WEDNESDAY, OCTOBER 5, 2011 - 6:00 P.M.
1. Call to Order/Roll Call
Chairman Flury called the meeting to order at 6:00 p.m.

2. CRA Updates
CRA Director Earle introduced Shirley Santiago and advised that she is with Broward County
and also our CRA Construction Project Manager. He noted that Ms. Santiago's participation is
instrumental for current and future CRA construction projects.
Shirley Santiago provided an update on the CRA projects. She noted that the Federal Highway
(US 1) landscape project is underway. However, we have some unforeseen conditions with water
and electric lines that are not located as indicated on the plans. Ms. Santiago advised that staff
has come up with some alternatives and she does not think the completion date of January 4,
2012 will change.
Director Earle clarified that they found lines that were unknown to anyone. He further advised
that they are getting pricing from IBI Group for Phase 2 of the project, and added that all these
new discoveries need to be incorporated into the cost of the project. Director Earle indicated that
he is hoping to bid the project by the middle of this month.
Ms. Santiago noted that the Sun Garden Isles project is currently out to bid; hopefully we will
receive several proposals for this project on October 14.
Ms. Santiago noted that we did not receive any bids for the College Gardens and Dania Beach
Heights projects. She advised that she searched the Broward County Purchasing Division
Website and contacted six pre-approved contractors, resulting in one bid received. Ms. Santiago
said they also asked Straightline Engineering (Oasis project), to submit a bid, and they are
currently comparing the two proposals. She indicated they expect to have a final decision by the
end of this week.
Board Member Castro arrived at 6:12 p.m.
Chairman Flury questioned why we need Shirley Santiago and who pays her salary.
Director Earle explained Shirley Santiago has been working part-time with the CRA since the
construction of the Parking Garage. He noted her expertise with construction projects is greatly
needed with some of these projects.
3. Presentations
Director Earle presented a PowerPoint update on the history of the CRA, which is attached to
and incorporated into these minutes. He noted that we need to update our Redevelopment Plan
this year, as required by Florida Statutes.
Vice-Chairman Grace thanked Director Earle and Community Development ment Director Daniels for
their work on the Redevelopment Plan. She asked if we could install Bus Shelters. Vice-
Chairman
p Grace further commented that the new bus benches are very low and not very
comfortable for senior citizens.
Director Earle noted that the current bus benches are temporary. He advised that Broward
County is in the permitting process for the permanent bus benches and shelters.
Chairman Flury questioned if we were pursuing any grants.
Director Earle noted they will be more aggressive this year.
Director Earle advised that Craig Urbine, Stirling Road Design District, requested permission to
use the City Logo to promote the "Tribute to Veterans Military Makeover Event".
Board Member Castro motioned to approve the use of the City and CRA Logos for the
Tribute to Veterans Military Makeover Event; seconded by Vice-Chairman Grace. The
motion carried unanimously.

4.3 Merchant Assistance Program for Jaxson's Ice Cream
Board Member Castro motioned to approve the Consent Agenda, with the exception of
Item #4.4; seconded by Board Member Duke. The motion carried on the following 5-0 Roll
Call vote:

4.4 CRA Fagade Incentive Program
Ana Zeinieh, Economic Development Director, explained the new process based on the Board's
request to expand the Facade Incentive Program to the entire CRA District. She noted that they
have added a scoring sheet to include extra points which would help in evaluating proposals if
there are multiple applicants.
The Board agreed to have staff look at the Merchant Assistance Program to consider opening the
Program to all businesses within the CRA.
Board Member Castro remarked that we should not be leaving any budgeted funds on the table
and we should reinvest in our appearance. She commented that the homeowners at Rio Vista
Plaza and surrounding areas have done a serious fagade job to their businesses, and we should
find out what their City made them do because the improvements are noticeable.
Board Member Duke agreed with Board Member Castro.
Board Member Castro motioned to approve the CRA FaVade Incentive Program; seconded
by Vice-Chairman Grace. The motion carried on the following 5-0 Roll Call vote:

6. Discussion and Possible Action
There were no discussion items on this agenda.
Board Member Castro noted we need a Construction Project Manager; she thought Shirley
Santiago could also help with City projects.
City Attorney Ansbro advised that Attorney Debbie Orshefsky, Greenberg Traurig, who
represents Dania Entertainment Center, told him that Brenda Chalifour is working with the Jai
Alai opponents, and bringing a lawsuit against the City.

Chairman Flury adjourned the meeting at 6:45 p.m.
