airport and impacted less people; it's so wrong.
• Good luck.
• Ready to sell and relocate as soon as possible.
• How soon? Long years here; beautiful neighborhood being destroyed by uncaring County
government.
• I don't want to stay but cannot afford to leave; screw the County; build an airport somewhere
else,perhaps Weston.
• Everything depends on how much money will be offered; if I don't agree with the offer, I
will stay and sell my house on my own.
• I'm in Ocean Waterway—president is a puppet controlled by certain members on the board;
in the park exist a terror system where members are afraid to express their feelings to the
board members;the board does not reflect the opinions of the majority of residents.
0 I love my home very much but if I have to move, I don't want to come out the loser.
19
0 Mobile home located in the Ocean Waterways within the 65+DNL (Androg Place).
• Very bad atmosphere in the park because somebody's like a dictator;they tell us what to do.
• I hope the whole deal falls apart and we get to stay in our mobile home park just the way it is
(Ocean Waterway Mobile Home Park)
• It's a costly move to relocate; expenses would be a lot more to live somewhere else
compared to my home; insulating is not an option; the outside cannot be insulated.
• Let's get on with it as soon as possible
• Question four is ambiguous as I have already stated in question one that I will sell and
relocate and in question three that I am willing to wait until some time after the completion
of the runway.
• Broward County is not considering the health and wellness of this community, only the
almighty dollar; who has the most money has the loudest voices; shame on you Broward.
• I'm waiting on a fair offer.
• We are living in a beautiful clean and pleasant park(Ocean Waterway) close to the beach
with a good community;we don't want to lose this quality of life; we want to feel free to
chose our place if we have to sell unless we get a very good compensation.
• I live in a mobile home and we already have the small planes; I cannot imagine the big ones
on my head.
• I live in Ocean Waterway Mobile Park; I own my home but rent the land; I also live within
the 47 homes in the 65 DNL;would leave with just compensation within the year.
• As soon as possible.
• Make me an offer.
• Noise is just too much and increasing; let us know how soon.
• 1 have purchased and renovated my mobile home over the last 3 years; what type of
compensation for all of this will we get?
• Let's do it.
• I'm waiting for a fair offer.
• 1 have lived in my trailer home for over 15 years and I love it; I am not affected by the
planes; in fact, I like listening to the planes flying overhead and it does not bother me at all.
• I'm in Ocean Waterway Mobile Home Park; life would be unbearable here with that noise
and fuel pollution, etc.
0 No airport expansion.
• This sucks!
• We live in Ocean Waterway Mobile Home Park.
• Why? Just buy all the land and relocate everyone.
• Terror regime =President+ Labranche. They don't tell the truth to the residents.
• We hope the quality of our neighborhood doesn't decline should numerous owners sell out.
Dania Beach as a whole "stinks" as far as a city goes. We hope one day Hollywood will take
us over!
• With the noise now—after completion would be even worse! Our DNL is 69+. Now a
nightmare—who could live with that.
• We moved to Florida to enjoy the"outside". We do not want to be forced to live "inside"
behind soundproof doors and windows.
0 The airport is dying—airlines are pulling out. Build up Miami and WPB—shut down Fort
Lauderdale.
20
• I would prefer to stay in my house, but if the noise vibrations and fumes are intolerable, I
would have to sell and move. But then the question is—where would I find a similar
waterfront home that I could afford in a safe, comfortable, quiet neighborhood like this?
• I have lived in this wonderful location for 20+years. It is an ideal location and don't really
want to leave. If I were to sell, it would have to be based on a comparable house (property,
house size, land amount, ocean access, distance to the ocean). I love it where I live, and now
I might be inconvenienced by this new airport project and so will where I live and my way of
life. I did not ask for or want this. If I have to move, I need to be compensated for this
inconvenience and m house needs to be valued at a comparable one. I don't want to leave
Y p
though, I want to stay.
I love my house and my outdoor living. Please do the expansion at the north side of the
airport.
• We want to stay in our home.
• After active operations—living conditions need to be re-evaluated.
• Even with soundproofing, the risk of a plane crashing in the neighborhood is still there—a
chance I would rather not take.
0 I don't want to move or sell. I don't want the airport to expand. Very concerned about plans
including safety issues and noise/vibrations.
• The 130%of replacement value is to compensate for closing costs, sales commissions,
increasing commuting time, and expenses, etc. Our yard cannot be soundproofed, we did not
buy a half acre property to stay inside a small 800 square foot house with doors and windows
shut! Broward County had a viable alternative—a second runway that would not have
impacted homeowners. Since they chose the south runway expansion, residents should be
compensated fairly.
• The intent of this letter is not to question whether Broward County should build the south
runway expansion that is more expensive and more damaging to the environment and
people's lives and homes than a more cost effective, non-elevated, less damaging and more
reasonable alternative north runway, although these are certainly worthy questions that have
never really been answered publicly. We will instead focus our comments on what we want
as resident homeowners who will be directly and negatively impacted by an expansion of the
south runway. When we moved into our neighborhood, we accepted small commuter
aircraft(less than 20 passengers) flying overhead, with their minimal noise and light engine
emissions being carried away by prevailing winds as the tradeoff for living on a deep water
canal with ocean access about 30 minutes away. Large commercial jet aircraft(cargo planes
or 20+passenger airliners) are totally different;they are much louder, cause significantly
more vibration, and their engine emissions are heavier and contain known lung irritants,
toxins, and carcinogens. Here is what we think reasonable compensation and consideration
for homeowners, considering that there was another alternative runway that would not have
impacted our lives and homes. 1) The affected area should be defined as roughly west of
1-95, south of the Dania Beach Cutoff Canal, north of Griffin Road and east of 441,as well
as those neighborhoods immediately south of the airport. Obviously, all homes near the
flight path will be negatively impacted by noise and other pollution. If the County's real
intent is to keep neighborhoods whole, then this is the definition that should be used and not
some artificial 75 DNL boundary. Mr. George Kent has stated publicly that the new south
runway will be the primary runway but yet cannot answer why the DNL boundaries for the
north runway are larger than the south runway. Thus we are left with the conclusion that the
south runway DNL's are being depicted incorrectly to minimized the costs of mitigation
plans.
21
2)All of the homes in the affected areas should be eligible for sales assistance or purchase
assurance (purchase by the County) beginning immediately, regardless of whether noise
mitigation has been performed or not. You cannot provide sales assistance or purchase
assurance to one homeowner but not their neighbor just because their property is
immediately or partially outside an artificial noise boundary which has probably been based
on incorrect model assumptions, at least not if you are trying to keep neighborhoods intact.
3) We live in a very unique neighborhood. It is on a deep water ocean access canal, within
30 minutes of an inlet, and within 15 minutes of downtown Fort Lauderdale and major
commercial and academic centers. Unfortunately since Broward County approved the
expansion of the south runway in 2006, values in our neighborhood have been artificially
depressed well beyond other comparable neighborhoods in areas unaffected by the proposed
airport expansion. Thus replacement cost on homes in our neighborhood should be based on
fair market value in comparable neighborhoods that are not impacted by the airport. Such
neighborhoods including Lighthouse Point, Pompano Beach, and similar areas, although
they do not have the same proximity to downtown Fort Lauderdale that we enjoy. 4) The
replacement cost of our home should be determined by the greater of three things.
a) Comparable property values in similar neighborhoods unimpacted by the airport
expansion as discussed in point three above. b)Total loan payoff value for the existing first
and second mortgages. c) Commercial/marina value of properties. 5) We should receive
130%of the replacement cost of our homes as determined in four above. This would
compensate us for closing costs on both the sale of our current home and purchase of a new
home(—$25,000+ 6%commission on sale), actual moving expenses (—$5,000),
compensation for time involved in finding a new home and moving, compensation for
increasing commuting costs for 5-7 years if applicable (—$20,000 for 5 years at 30
additional miles per day),pay for the additional commuting time (—$37,500 for 5 years at
$300/hour)and reasonable compensation for the stress and mental anguish of being forced to
move from our homes. In addition to the 130%, homeowners who are upside down on their
mortgages should get additional funds to cover the down payment on a new home if they
otherwise would not get sufficient cash on a sale. 6) The number of homes eligible for sales
assistance or County purchases should not be limited either annually or by some artificial
maximum. The sales assistance or purchase assurance program should be in place as long as
the expanded south runway is in use. If the number of homes for sale increases beyond the
previous annual average, it is because most reasonable people do not want to live underneath
jumbo jets landing and taking offl The County should bear the brunt of this change in sales
patterns, not the homeowners who are being forced into the situation. Why should people be
forced to live in and work to pay for homes that they have decided are or will soon be
uninhabitable due to noise or other types of pollution? It almost sounds like indentured
servitude, which I believe is illegal in the US! 7)We should get portability of our current
real estate tax value in accordance with state law. 8) We should get clawback rights for 30
years, so that if the property value increases at a rate greater than the median property values
in Broward County,we get 30%of that additional increase. If we sell because of the noise
or pollution issues, and the County or developers take advantage of artificially depressed
prices we should get a portion of that artificially inflated profit! 9) In addition, for those
people who choose to remain in the affected areas, restrictions should be placed on the use of
the expanded south runway. We want to continue to enjoy outdoor lifestyle and cannot do
that if large commercial jets are flying overhead during non-business hours. If Reagan
National Airport can have a curfew to avoid disturbing politicians, why can't we be given
the same courtesy? Our proposed restrictions: a)The expanded south runway should only
be used by large commercial jets from 9:00 am to 6:00 pm during the week and not at all on
22
weekends or normal business holidays. b) Use of the expanded south runway should be
restricted to takeoffs to the east, landing from the west. c)Aircraft using the south runway
should stay as close to the north runway flight path and turn to the south at the last possible
time when approaching for landing and vice versa on takeoff. 10)Noise abatement for all
residents in the affected areas as defined in#1 above must be completed before the runway is
operational. 11)There should be no avigation easements required for homeowners to
receive noise abatement and/or sales assistance. 12) If the restrictions in #9 above are not
put in place, homeowners who chose to remain in their homes should be compensated for
loss of quiet enjoyment of their property at$8 per square foot of land. If we can no longer
enjoy our property outside our homes we deserve to be compensated for it! 13) People who
want or need to move now should get this same sales assistance now! 14) The airport should
conduct flyovers that simulate the sound and vibration of a large commercial jet airliner
landing and taking off on the proposed south runway flight path for period of two weeks.
This would allow residents to make an informed decision now on whether to stay in their
homes or not. 15)And finally, if the potential sales assistance or purchase assurances and
other costs for all of the homes in this affected area are just too high, then the Count should
J g Y
reconsider its decision to expand the south runway since we all have to live within our
budgets!
• Why do you keep following County suggestions of insulation, purchase assurance. The
Interlocal also states—"relocation... per the preference of the resident." They relocate us to
a like home elsewhere in the county unaffected by airport operations. Their problem. Their
responsibility. Their cost. Quit acquiescing to their decision! Insist on the contract's terms.
• We have relocated to Hudson Florida.
• The debate has gone on for so many years. Please decide one way or the other so the
residents can get on with their lives!
• Funny, everyone talks about the sound problem. What about air quality?
• The noise impact we experienced is deafening many times during the day. If the main
runway is moved south it will create more noise and pollution problems with my property.
Pollution is just as much a problem as the noise.
• I love my home and would rather the airport was moved. I would like to have a demo that
recreates what the sound will be inside once the house is soundproofed and also how the
sound would be outside so I could make a decision to sell or stay.
• When I am home I spend most of time outside in my yard.
• I am totally against this airport expansion.
• This airport expansion is being forced on us. We do not want it. If it happens, we want our
home to be purchased so we can relocate. Sound insulation is not sufficient and will not help
when we are outside on our deck or at the pool. Sound insulation will not keep our property
value from plummeting. Broward County needs to do right by us homeowners!
• I own a corner lot with water on two sides with 190 feet of seawall along with dock, davits,
pool, hot tub... it would be difficult to replace.
• Noise is only one factor for our decision to move. Jet fuel residue, pollution, and the
inherent dangers of being in an active takeoff and landing area(with risk of crashes)have a
big effect on our decision.
• 1 love my home and would not consider moving if it wasn't for the south runway project. If
the air traffic will be similar to the north runway, it will make outside activities intolerable.
• 1 do not intend to leave my home. I knew the airport was here first and continue to consider
it a good neighbor.
23
• My home is a double lot property consisting of 120 feet by 110 feet with oak trees and
beauty. We built it with our own hands. Who would pay the electric bill if I have to keep
a/c on all the time? We have the planes fly directly over our home 24/7. The value offered
would never allow us to purchase what we have now. I feel it's terrible to take people's
homes away just to keep people from a 10 minute airline delay! I wish"we the people"were
worth more than dollars! We have lived here for 26 years! It's also much louder than you
believe. Also, who pays for the installation of windows and doors?
• Need more information on purchase price of my property—how it is determined, how we
agree on a number/price,difference in property taxes, etc. on my new house. Also add value
for noise when outside enjoying backyard—sound insulation in house does not address
outside use of property.
• You are turning our neighborhood into a crash zone, thanks!
• This is nonsense. With the economy and airline fleets being sold off, this airport expansion
seems impractical. We enjoy our backyard and porch 100%of the time, you want to come
and soundproof our properties because of your expansion? Noise control? As our property
values have went into the dumpster, who is going to buy our properties with the airport
expansion? And another thing, what are we going to be able to buy with what little we get
from our properties. Economy is sh** and everything is so expensive.
• The sound over the last few years is unbearable. I can only imagine how it will sound with
the expansion.
• Now that our retirement dreams have been altered and changed I feel you should consider an
honest buyout of our homes so that we can relocate. Between the housing market and now
the expansion, our expectations of selling are lost. The pollution of jet fuel right now is
overbearing and I am sure unhealthy needless to say how much worse it will be once the new
runway is complete.
• We are both retiring at the end of 2012. We are willing to sell now and rent the house until
2013 at fair market value.
• I hope they do not expand the runway.
• In the event of relocation, who pays real estate agent, moving and closing costs, and
compensation for my time and effort to find a comparable property and location since the
airport expansion is the cause of this devaluation/inconvenience issue.
• I would like to stay but I don't trust the County or FAA to live up to any agreements. By the
way, this is first time we've gotten anything on paper about the airport expansion project.
• I would like to remain unless I found that the noise was unbearable. I would not know this
until after completion.
• 1 have been to the meetings and that appraised value approach without going outside the
affected area is a criminal concept.
• If you condemn my house to being a prison cell and abduct my property with noise, then buy
me out at 150%.
• It is already so noisy in my house that I can't sleep past 5:30 am when the planes start flying
overhead. You can't even sit in the backyard and BBQ or lie out at the pool because of the
noise level. I can't even begin to imagine how much worse it will be when the expansion of
the airport is complete. I have small children and the noise will make my home
uninhabitable. We will most definitely choose to relocate.
• Stop making our lives miserable!
• Live up to the terms of the Interlocal Agreement!
24
• I wish to stay in my house. But I open my doors and windows as much as possible. If it
does get as bad noise, pollution, neighborhood blight, etc. I want out.
• This questionnaire is insane. It should ask the true question. When the airport expansion
goes through, would you prefer to be held prisoner in your home or would you accept an
unfair comparable price for your home, lose your job, and move away from a life you have
worked so hard to build? Living on the waterways is a dream for many of us and we pay the
taxes for it. This is a crime waiting to happen. A crime that we the victims are being
punished for every day and night. Our forefathers dreamed of a beautiful Broward County
with its golden beaches and intoxicating waterways. I don't think they envisioned residents
with earplugs, gas masks, or being imprisoned in their homes from intolerable noise and air
pollution. There is no such thing as a quiet Sunday breakfast or dinner with friends and
family on the porch or patio. It has gotten so unbearable that you stay indoors, windows
closed, a/c on just to watch TV,talk on the phone or simply carry on a conversation with
your neighbor without screaming over the constant, ear shattering plane engines. This is
South Florida, paradise of the nation, allowing the airport expansion to rob us what we have
left is not only a crime against the residents, it is a crime against God and nature. Our
waterway areas are precious, this is all there is and will be for future generations to come.
Every time a plane flies over it spews its poison fuel, spitting in our faces and on our lives.
Surely this cannot be allowed to worsen? The airport is already stealing our quality of life,
as well as fair market value of our properties. This is the price we pay now to live here.
Now they want it all. To permit the expansion is a travesty. The ones who are making the
decisions should have no say as their lives will not be affected by this horrific injustice. All
they see is the money. This expansion is a disease, cancer of the earth itself. Giving those
that will only profit from the money, with no regards to the environment, a voice in the final
destruction of our lives, is wrong, morally wrong. How sad to allow the few who will
benefit from this expansion to suck the life and land from the many who have so dearly paid
for it. Florida, land of sea and sunshine, is our state also. To standby and let this disease
destroy it into a soot-covered concrete jungle surrounded by filthy black water full of dead
wildlife and debris is ghastly. They could have built an eco-friendly airport out west, one we
could have all been proud of. Instead they allowed high-end housing to build and destroy
our wetlands. What is it going to take? Are they waiting for those monster planes to crash
into a neighborhood, a school, a church? One small plane has already crashed into 1-95.
Would it have brought attention if it landed on I-95 and killed innocent people? Do dollar
signs erase obituaries? Just one more thing, I enclosed a copy of some artwork. Feel free to
use it for Dania Beach's next tourist brochure. Thanks for listening.
• Noise mitigation may help inside, but who wants to be inside in Florida—we love our
outdoors lifestyle, our patios, etc. We loved the proximity to the beach of this area. This
home was a long-term investment for us. We did a major renovation about 6 years ago.
We feel we should be fairly compensated for the loss of value for our investment due to
the rising noise and decimation of neighborhoods.
• 1 would prefer that you buy my house at a fair price. This area will be horrible to live in
after the runway is built. I am a 62 year old female. I live alone. This was supposed to be
my last home before I fully retired to a nursing home or Heaven. I can't live with all this
noise and pollution and poison from the fumes. If you do not buy my home I will just
abandon it, lock the door,no turning back and go.
• You will be taking away paradise for warehouses. You are taking away my quality of life. I
love my home especially my neighborhood and wonderful neighbors. This is established.
• Why didn't the engineers do better planning than ruin people's lives. Some sh**.
25
• I'm not sure why the City has sent this. The City committees have made it quite clear that
they are not concerned about the properties and their values in this neighborhood.
• No expansion of the south runway!
• The threat of airport expansion has been looming over this area for almost 30 years. Now
that the south runway expansion has been approved, it's time for the County to step up and
purchase these homes at fair market value as the quality of this neighborhood will be greatly
diminished.
• I like living in my home because I would not be able to afford waterfront living anywhere
else in Broward County, but would move if the price is suitable.
• The property taxes at newly purchased residence should be the same or less. Moving
expenses and costs should be paid by FAA, Broward County, or Airport Authority.
• Ideally, I would prefer to remain in my beautiful home and neighborhood, but the expansion
plan and noise is essentially forcing us out!
• I've lived to obtain a waterfront property for all my Florida life—I've finally achieved it.
You cannot locate me with a comparable property anywhere in Broward County. I'll live
here no matter what. The expansion plan is stupid, ridiculous and a politically motivated
plan. We live here and love it here. Why not expand the north runway without hurting
people and the impact on the environment.
• 1 see a lot of the property that has sold turning into slums. As in 822 NW 12th Avenue and
845 NW 1 Oth Avenue—washing machine outside, mattresses in screen room or back
fence. We have had our home over 30 years and are very upset by this!
• I would like to sell at.the best price so I can relocate somewhere else.
• If the runway is ever built, we would be forced to move.
• Get away from the crooks in the Broward County Commission.
• Noise and dirt(jet exhaust)—too much.
• Please negotiate operational restrictions on south runway to daytime operations only, as per
the Interlocal Agreemet.
• 1) Would like to see additional mitigation ideas such as taller wall on south end of airport.
2) Would like option to stay or go with ability to sell after runway completion in order to
determine if we can live with the noise.
• The County, BCAD, and FAA has not been honest with residents and has not honored prior
promises, agreements, or contracts. They cannot be trusted!
• If they want our property they need to pay dearly for it and not steal it from us—and that
includes the City with their bogus CPA.
• Get out while the getting is good!
• 30 years of this hanging over my head! Enough.
• ASAP.
• 1 did not buy a waterfront home with a pool to live inside with my a/c running 24/7, 365.
1 want to enjoy what I paid for.
• If construction is not cumbersome and noisy. It will go over dollar budget and time. Market
values are down. Buyouts should be based on some average estimate into the future with all
costs related to home sale accounted for. Money should be allocated before the sale,to
compensate for loss in value, intangible loss.
• 1 have a 3 year old son,we spend mainly hours on my beautiful patio and backyard. How
are they going to soundproof that?
• Should be reimbursed relocation costs. Prefer condemnation of properties.
26
• I've invested too much in my property to leave for any less than what it would be worth if
no airport was being pursued.
• Any drop in property value due to construction should be paid to the homeowner prior to
completion.
• What moron would take 80%of their property value?
• This is our home. We have been here 28 years and wanted to continue living in Dania.
• Would like comparable location to water and beach as we have now two blocks from canal
and boat ramps and one mile from Dania Beach.
• ASAP.
• Preference would be that those tasked with the decision would make the right one—not to
expand the airport and destroy more of the environment, but greed usually wins over the
right thing. Understanding this, the only real option would be to buy the homes of those
who do not wish to remain and to do so at a fair price, including compensation for the fact
that people are having to leave homes, a neighborhood, and friends behind. The stress we
have all been under for years now needs to be considered when you are hitting those buttons
on your calculator.
0 We don't want a south runway but when given no choice, we want big compensation as we
never intended to move out of our home. We love it just the way it is now. Even if we voted
against it, it didn't change nothing. Did you really give us a choice, I don't think so.
• I love this place.
• I hope to leave but with big compensation.
• O.W. Committee hides from us the truth.
• Here in Ocean Waterway, the Board doesn't want the people to answer to that survey!
• I have a mobile home, how can I get sound insulation?
• I would like to sell my property due to the fact that when an airplane is landing there is a
shake in the house, also the car alarms are always going off.
• I prefer to sell but not relocate.
• The sooner the better—tired of airport talk. Want to get out! I owe $360,000.
• I live in a mobile home, what kind of sound barrier can you put on Old Griffin Road?
• We are struggling financially as it is we cannot afford to move unless compensation is
acceptable.
• Ocean Waterway Park is 90% Canadians. There is in-fighting in the Park already. You
don't know who to trust so that's why I would sell.
• Please accept the opinions of residents. We don't want the south runway and if you do it
—pay us.
• No south runway and with south runway in place,we need money as soon as possible to look
for another place to relocate.
• 1 am very happy in my place.
• Ocean Waterway Park, very nice place to stay.
0 I believe the whole airport expansion project should be revisited since some of the
commissioners who voted are now in prison, so obviously their votes should not be counted.
Whoever wrote this form may want to think about anyone who owns their property would of
course choose 100%value. I received this in the mail 2 days before it was due. You may
want to send these out much earlier so everyone has a chance to respond in a timely manner.
I have lived in my home for 15 years and have spent a lot of money renovating it and this
airport expansion is nothing but a greedy opportunity for rich people to make a lot of money.
Shameful!
27
• You don't want my comments.
• I would like to sell ASAP.
• We are very sad that life as we know it on our canals will be changed forever. We have
lived here since 1973 and it has been like a little bit of paradise now to be disturbed by so-
called progress. It is so sad that humans like to destroy peace and beauty for the sake of
progress and the all-mighty dollar. And life goes on bringing unhappiness because of others.
• Don't really want to leave, but won't stay if we are in the 70 DB zone.
• The only reason I would sell besides noise is I fear the quality of the neighborhood will
decrease—otherwise I love the neighborhood.
• My home is a corner lot with a larger than normal yard. To relocate would have to be
similar property. I bought my home in 1983 and have put substantial monies in the property
and house. Pool, barrel tile roof, PVC privacy and picket fence, enclosed car port, upgraded
kitchen, remodeled both bathrooms, cement driveway (double wide), cement patio behind
house. I am only 5 minutes from my work.
Across the street from the ocean, soundproof roof and windows, I own my property, good
day.
• Our home has had 6 contracts fall apart due to the airport expansion. Our home has been on
the market for 2 years.
• Do not implement a government noise mitigation program. Determine the amount per
homeowner and give them a lump sum. How much will it cost to soundproof the outside?
This is great—paying a consulting firm to run a simple survey from VA.
• I hope this survey should be fear not only blah-blah-blah.
• I am not willing to sell at"market value"but replacement value as in the terms of the
Interlocal Agreement.
• I don't understand the difference between question #1 and#4.
• Thank you for the opportunity to voice my opinion.
0 I have been in my home since 1972, raised three children, one who is 26 still with me, all by
myself. It is very hard to be put in a position now to find a place to live.
• I will remain until runway completion before deciding to move or sell. I will not be able to
determine the impact until that time.
• I will sell if the price is right.
• North runway. Leave us alone.
• I relocated while the north runway was closed for maintenance. This survey had to be
forwarded to me. I received it March 26th
• It seems like the airport expansion is going forward with a plan that only benefits the
airport. It disregards any and all reasonable assistance to the owners in my area! This
airport expansion plan from me and owner's perspective is an outrage and injustice in the
65+DNL area! It is only benefiting the investors, the airport, and the tourist.
• I just lost a rental due to the small commercial jet flyovers 300-400 feet directly over my
properties. With decks,BBQ, large vegetable gardens, lawns, etc.—large planes would
make my properties unrentable and uninhabitable, the units east of me will be more
impacted. They also want to sell. If you need to,communicate with building owners more
effectively. The four-color brochure you sent to my tenants panicked them to the point of
hysteria, I never got one!
• This airport expansion is ridiculous. How you can raise a runway 65 feet high is unheard of.
• Moving expenses.
28
• I believe that we should be treated no differently than the other property owners were when
the main runway was extended. Homes and properties were bought and that area is now a
partial clear zone commercial. A benefit to the City of Dania Beach.
• Soundproofing my home does not makeup for what is being done to the "Venice of
America". I didn't buy a waterfront home to stay cooped up inside. I enjoy my pool and the
waterfront outside! Owners should be given the option of accepting the money
soundproofing would cost to help make up a little bit for the devastation of our properties
that this is causing. I want to be able to afford the same type of waterfront home for
replacement.
• Please consider the people (residents) for a change! And not so much the airport and those
who are profiting. We owners in area one (65+ DNL) are losing out tremendously. It is
unfair what you have planned and told us at the last meeting. This plan is an outrage and
injustice to me and other owners in the 65+DNL.
• Been here for over 35 years. 11:30 pm was really noisy last night(3/26)—had to turn the
volume up on the TV.
• We would like to have the reduction of sound insulation, but would like to see a sample of a
finished product.
• You people will be ruining my American dream. I worked so hard for it. I love my
beautiful home. If you were to soundproof, how then would you soundproof my backyard
with black burned fuel falling down. Are you also going to tell me that you're gonna give
me headphones to go relax in my backyard. Our homes will go to the dump and none of you
people give a crap. We will not be able to sell, new buyers will not be stupid to buy a home
with jets on top of their home.
• This is a very inadequate and late survey.
• Please note I love my home. My parents had it built in 1974. I purchased it from them in
1998. I have loved renovating my home and planned to always be here. Unfortunately you
can't soundproof my yard where I love to spend time. Once this runway is done at the
sacrifice of few for the benefit of many, it will be no longer enjoyable. It is with sadness I
will want to sell and move on, hopefully before my home value has been totally destroyed.
Please be fair and do for us as it had been for those on the north side of the Dania Cutoff
Canal. It is the right thing to do.
• If participating in noise reduction project, will that negate any opportunity to sell and
relocate?
• We should get a minimum of comparable property value for our residence.
• You need to do the right thing for the people now and not expect them to see how the
expansion will affect their quality of life—you know it will be intolerable to have to live
with the noise of a construction site! Not just the noise, what we breathe, and what we feel
(vibration).
• We did not purchase our waterfront property and install a pool with the intention of not
being able to go outdoors to enjoy.
• The only way I would consider moving is if I was going to make money off the sale of my
house.
• If comparable, you would see the inside and outside of the house and a park with qualities
equal or higher.
• Would prefer comparable outside the area waterfront since I own this waterfront property.
• Sound is not the only factor—quality of air(pollution) is also a determining factor.
• Thank you for ruining our backyard paradise that we worked so hard to create.
29
• We are going to sell out!
• I prefer to stay in my home as I remodeled my house 2 years ago and I spent a lot of money
making my home look nice and comfortable. My only concern is that my home is elevated
and I'm afraid that the noise will crack the walls or deteriorate my house. The tax that I
presently pay in my house I certainly will not be paying any place else. I love my home
because it is big, is in a good location, and my tax is very low. If I move, the tax of the new
house will be too high and I will not be able to afford it.
• We expect more than 100%based on moving expenses and storage until we find a
comparable property. Because of all the negative publicity surrounding airport expansion
our property value has tumbled. How can you expect people to live in a neighborhood
surrounded by vacant lots and homes that would encourage a bad element(vagrants,
homeless, thieves). Why don't you buy all the homes and build a hotel/marina? Like
Bohia Mar or Hilton or Hyatt in Fort Lauderdale at least you would recoup your money
probably more than what you are going to pay residents. One more thing, you say you have
no money. Then why don't you collect $5.00 airport improvement fee from all outbound
flights like Vancouver B.C. does. You don't get on a plane without that$5.00 ticket for each
transfer.
• We need more adequate info to answer this survey.
• How will I be assured enjoyment of my yard and especially the use of our pool? How are
concerns of an increase of pollutants in my neighborhood being mitigated?
• What you are doing to us it is unfair. Me and my wife are getting sick from the fumes of the
aircrafts. My pool tiles are black from the kerosene that the planes burn. Can't use the
backyard. I developed chest congestion from the fumes. My roof is black from the fumes. I
can't sleep in the morning from the noise now. Can you imagine when the runway is open?
The only reason I am remaining in my house is because I am 78 years old living on a fixed
income and we can't afford moving to another place. Down with the politicians.
• Love my home and waterfront property. This is very upsetting to think we might have to
move. Thanks.
• Do not want to move! This is upsetting our lives. I want to be compensated over and
beyond if I have to move.
• Condemnation would be fairer for residents in severe noise areas and cover their relocation
costs completely.
• Even with soundproofing I will not be able to go outside and enjoy the pool. You can't
soundproof your backyard.
• If the airport takes our home,we would want replacement value. There are no homes in
Fort Lauderdale that we could afford that are the same distance to Port Everglades as we
are now and that also have deep water canal.
• I have a problem with not knowing what prices you will pay for the house.
• I found this survey confusing!
• Do not make us decide until after project completion! I would like to remain in my home,
but would sell if the sound is intolerable. Until the runway is up and running, I have no idea
if staying in my house will be tolerable. I should not have to make that decision without
a knowledgeable reference of the noise level until after runway completion. I would like to
wait until after completion. I have already suffered a loss from the market devaluation and
now with the runway project, my home price is driven down even more. I would like to be
compensated for the further devaluation due to runway expansion. If the noise is intolerable
for habitation, I would like compensation at what I paid for my home plus the inconvenience
of moving and the hardship.
30
• We would prefer that the airport not be expanded at all. Thank you.
• It would all depend and should be my choice. In addition, need to compensate for moving
and grief caused by this un-American action.
• The quality of life outside my home (in the yard, on my back deck, balcony, and porch)
where we entertain would become unusable. Greed is a terrible thing! I don't know why
when I have never had anymore than a 15 minute delay because of congestion at Fort
Lauderdale Airport. We are basically taking ocean access property and turning it into
basically industrial site. That is all I think it will be good for, not a home.
• This is our home for 36 years. We are not moving.
• I've lived here 44 years.
• 1 would sell if they take into account—dead end street, swimming pool, boat dock with
remote control boat lift of 10,000 pound capacity, studio (insulated) separate from house,
two large sheds with concrete slab and insulated roofs, and large lot size (75 feet by 185
feet).
• My home cannot be lived in with large planes flying directly over, all hours.
• I purchased this property with the intent of enjoying it and make it my permanent residence,
but since my purchase this has been changed! I can't sleep, too much noise, aircraft noise!
• I am 77 years old and very afraid to stay here. I am afraid a plane will come down on top of
my house. 1 am too old to take care of the house anymore.
• You can try to soundproof, but you don't know if it will work. Good luck. I want to stay.
Maybe you need to soundproof one house to see if it works before you spend tax money to
see it fail.
• If I do move, I want to take my tax value I have and transfer it to the new house.
• That's okay, but I will lose good friends and neighbors.
• Having bought this house with my pension money. After renovating I was hoping to enjoy it
for so many more years. So help me God!
• The mortgage on my property is a lot higher than market value, but this is also a rental
property. I will relocate to a similar property with the same income or more.
• My property is one block north of Griffin. The value of my home will decrease as houses
become vacant and unkempt.
• If the DNL did not work? I would definitely need to sell and relocate.
• These answers are only due to airport expansion, otherwise I am happy where I'm at.
• We want replacement value as previously presented.
• Don't expand the airport.
• Please do the fly test now.
• Stop the runway—we don't need it. It's all about money.
• 30 minutes to the ocean (big selling point when relocating). Property must be within 30
minutes of the ocean! We should be given tax portability meaning our tax base for our
current property should be transferred to our new property. The property comparables
should be within the same travel time from the port inlet distance for the neighborhood to
forfeit to the airport we should be compensated for our forfeiture!
• Buy the property already!
• Would you please read your questions before you print them (#1 and #4).
• Our homes are already soundproof so the proposal for soundproofing does nothing to help
our community.
31
• I am concerned that the rental income would be low if the noise levels are too great. It may
not be a good economical move to keep the property. How will the neighborhood change if
so many permanent homeowners leave?
• You are forcing us out of our nice waterfront homes. I just put a brand new tile roof on two
weeks ago which was expensive. I have a very nice home.
• I like being outside and also like having my windows open. I will be able to do neither.
• Will consider selling for fair market waterfront value only—not deflated offers.
• Rental property—7 duplexes. They all have portable window air conditioning units.
Would require updated electric and installation of central air conditioning for each unit.
• 1 don't want to sell but the thought of these loud planes will take away the quality of life
outdoors and become a nuisance indoors.
• This is my only retirement I have—I invested almost, initial deposit, 45 years ago almost
$100,000 down payment. I get good rents now—airplanes overhead and noise will condemn
neighborhood to low income, low rents, and no sales. I need my investment back to reinvest
—I'm 63 and I do not have time.
• Go to the north runway and you would not be wasting all this money for research! And
wetland demise.
• I have to see how good the soundproofing works.
• It will be nice if we can see some comparable prices for our homes to make a more educated
decision.
• Sell—the sooner the better.
• Need to walk away clear of debt.
• Soundproofing is useless and meaningless to me. The integrity of the neighborhood is my
primary concern. Traffic control and filth are a secondary concern.
• Not selling or leaving.
• I don't understand how the south runway is justified? There are less intrusive (to people and
John W. Lloyd Park) and less costly alternatives. Spend the money on infrastructure
repair(s).
• Not sure what to expect when runway is complete. I might kick myself for making the
wrong decision. I really want soundproofing.
• I would like to be compensated to buy another mobile home in the area.
• Home will absolutely need to be soundproof. Would also consider selling home.
