MARINE ADVISORY BOARD
MINUTES OF MEETING
WEDNESDAY, NOVEMBER 16, 2011 — 6:00 P.M.
1.Call to Order
Clive Taylor called the meeting to order at 5:55 p.m.

3. Approval of Minutes
Peggy Mckenna motioned to approve the September 21, 2011 Meeting of Minutes seconded
by . All approved. Motioned passed unanimously.
Please note: October 19,2011 will be approved in January 18,2012 meeting.
4. Discussion:
Carol Stockrocki motioned to cancel December Meeting seconded by Patrick Phipps. All
favored. Motion passed unanimously.
Clive advised that the consultants for the marina made a second proposal to the Marine
Advisory Committee of Broward County. He noted that The City of Pompano was in
attendance to present a big project that they are planning to do on 14th Street/Phase I. Clive
advised that the City of Dania Beach City Officials was in attendance as well to give a wrap
of our final engineering plans. He noted that The City will be starting the permit process.
Clive advised that the consultants presented the same presentation of the powerpoint and said
that Mayor Flury, Commissioner Duke and the City Manager Baldwin was very impressed.

Clive stated that he believed that 90% of the meeting seemed positive. He also said that an
attendee in the meeting questioned the how the marina was going to be filled. Clive advised
her that he has been involved with this project from the beginning since The City decided to
take it over. He also stated that he went to The City of Hollywood Marina and that they have
been in business since 1925 and advised that The City of Hollywood have two full time
employess and that works part time running their marina that they call a "profit center"
because it actually pays for itself and it's always full to capacity.
Clive advised that he applied for a slip 3 to 4 years ago and 3 % years later The City of
Hollywood called to say that they have a slip available because it is always full to capacity.
Craig questioned who manage the marina and does Clive realize the cost of managing the
marina.
Clive advised that Westrec manage the marina and that The City is responsible for repairs.
Craig stated that the marina is going to be contracted out to Management Company.
Clive said that he is not sure about that.
Assistant City Manager, Colin Donnelly advised that The City has a lease with Westrec right
now for 2 years with renewable options. Colin also advised the once the marina is completed
the management contract will go out for bidding. He also said that basically the management
fees on properties of that type are based on a percent of revenue bought in and that they don't
give flat fees necessarily.
Clive advised that is feasible since everything will be new and the City can hire a
Dockmaster. He stated that Ft. Lauderdale has one as well as Hollywood.
Craig stated that The City has decided to subcontract out all the lifeguards at all of the pools
and they did this so that the Parks and Recreation Department does not have to provide and
life guards and have to trains kids for their summer camps. He also stated that this will cost
The City $800,000.00 a year for this contract with this company. Craig advised that the
pools open at 10 a.m. and closes at 4 p.m. and that they are open only four days a week. He
stated that this is a very big expense for The City and says this is why he is very hesitant
when he sees The City bringing in outside contractors and managing contractors.
Clive advised that the marina will not be like Harbour Towne and it is not going to be lease
out to Harbour Towne.
Clive advised all board members can express their opinions and thoughts to the City
Commission.
Peggy expressed that the board discuss the same repeated topic and what they are presently
discussing has nothing to do with the marina managing company. She said that what they are

discussing is the construction of the marina and she feels like that they are just beating a dead
horse.
Clive advised that he does not feel like it's a dead horse. He said it's a horse that they do no
have yet and that they will get the marina built. He also stated that everyone in the Marine
advisory Committee meeting everyone congratulated the staff and elected Officials and noted
that they are eagerly awaiting the next development phase and that the marine Advisory
Committee will like to be in the loop.
Clive said that the Marine Advisory Committee questioned why the City doesn't have a
service area or a service parking area for trucks to fix boats. He said that the Chairman of the
Marine Advisory Committee stated that it is better when coming when cities come up with
any new changes or ideas to let everyone know what is going on for consideration.
Board member questioned if BSO Marine Patrol still in operation.
Clive advised as far as he knows Sergeant Capua is still out there and that Sergeant Capua
was at the Marine Advisory Committee Meetingapplying for a Derelict Grant
with Broward
County. Clive also agreed that he has not seen BSO Patrol out there as well.
Ronald suggested that they request to have the BSO Marine Deputy at the January meeting.
