HomeMy WebLinkAboutR-2011-039 Prohibit Texting Emailing Telephoning During Meetings RESOLUTION 2011-039 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, PERTAINING TO RESOLUTION 28-85, WHICH PRESCRIBES RULES OF PROCEDURE FOR CITY COMMISSION MEETINGS; AMENDING SECTION 5.3 ENTITLED "PRESERVATION OF ORDER" TO ADD A PROHIBITION OF RECEIPT, SENDING, EXCHANGING, READING OR PLACEMENT OF E-MAILS, TEXT MESSAGES, NOTES AND TELEPHONE CALLS DURING ANY MEETING OF THE CITY COMMISSION, INCLUDING EXECUTIVE SESSIONS; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That Subsection 5.3 entitled"Preservation of Order", of Section 5, entitled Mayor and Duties of Resolution No. 28-85, adopted on Jul 23� 1985, prescribing rescribin Rules of P Y Procedures for City Commission Meetings is amended to read as follows: Sec. 5.3. Preservation of Order The mayor shall preserve order and decorum and confine the debate of the Commissioners and the public to the question under discussion. City Commission members, as well as the City Manager, City Attorney and City Clerk shall not accept receipt of, send, exchange, read or place any e-mails, text messages notes or telephone calls during any meetings, including executive sessions while present at a meeting or session. Such prohibition shall not apply to family or business emergencies. Section 2. Except as amended as set forth above, Resolution No. 28-85 is ratified and remains in full force and effect. Section 3. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 4. That this resolution shall be in full force and take effect immediately upon its passage and adoption. PASSED AND ADOPTED on April 26, 2011.
