A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA
BEACH, FLORIDA, AUTHORIZING AND APPROVING AN EXPANSION TO
THE CITY ADMINISTRATION'S EXAMINATION OF COMMERCIAL
WATER CUSTOMER ACCOUNTS USING AN EXISTING AGREEMENT
WITH WILLDAN FINANCIAL SERVICES, INC. FOR A TOTAL AMOUNT
NOT TO EXCEED $42,600.00; AUTHORIZING THE CITY MANAGER TO
AMEND THE EXISTING $24,500.00 PURCHASE ORDER TO ADD
$18,100.00 TO THE FUNDING OF THE WATER STUDY EXAMINATION;
PROVIDING FOR FUNDING; PROVIDING FOR CONFLICTS; FURTHER,
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City Administration obtained quotes for an examination of the City's
commercial water accounts and selected Willdan Financial Services, Inc. as the most responsive
and responsible proposer; and
WHEREAS, the Administration issued a Purchase Order in the amount of$24,500.00 to
Willdan Financial Services, Inc. for its examination study covering a large sample portion of the
City's commercial water accounts; and
WHEREAS, the sample study preliminary report from Willdan disclosed additional
instances of questionable account services or billing for the Administration to investigate, discuss
and resolve with certain commercial water customers in the sample study; and
WHEREAS, the Administration requested and obtained from Willdan a proposal to
expand its examination to include between 25% and 100% of the remaining commercial water
service accounts at an added cost ranging from $18,100.00 to $66,255.00; and
WHEREAS, after examining the range of costs, the Administration recommends City
Commission approval to expand the study by 25% at an additional cost of$18,100.00, bringing
the total cost of Willdan's commercial water service study to $42,600.00;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF DANIA BEACH, FLORIDA:
Section 1. That the foregoing recitals are incorporated by this reference and made a
part of this Resolution.
Section 2. That the City Commission authorizes and approves expansion of the
commercial water account examination by Willdan Financial Services, Inc. to a total amount not
to exceed $42,600.00.
Section 3. That the Administration is authorized and directed to add an amount of
$18,100.00 to Willdan's original $24,500.00 City purchase order with appropriations made
equally between the Water Fund and Sewer Fund—Professional Services Account No. 3 1-10 for
a total cost of the 25% expanded examination of$42,600.00.
Section 4. That a transfer of available budget appropriations totaling $18,100.00 is
III authorized and directed to provide funding for this expanded study from the Sewer Fund —
Contingency Account No. 402-3502-535-9910 to be allocated evenly between the Water and
Sewer Fund Professional Services Accounts as follows:
Water Fund—Professional Services $ 9,050.00
Sewer Fund- Professional Services 9,050.00
Total Transfer $18,100.00.
Section 5. That all resolutions or parts of resolutions in conflict with this Resolution
are repealed to the extent of such conflict.
Section 6. That this Resolution shall be in force and take effect immediately upon its
passage and adoption.
