HomeMy WebLinkAboutR-2012-024 Authorized City Manager to Purchase Services from Chen Moore & Associates, Inc. relating to Solar Lighting Improvements not to Exceed $87,240.00 RESOLUTION NO. 2012-024 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO PURCHASE SERVICES FROM CHEN MOORE AND ASSOCIATES, INC. RELATING TO SOLAR LIGHTING ENGINEERING DESIGN SERVICES FOR SOLAR LIGHTING IMPROVEMENTS, SUCH SERVICES NOT TO EXCEED AN AMOUNT OF EIGHTY SEVEN THOUSAND TWO HUNDRED FORTY DOLLARS ($87,240.00); PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Commission has directed the Public Services Director to seek proposals for solar lighting improvements and identify areas for such improvements; and WHEREAS, the Public Services Director has determined that the remaining Capital Project Fund balances available for Solar Lighting Projects equal $519,219.00, which are made up of the following: • 53ra Street Lighting $137,586.00 • Solar Street Lighting $381.633.00 Total $519,219.00; and WHEREAS, the Public Services Director has determined that there is a need for engineering services to design and oversee the Solar Lighting Project; and WHEREAS, the Pubic Services Director recommends that the purchase of the Solar Lighting Engineering Design Services be provided by Chen Moore and Associates, Inc.; NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That that certain agreement with Chen Moore and Associates, Inc. in an amount not to exceed Eighty Seven Thousand Two Hundred Forty Dollars ($87,240.00) for engineering services, to be paid for from the Solar Street Lighting Account, Account No. 301- 39-52-541-63-10 for the Solar Lighting Improvement Project, which proposal in substantial form as Exhibit "A", is attached, made a part of and is incorporated into this Resolution by this reference is approved. The funding for the Solar Lighting Improvement Projects are approved and the appropriate City Officials are authorized to execute the Agreement with Chen Moore and Associates, Inc. Section 2. That the City Manager and City Attorney are authorized to make minor revisions to the Agreement for such services which are deemed necessary and in the best interest of the City of Dania Beach. Section 3. That all resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 4. The general scope of services includes the following: • Street Lighting Layout and Design; • Sidewalk Layout and Design; • Traffic Calming Study and Design; • Bidding Services; • Construction Observation;and • Public Awareness. The City requested a proposal from Chen Moore and Associates to complete several solar lighting projects. Chen Moore and Associates (Engineer) is pleased to submit to the City of Dania Beach (Owner) this proposal to perform Engineering Services for preparing installation plans and specifications for solar powered lighting; and providing bidding and construction administration services for the projects described below. BASIS OF SCOPE 1. This scope does not cover geotechnical investigation. 2. This scope does not include permitting or permitting fees. 3. Neighborhood meetings are not part of this scope. SCOPE OF SERVICES Task 1. Lighting Plans and Specifications ENGINEER shall prepare lighting plans and specifications for solar powered street lights. The construction documents will include location, type, and height of proposed lighting. The services involve site visits by ENGINEER to assure location with minimal obstruction and conflicts. The scope does not include preparing a photometric plan. The ENGINEER will Page t or 4 November 2011 refer to the CITY's previously installed solar lighting poles for product specifications and installation requirements. The identified projects include: • Task 1A: Oasis Solar(SW 3rd Avenue)Lighting Project(-22 lights) • Task 1B: NW Section Solar Lighting Project(-8 lights) • Task 1C: City Parks: o CW Thomas Park(1 light) o Meli Park(1 light) &Dog Park at Meli Park(6 lights) o Frost Park (2 lights) o Griffin Marine Park(5 lights) • Task 1D: Citywide Locations: o SW 34th Terrace between Griffin Road and Cud-de-sac(1 light) o Alleyway south of East Dania Beach Blvd.between SE 2nd Avenue and SE 3rd Avenue(1 light) o SW 7th Street between SW 4th Avenue and SW 2nd Avenue(1 light) o SW 26th Terrace between Griffin Road and SW 45th Street(1 light) o Alley behind Lighthouse Community Church (SW 7th Street)(1 light) o SW 52nd Court between SW 26th Avenue and SW 27th Avenue(1 light) o Stirling Lake(N.Park Road,SW 55th Street and SW 28th Terrace) (8 lights) o SW 30th Way between SW 45th Street and Cul-de-sac(1 light) o SW 34th Lane between SW 44th Street and Cul-de-sac(1 light) o SW Area: SW 12`b Street and SW 15`"Street(1 light) o NW 8`b Street,west of NW 6tb Avenue dead end(1 light) o SW 451b Street between Ravenswood and SW 25u'Avenue(3 tights) • Task IE: EECBG Grant Implementation(33 lights) Note: The scope for the Griffin Marine Park include: attend public neighborhood meeting to assess the resident's comments. Attend commission meeting to present the proposed improvements. Attend BBIP Board meeting, if required. Task 2. Bidding Services ENGINEER shall provide bidding services as follows: preparation of post-approval bid documents, assistance in contractor bidding and selection, pre-construction conference attendance. Task 3. Construction Administration ENGINEER shall provide construction services as follows: general observation of the work, review of contractor pay requests, and statement of work completion. It is estimated that construction will last approximately 14 weeks. Page 2 of 4 November 2011 Task 4. Broward County Reimbursement Allowance ENGINEER shall coordinate with Broward County and assist the City with the preparation of the documents or exhibits needed to secure reimbursement of CDBG Funds. Task 5. Prepare Design and Specifications for Decorative Solar Powered Lights ENGINEER shall develop design and construction specifications for a decorative style Solar Powered Light to be use in lieu of the typical concrete pole Solar Powered System. Task 6. Boundary Survey Allowance At the written request of the City, CMA will acquire the services of a professional land surveyor to prepare a boundary survey meeting Minimum Technical Standards for Surveying and Mapping within the State of Florida. Boundary Survey: • Recover property corner monuments. • Monuments that are missing will be replaced with new monuments. • New property corner monuments will consist of a 5/8"iron rod with an identifying surveyor's cap. • Locate above ground improvements. Locations will extend to the north up to the docks and ramps on the South New River Canal, to the west up to ROW of S.W. 30th Avenue, to the south up to the ROW of S.W. 45th Street and to the east up to 10' east of the property line. • The boundaries of the property to be surveyed will be based on the plats of record and the legal description recorded in Official Records Book 28188, Page 25 of the Public Records of Broward County. • The boundary survey will reflect the geometry of the property lines,corner monuments, right-of-way lines and centerlines. • Easements will be based on plats of record unless a title search is supplied by the client, in which case the easements will be based on the title search. • Trees, hedges or shrubbery will not be located. • Prepare a survey drawing of the parcel utilizing AutoCAD. • C&A will provide you with five(5) hard copies of the survey. Task 7. Reimbursables ENGINEER shall provide services, as necessary, to assist the CITY in the preparing plans, coordination or other requested tasks to facilitate successful completion of the Project. Costs incurred in providing these services shall be reimbursed. DELIVERABLES Deliverables are described in the Scope of Services. Page 3 of 4 November 2011 FEE AND SCHEDULE From the Notice to Proceed and receipt of all documents requested from the CITY, Chen Moore and Associates will complete Task 1 within 30 Calendar Days.
