HomeMy WebLinkAboutR-2011-059 CGA Engineering Services Stormwater Improvements Basin 5 RESOLUTION NO. 2011-059 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO PURCHASE ENGINEERING SERVICES FROM CALVIN, GIORDANO AND ASSOCIATES, INC. RELATING TO THE EXPANSION OF STORMWATER IMPROVEMENTS, BASIN 5, PHASE I, MEADOWBROOK PUMP STATION REPLACEMENT PROJECT IN AN AMOUNT NOT TO EXCEED ONE HUNDRED TWENTY-SIX THOUSAND ONE HUNDRED FIFTY-ONE DOLLARS ($126,151.00); PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Commission has directed the Public Services Director to seek alternative solutions for the Southeast Stormwater issues and to immediately identify a solution for improvements to certain areas; and WHEREAS, the Director of Public Services has determined that there is an immediate need to proceed with the expansion of the Stormwater Improvements, Basin 5, Phase 1 Meadowbrook Pump Station Replacement Project, which involves the replacement of the Meadowbrook main storm pump and discharge line for this area; and WHEREAS, the City has received notice of approval from the Florida State Revolving Fund (SRF) for the Southeast area Stormwater Improvement loan for which the Public Services Director is presently seeking approval to incur costs and to seek construction bids for this Project; and WHEREAS, the Director of Public Services has previously engaged Calvin Giordano and Associates, Inc. for the initial Southeast Stormwater Improvement engineering design and services in the Southeast area for a total amount of$45,218.26; and WHEREAS, the Pubic Services Director recommends the purchase of additional services for the Stormwater engineering design and for the project engineering oversight during construction by Calvin Giordano and Associates, Inc.; NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That that certain agreement with Calvin Giordano and Associates in an amount not to exceed one hundred twenty-six thousand one hundred fifty-one dollars ($126,151.00) for additional services for the Southeast Stormwater engineering design and for the project engineering oversight during the construction for the Stormwater Improvements, Basin 5, Phase 1 Meadowbrook Pump Station Replacement Project. Calvin, Giordano & Associates, Inc.'s Proposal No.: 09-2777.4 is attached as Exhibit "A"; it is made a part of this Resolution by this reference and it is approved. Section 2. That the City Manager and City Attorney are authorized to make minor revisions to the agreement for such services which are deemed necessary and in the best interests of the City of Dania Beach. Section 3. That upon, and not until, all parties have executed the approved SRF loan funding documents, will the funding for the Southeast Stormwater Improvements, Basin 5, Phase 1 Meadowbrook Pump Station Replacement Project be provided. Section 4. That costs of all Southeast Stormwater consulting engineering work shall be charged to the Stormwater Budget Account-Southeast Area Stormwater Improvements — Consultant Engineering Account No. 403-3804-538.31-30, and provided further that this budget balance shall be adjusted and increased to a total of$177,637.00 by transfer of $155,754.00 in available appropriated budget balances from the Southeast Stormwater Capital Improvement Construction Account No. 403-3804-538-6310. Section 5. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 6. Phase I construction includes Meadowbrook stormwater pump station replacement, rehabilitation of the FDOT structure on SE 3rd Avenue,and force main replacement from the Meadowbrook station to the outfall. Ongoing coordination with jurisdictional agencies such as South Florida Water Management District, Broward County Parks and Recreation, Army Corp of Engineers, and Broward County Environmental Protection and Growth Management Division, particularly pertaining to eco-swale permitting and licensing. 4. Design and construction plans for approximately 1150 LF of force main replacement of the existing pipe from the Meadowbrook pumping station to the outfall east of SE 5th Ave. • Plan& Profile sheets for proposed force main,dissapator structure, and outfall. • Utility coordination 5. Geotechnical Exploration by Nutting Engineers for pump station wet well installations. • Perform one(1) twenty(20) feet deep Standard Penetration Test (SPT) boring at the proposed Pump Stations 1,2, &3 sites and one(1) forty feet deep SPT boring at the proposed Meadowbrook Pump Station site. • Provide an engineering report including a description of findings, general site preparation and foundation design recommendations for support, graphic logs of the test borings and a test boring location plan. 6. Structural Engineering for Meadowbrook pump station by Lakdas/Yohalem Engineering, Inc. • Engineering design phase to include structural analysis,detailed drawings, material and construction specifications. • Engineering during construction to include replying to contractor RFI's, building dept. review continents, and review of structural shop drawings. • Structural site inspections to include 10 field visits for a NTE of 25 hours. 11. Professional Environmental Services A. Coordinate with engineering on the design of a swale to meet surface water and environmental requirements, create swale plan and cross sections. B. Develop a planting chart for the swale appropriate for the functions and elevation of the swale, and a replanting plan for the immediate surrounding area impacted by construction. C. Coordinate with Broward County Parks to gain approval of the swale design and plant selection. D. Coordinate with the permitting agencies and with Broward County Parks to determine appropriate mitigation for the impacts associated with the development and installation of the swale. E. Design and develop a mitigation plan and mitigation planting chart. F. Finalize plans to serve for ERP permitting and for construction purposes. III. Professional Surveying Services A. Provide topographic information East of S.E. 5th Avenue the limits being: 1. From S.E. 7th Street North to the FPL substation. Approximate length is 1,900 feet. 2. Topographical information will be taken from the East right-of-way line of S.E. 5th Avenue and extending East 100 feet. 3. Topographical information will be obtained every 100 feet for the length of the project. B. Provide Topographical information(at 50' intervals) from: 1. The Pump House at Meadowbrook South to the South right-of-way line of S.E. 3rd Street, then East along S.E. 3rd Street to the West right-of-way line of S.E. Sth Avenue. Locations of improvements will also be located along S.E. 3rd Street. IV. Professional Construction Services A. The following scope is based on i bid project on total hours specified on attached breakdown. With an estimated construction time of 120 days for the Meadowbrook pump station and force main. Any additional time beyond will need an approved agreement. 1. Assist in bidding process, including pre-bid, bid opening, recommendation of award and contract execution for one bid. 2. Meeting with Contractor and appropriate regulatory agencies when requested and necessary for consultation or conferences in regard to construction of the project. 3. Issue interpretations and clarifications of the Contract Documents, and evaluate requested deviations from the approved design or specifications. In connection therewith, review, prepare and process any work change directives or change orders requested by the Contractor, or City. 4. Review and process shop drawings, samples and other data which the Contractor is required to submit. 5. Make daily inspections(up to 2 hours per day, for a total of 240 Hours) for compliance with plans and specifications. Make interim inspections for substantial completion; review, approve and process pay requests and perform a final inspection to determine, in general, if the work has been completed in conformance with the intent of the Contract Documents. 6. Review as-builts provided by the Contractor. 7. Review and process closeout packages. B. Special situations that may arise with wetlands ecoswale construction, unanticipated field conditions with underground utilities, and special requirements by the agencies may require more than the allocated 3 hours per day;therefore a not to exceed amount is needed as a construction activity contingency. Use of these funds will require approval from the City.
