HomeMy WebLinkAboutR-2012-044 - Awarded a Bid to Insituform Technologies, Inc. for $774,398.50 for Phase III of the Infiltration & Inflow Program RESOLUTION NO. 2012-044 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, PROVIDING A RANKING OF BID RESPONSES AND AWARDING A BID TO INSITUFORM TECHNOLOGIES, INC, IN THE AMOUNT OF $774,398.50 FOR PHASE III OF THE INFILTRATION AND INFLOW PROGRAM; PROVIDING ASSURANCES; PROVIDING FOR FUNDING; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Florida Department of Environmental Protection ("FDEP") approved State Revolving Funds for the City of Dania Beach Phase III Infiltration and Inflow program in August, 2011; and WHEREAS, the City Commission submitted a loan application to FDEP for said funds in the Fall of 2011; and WHEREAS, the approved loan agreement for $840,000.00, plus capitalized interest, was fully executed between the City and FDEP on March 1, 2012; and WHEREAS, advertisements for bids were placed in local papers on November 23, 2011; and WHEREAS, the City of Dania Beach opened bids for the Phase III Infiltration and Inflow project on Friday, January 13, 2012 at 10:30 am; and WHEREAS,there were three bidders as follows: Insituform Technologies,Inc. $774,398.50 Lanzo Construction $832,832.00 Century Building $961,820.00; and WHEREAS, the City bid review committee comprised of Public Services, a consulting engineer and the Purchasing Coordinator recommends the above ranking of bid responses and that the City award the bid to the low bidder, Insituform Technologies, Inc; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA,AS FOLLOWS: Section 1. That the foregoing findings are incorporated by reference and made a part of this Resolution. Section 2. That the City of Dania Beach, Florida awards the bid to Insituform, Technologies, Inc., in the amount of$774,398.50, and authorizes and directs the City Manager to execute a contract for the work with that company. Section 3. That all funding for this capital improvement project will be paid from the available, approved $840,000.00 SRF loan from the Florida Department of Environmental Projection, which is appropriated in the Sewer Fund—I&I Capital Project account number 402- 3 5-20-535-31-10. Section 4. That all resolutions or part of Resolutions in conflict with any of the provisions of this Resolution are repealed. Section 5.
