1. The Charter Review Commission And Management And Efficiency Study
Committee Shall Meet Every Ten Years
Shall the Broward County Charter be amended to provide that the
Charter Review Commission and the Management and Efficiency
Study Committee meet every ten(10)years, instead of every six(6)
years as Is currently required, to save meeting and administrative
costs?
Over the next twenty years, the proposed Charter amendment will
result in two less meetings for the Charter Review Commission and
one less meeting for the Management and Efficiency Study
Committee, Based on the most recent commission and committee
budgets,the estimated cost savings from the reduction In meetings
is$2,500,000,

• 2. County Code Of Ethics Prevails Over Municipal Ordinances Regulating Conduct
Of Public Officials And Employees
Shall Section 11.01 of the Broward County Charter be amended to
provide that a County Code of Ethics, when enacted by the County
Commission as an ordinance, shall prevail over any conflicting
municipal ordinances that regulate the conduct of elected officials,
appointed officials,and public employees?
It is estimated that this amendment will have no financial impact to
Broward County.

• 3. Broward County Constitutional Officers Subject To The Broward County Code
of Ethics
Shall the Broward County Charter be amended to make the Sheriff,
Property Appraiser, Supervisor of Elections, and Clerk of the Circuit
Court subject to the Broward County Code of Ethics?
Broward County costs would increase by an amount that cannot be
determined. The County funds the operating costs to the
Constitutional officers. Any costs incurred in extending the County
Code of Ethics to the Constitutional officers would therefore be
borne by the County.

4. Establish Charter Office Of Inspector General To Investigate County And
Municipa€Misconduct And Gross Mismanagement
Shall Article XII of the Broward County Charter be created to
establish a Charter Office of Inspector General;to preempt any and
all Inspector General offices existing or created by County or
• Municipal ordinance; and to provide for the powers and functions
of the Charter Office of Inspector General including the
investigation of misconduct and gross mismanagement by County
and Municipal officials and employees and in County and Municipal
contracting?
Broward County costs would increase by an amount that cannot be
determined. The amendment would expand the scope of the
Inspector General's authority to include Investigations of County
officials and employees,officials and employees of Broward's thirty-
one municipalities, and County and municipal contracting. The
expanded authority of the Inspector General would increase
potential investigations and costs of the Inspector General's office.
