a MINUTES DANIA BEACH CITY COMMISSION CIVIL-MARINE ENGINEERING CONSULTANT SERVICES INTERVIEWS TUESDAY, OCTOBER 26, 2010 — 6:00 P.M. 1. Call to Order Mayor McElyea called the meeting to order at 6:00 p.m. 2. Civil-Marine Engineering Consultant Services Interviews 2.1 Calvin Giordano &Associates, Inc. Chris Giordano, Project Manager, presented an overview of their proposal which is attached to and incorporated into these minutes. He introduced other members of their team also present at the meeting. Robert Cutcher, Cutcher& Associates, Inc., Coastal Engineers provided a brief summary of their company. John Sprague, Finance Coordinator, Cutcher & Associates, Inc., explained his background and noted he would pursue grant opportunities for the improvement of the Marina. Mr. Giordano noted the funding options that would be available to the City. Richard Graves, Richard Graves & Associates, Inc., Marine Industry Business Development, explained the role of his company in this project. Mr. Giordano indicated that their main goal is to turn a current liability into a future asset. He noted they have reviewed the budget information on the Marina which shows a great loss to the City every year. They plan to utilize state and federal funding to minimize the impact on the City in order to produce future revenue. Vice-Mayor Castro asked for the approximate cost of a full renovation of our Marina. She also questioned the odds in obtaining grant funds. Mr. Sprague explained that the Florida Inland Navigation District (FIND) allocates funds every year. He further advised that opportunities would also be available through the Boating g Infrastructure Grant BIG-P . Mr. Sprague remarked that there is no guarantee forgrants; however they see a great chance for our Marina to qualify for funding. Mr. Giordano responded for Vice-Mayor Castro that based on the information available, he thought the cost of the renovation would be less than$3M. I Commissioner Duke asked what percentage of the total cost of the project would be derived from grants. Mr. Giordano advised that it is typically fifty percent of the total cost. He further noted that in some cases they have been successful in completing the project with very little contribution on the part of the municipality. Vice-Mayor Castro questioned if they had considered any residential preferences. Mr. Graves noted that it is important to make the Marina profitable. He commented that most of the municipal marinas lose money because of the special rates they give to residents. Mr. Graves stated that if the City can make a profit on the Marina, those funds would eventually benefit our parks and the community in general. 2.2 Coastal Systems International, Inc. Tim Blankenship, Director of Engineering, Coastal Systems International, Inc. presented an overview of their proposal. He remarked they have vast experience with the grant re- imbursement process. Captain Bruce Blomgren, Brandy Marine, noted that his firm has been providing management and development services to marina and waterfront property owners for over thirty years. He remarked the importance of making the Marina economically feasible. Captain Blomgren described their proposed project. Michael Madfis, The Madfis Group, Architect and LEED Certified Professional, noted they have marina planning and design experience and have worked on several projects in Broward County. He said they want to create as much open space as possible and also include some water features. Mr. Madfis added that they can prepare the site plan renderings and other support documents required for public meetings. Commissioner Grace asked for an estimate of the cost of the project. She would also like to know if Coastal Systems would be able to secure any state and federal grants. Mr. Blankenship noted that they feel confident that the FIND grant will be sufficient to cover Phase I of the project. He further indicated that they do not see any problems in securing FIND funding for Phase II of the project, which they estimate to be approximately $4M. Mr. Blankenship stated that the completion of the project would take about three and a half years, which would allow time for funding to be approved. He said that Broward County would also be contributing 25% for the initial phase of the project. Commissioner Anton asked if they have been successful in obtaining any other grants. Minutes—Dania Beach City Commission 2 Civil-Marine Engineering Consultant Services Interviews Tuesday,October 26,2010—6:00 p.m. Mr. Blankenship pointed out that this type of marine project is hard to qualify for federal grants. He added they could research with Homeland Security to see if they would contribute to other portions of the project. 2.3 Craven Thompson&Associates, Inc. Tom McDonald, President, Craven Thompson &Associates, Inc., presented an overview of their proposal which is attached to and incorporated into these minutes. He noted they are based in Fort Lauderdale and have almost 50 years of local experience. They would be using in-house professionals for engineering, surveying, planning, landscape architecture, etc. Mr. McDonald advised that other members of their team are: The Chappell Group, Inc., Westrec Marinas, ACAI Associates, Inc., DeRose Design Consultants, Inc., EAC Consulting, Inc. and Tierra South Florida, Inc. He said that Craven Thompson designated Robert D. Cole to be the Principal in Charge and Chad E. Edwards would be the Project Manager. Tyler Chappell, Environmental Project Manager, The Chappell Group, explained that the team approach for this project is broken up into four distinct phases. He provided a brief summary of each of the following: • Phase I- Field Reconnaissance, Survey and Review As-Built Data • Phase II—Prepare Preliminary Plans • Phase III—Prepare Construction Plans • Phase IV—Bidding and Award Mr. Tyler noted the different agencies that would be reviewing the project. He further described their project design and approach to include the City's proposed conditions and several other options. Commissioner Grace asked for a cost estimate of the complete project. She further questioned the approximate amount that the City has lost each year. John Louis, Westrec Marinas, noted that it would be premature to give an estimate of the total cost without looking into the details of the project. He remarked it is difficult to state how much the City has lost; however, he thought that substantial revenue could be derived from this facility. Mr. Tyler clarified for Commissioner Grace that the City has already been awarded FIND funding for 50% match of the project. Furthermore, there is a 25% match already awarded by the BBIP Broward County Program. Vice-Mayor Castro confirmed that Craven Thompson has a FIND Commissioner in their team and Westrec Marinas will be operating the Marina. Vice-Mayor Castro would like Craven Thompson to revisit the parking lot/bridge overpass portion of their proposed design. The Commission thanked all three firms for their presentations. 3. Ranking of Firms Mayor McElyea read aloud the Commissioners' votes. The final ranking was: Craven Thompson&Associates, Inc.- 1 Coastal Systems International, Inc.- 2 Calvin Giordano and Associates, Inc. - 2 4.
