Call to Order/Roll Call Mayor Flury called the meeting to order at 6:00 p.m. Present: Mayor: Patricia A. Flury Vice-Mayor: Bobbie Grace Commissioners: Anne Castro Walter Duke C. K. "Mac"McElyea City Manager: Robert Baldwin City Attorney: Thomas Ansbro City Clerk: Louise Stilson 2. Public Hearing - Ordinance#2011-017 AN ORDINANCE OF THE CITY OF DANIA BEACH, FLORIDA,TO AMEND THE CODE OF ORDINANCES BY CREATING CHAPTER 16 "VACATION RENTALS" OF THE CODE OF ORDINANCES, IN ORDER TO PROVIDE FOR REGULATIONS OF "VACATION RENTALS" AS DEFINED WITHIN HOUSE BILL 883; PROVIDING FOR A MINIMUM REQUIRED RENTAL PERIOD; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. (SECOND READING) City Attorney Ansbro read the title of Ordinance #2011-017, he also read the title of the companion Resolution#2011-053. Mayor Flury opened the Public Hearing. Annette Hibbitts, 26 SW 11'' Street, noted this started in February in Ft. Lauderdale. She said she does not want what we are trying to do tonight to be confused with what we have in the neighborhoods, such as crime. Ms. Hibbitts read excerpts from several newspaper articles. She remarked that she favors what we are trying to do, however she wants to see the good part of these meetings. Ms. Hibbitts was concerned with the low attendance at the Special meetings, and wants something good to be addressed. Commissioner Duke commented that the first meeting held on this matter concerned him also; but since then he has had an opportunity to speak to others and he is now convinced that we are doing something right. Mayor Flury commented that several people were concerned about the short notice of the first meeting; however, the meeting was appropriate. Teddy Bohanan, 312 SW 15t' Street, noted this is something that has been going on for quite a while before some of the seated Commissioners were elected. This was put into effect by Bob Mikes to stop people from coming in and selling drugs and having prostitution. Seeing as there was no one else to speak in favor or opposition, Mayor Flury closed the Public Hearing. Vice-Mayor Grace noted all of our concerns have been addressed. Vice-Mayor Grace motioned to approve Ordinance #2011-017, on second reading; seconded by Commissioner Castro. The motion carried on the following 5-0 Roll Call vote: Commissioner Castro Yes Vice-Mayor Grace Yes Commissioner Duke Yes Mayor Flury Yes Commissioner McElyea Yes 3. Resolution#2011-053 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA ESTABLISHING AN ANNUAL VACATION RENTAL CERTIFICATE FEE FOR VACATION RENTAL OPERATORS;PROVIDING FOR CONFLICTS;FURTHER, PROVIDING FOR AN EFFECTIVE DATE. Commissioner Castro motioned to approve Resolution #2011-053, as amended; seconded by Commissioner Duke. The motion carried on the following 5-0 Roll Call vote: Commissioner Castro Yes Vice-Mayor Grace Yes Commissioner Duke Yes Mayor Flury Yes Commissioner McElyea Yes 4.
