DANIA BEACH CITY COMMISSION
THURSDAY, JULY 14, 2011 — 6:00 P.M.
1. Call to Order/Roll Call
Mayor Flury called the meeting to order at 6:00 p.m.

2. Presentations
City Manager Baldwin read his budget statement which is included in the Proposed Fiscal Year
2011-2012 Budget book. He noted the budget is built around the Rolled Back Rate of 6.1816
mills. City Manager Baldwin added that the Commission will have the opportunity to make
modifications to the proposed budget documents prior to the first Public Hearing where the
tentative millage will be set.
Mark Bates, Director of Finance, provided an overview of the proposed budget as presented in
the Proposed Fiscal Year 2011-2012 Budget book. He noted the first Public Hearing is
scheduled for Wednesday, September 14, 2011 at 7:00 p.m. Director Bates confirmed that there
is no change to the Fire Rescue and Stormwater Assessment fees. The Solid Waste Assessment
fee reflects an increase that would allow for a 10%Franchise Fee.
Commissioner Duke confirmed with Director Bates that the City is responsible for the debt in
connection with the purchase of the two fire trucks.
Commissioner Castro recommended that Department Heads receive an annual review with a
salary adjustment.
Commissioner Duke agreed that we should reward employees for good work. However, we need
to be mindful of giving something and taking something away.
Director Bates noted that the Proposed Budget reflects adoption of the "Rolled Back"rate which
keeps annual property tax revenues at the same level for the coming year; no use or appropriation
of Undesignated General Fund Balance for unplanned or unbudgeted items; and a Contingency
Fund of $600,000.00 for emergencies. Lastly, he noted that the recommended Budget for the
2011/2012 Fiscal Year reflects a reasoned and careful balance between service delivery and
financial responsibility in this cautious economic climate.
Director Bates clarified the Rolled Back Rate is higher than the current operating millage rate of
5.9998,which is an increase in the ad valorem tax rate,but no increase in tax revenue.
Mayor Flury confirmed that a salary study was budgeted for the current year. She remarked this
should be done so the Department Heads salaries could be adjusted so that they are not below the
mid-range.
Mayor Flury commented a minimum of four months reserve should be included. She further
noted that our health plan has too few employees to have a self-funded plan.
3. Resolutions
3.1 RESOLUTION#2011-067
A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA, AS REQUIRED BY THE CITY CHARTER
AND SECTION 200.065, FLORIDA STATUTES, APPROVING THE PROPOSED MILLAGE RATE
NECESSARY TO BE LEVIED FOR THE FISCAL YEAR 2011-12 FOR OPERATING PURPOSES;
ESTABLISHING THE DEBT MILLAGE APPROVED BY THE ELECTORATE; PROVIDING FOR A PUBLIC
HEARING WHEN OBJECTIONS MAY BE HEARD AND QUESTIONS CONCERNING SAME WILL BE
ANSWERED;PROVIDING FOR CONFLICTS;FURTHER,PROVIDING FOR AN EFFECTIVE DATE.
City Attorney Ansbro read the title of Resolution#2011-067.
Mayor Flury suggested setting the millage rate at 5.9998.
Commissioner Castro motioned to approve Resolution #2011-067, setting the FY 2011-2012
millage rate at 5.9998 mills; seconded by Vice-Mayor Grace. The motion carried on the
following 5-0 Roll Call vote:

3.2 RESOLUTION#2011-073

TO THE PROVISION OF FIRE RESCUE SERVICES, FACILITIES AND PROGRAMS IN THE CITY OF
DANIA BEACH, FLORIDA; ESTABLISHING THE "NOT TO EXCEED" ASSESSMENT RATE FOR FIRE
RESCUE ASSESSMENTS FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2011; DIRECTING THE
PREPARATION OF RESPECTIVE ASSESSMENT ROLLS; AUTHORIZING A PUBLIC HEARING AND
DIRECTING THE PROVISION OF NOTICE OF SUCH HEARING; PROVIDING FOR CONFLICTS;
PROVIDING FOR SEVERABILITY;FURTHER,PROVIDING FOR AN EFFECTIVE DATE.
City Attorney Ansbro read the title of Resolution#2011-073.

Commissioner Castro motioned to approve Resolution #2011-073, setting the Residential
Fire-Rescue Assessment Fee at $128.42; seconded by Vice-Mayor Grace. The motion
carried on the following 5-0 Roll Call vote:

3.3 RESOLUTION#2011-074

DANIA BEACH, FLORIDA; ESTABLISHING THE "NOT TO EXCEED" ASSESSMENT RATE FOR
STORMWATER ASSESSMENTS FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2011; DIRECTING
THE PREPARATION OF RESPECTIVE ASSESSMENT ROLLS; AUTHORIZING A PUBLIC HEARING AND
DIRECTING THE PROVISION OF NOTICE OF SUCH HEARING; PROVIDING FOR SEVERABILITY;
PROVIDING FOR CONFLICTS;FURTHER,PROVIDING FOR AN EFFECTIVE DATE.

Vice-Mayor Grace motioned to approve Resolution #2011-074, setting the Stormwater
Assessment Fee at $40.00; seconded by Commissioner Castro. The motion carried on the

ESTABLISHING THE NOT TO EXCEED ASSESSMENT RATE FOR SOLID WASTE SERVICE
ASSESSMENTS AGAINST ASSESSED PROPERTY LOCATED WITHIN BOUNDARIES OF THE CITY OF
DANIA BEACH, FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2011; DIRECTING THE
PREPARATION OF AN ASSESSMENT ROLL; AUTHORIZING A PUBLIC HEARING AND DIRECTING
THE PROVISION OF NOTICE OF SUCH HEARING; PROVIDING FOR CONFLICTS; FURTHER,
PROVIDING AN EFFECTIVE DATE.
City Attorney Ansbro read the title of Resolution#2011-075.
Commissioner Duke motioned to approve Resolution #2011-075, setting the Solid Waste
Service Assessment Fee at$269.40; seconded by Vice-Mayor Grace. The motion carried on
