Call to Order/Roll Call Mayor Flury called the meeting to order at 7:00 p.m. Present: Mayor: Patricia A. Flury Vice-Mayor: C. K. "Mac" McElyea Commissioners: Anne Castro Walter Duke Bobbie H. Grace Assistant City Manager: Colin Donnelly City Attorney: Thomas Ansbro City Clerk: Louise Stilson 2. Invocation and Pledge of Allegiance Commissioner Castro gave the invocation followed by the Pledge of Allegiance to the United States Flag. Mayor Flury addressed the issue of her residency. She confirmed she sold her house on SE Oh Street, however, she owns a townhouse in Aqua Isles, and that is her new residence. Mayor Flury noted she has been staying in Ft. Lauderdale on a temporary basis while she waits for a family member to move out of the Aqua Isles residence. She stated she is not moving out of the City of Dania Beach and it is a privilege to serve in this City. 3. Presentations and Special Event Approvals 3.1 Presentation to Ocean Rescue Lifeguards, Cyrus Writer and Michael Vasta — Acting Director of Parks and Recreation, Mark Felicetty Mark Felicetty, Acting Director of Parks and Recreation,presented Certificates of Recognition to Ocean Rescue Lifeguards Cyrus Writer and Michael Vasta for their outstanding performance rescuing two victims whose recreational vessel capsized 800 yards offshore and '/2 mile north of the Dania Beach Pier on Saturday, July 14, 2012. 4. Proclamations There were no proclamations at this meeting. 5. Citizen Comments Ann Page, 38 SW 5th Street, President of Friends of the Library, provided statistics on usage of the Library. She requested that, because of the high usage, a line item be included on the water bills for the next 12 months inviting residents to pay an additional $1.00 on their water bill that would go to the Friends of the Library. Commissioner Duke noted he would contribute the first $100.00. Vice-Mayor McElyea observed that the people in the west side of the City do not have City water and therefore would not receive the water bill. Mayor Flury suggested the City Attorney and City Manager should look into this request and report back at the next meeting. Commissioner Castro noted this could lead to other organizations making the same request, so it should be researched thoroughly. Al r Jones, 722 SW 3d Street, provided information on the events for the 104th Anniversary of St. Ruth Mission 'Baptist tist Church. � Teddy Bohanan, SW 15th Street, spoke in support of Mayor Flury. Ralph Viviano, 131 SE 3`d Avenue, spoke in support of Mayor Flury. Bob Adams, 330 SE 3`d Terrace, spoke in support of Mayor Flury and provided copies of Facebook postings to the City Clerk to include in the minutes. Jeffrey Hatcher, 125 NW 7th Avenue, spoke in opposition to the community garden, noting he and his neighbors do not want a farm in a residential community. He felt there are other issues needing to be dealt with and provided a list of residents who are opposed to the community garden. Milton L. Jones, 1999 Sunrise Key Boulevard, spoke in opposition to the community garden adjacent to Sun Garden Isles, noting the residents will be impacted and will no longer enjoy their quiet enjoyment. He addressed concerns regarding protection of adjacent property owners, parking, environmental issues, and zoning. Mayor Flury asked Jeremy Earle, Director of the Community Redevelopment Agency, to review the process undertaken to get to this point. Jeremy Earle, CRA Executive Director, explained the process began four years ago at the request of the community. Funds for the project have been budgeted for the past three years, however Minutes of Regular Meeting 2 Dania Beach City Commission Tuesday,August 14,2012—7:00 p.m. implementation only began this year. Director Earle noted he provided information to Mr. Jones last week. Commissioner Castro said she is surprised with the community response and explained how the community garden would work. 6. Public Safety Reports There were no reports this evening. 7. Commission Comments 11.1 Commissioner Castro Commissioner Castro thanked staff for cleaning the wall on the Griffin Corridor and noted the City Manager is working with Hollywood to determine responsibility and a schedule for maintenance of the medians, which will be reduced to writing and brought to the Commission. Commissioner Castro thanked staff for their traffic safety efforts in the airport construction area. Commissioner Castro spoke about a meeting held between the Chair and Executive Director of the MPO and Jim Wolfe of FDOT regarding the widening of Sheridan Street from US-1 to I-95. She noted FDOT will not do the project, so she has requested a letter from MPO for follow up by City staff to amend the Broward County traffic plan, and pursue removal of certain deed restrictions in order to possibly get right-of-way back to make properties along Sheridan more developable and usable, thus enhancing the environment in that area. 11.2 Commissioner Duke Commissioner Duke complimented Assistant City Manager Donnelly for obtaining grants for the marina. 11.3 Commissioner Grace Minutes of Regular Meeting 13 Dania Beach City Commission Tuesday,August 14,2012—7:00 p.m. Commissioner Grace provided an update on the Relay for Life car wash held at the beach. Commissioner Grace noted the three Community projects look great. Commissioner Grace thanked CRA Executive Director Earle and staff for their work on the community garden. 11.4 Vice-Mayor McElyea Vice-Mayor McElyea noted the roofs on the structures at the beach look terrible and should be replaced. Additionally, the lack of lighting at night is a safety hazard and available lights should be used.
