DANIA BEACH CITY COMMISSION
WEDNESDAY, SEPTEMBER 12, 2012 — 6:00 P.M.
1. Call to Order/Roll Call
Mayor Flury called the meeting to order at 6:00 p.m.

2. Presentations
City Manager Baldwin noted the budget is built around the current millage.
Mark Bates, Director of Finance, explained the actions needed to be taken at this meeting. He
advised that the Commission previously approved the tentative Ad Valorem millage rate of
5.9998 mills and the voter approved debt service millage rate is 0.2680 mills, resulting in an
aggregate millage rate of 6.2678 mills. He noted there is no increase in the tax rate,
undesignated fund balance is not being used, and police and fire services costs have gone up due
to pension costs.
Commissioner Castro questioned if we had investigated receiving payment from the Hard Rock
for police and fire services, and City Manager Baldwin said staff will look into it.
A brief discussion ensued regarding Commission contingency and reserves, and the Pier.
Mayor Flury addressed the lack of revenues to the City from EMS services. She would like the
billing agency to provide a report with the number of calls to the Hard Rock last year and this
year in order to determine if we are getting the bulk of those calls. Additionally, she would like
to see the percentage of collections for Medicare and Medicaid, self-pay, etc., so we can get a
better handle on this issue since revenues are continually falling short.
Mr. Bates responded that staff has been in contact with the billing agency for the past 2-3 months
and noted the person doing Dania Beach's billing left the company. Now, working with the new
person at the company, he has given direction to our staff to secure the data by the end of the
month; otherwise staff will speak to the supervisor and request to see the data.
3. Public Hearings
Mayor Flury opened the Public Hearings.
Teddy Bohanan, 312 SW 15th Street, described repeat calls for EMS service in her neighborhood
and questioned who pays for them.
Seeing as there was no one else to speak in favor or opposition, Mayor Flury closed the Public
Hearings.
3.1 RESOLUTION#2012-122
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AS
REQUIRED BY THE CITY CHARTER AND SECTION 200.065, FLORIDA STATUTES, APPROVING THE
PROPOSED MILLAGE RATE NECESSARY TO BE LEVIED FOR THE FISCAL YEAR 2012-2013 FOR
OPERATING PURPOSES; ESTABLISHING THE DEBT MILLAGE APPROVED BY THE ELECTORATE;
PROVIDING FOR A PUBLIC HEARING WHEN AND WHERE OBJECTIONS MAY BE HEARD AND
QUESTIONS CONCERNING SAME WILL BE ANSWERED; PROVIDING FOR CONFLICTS; FURTHER,
PROVIDING FOR AN EFFECTIVE DATE.
City Attorney Ansbro read the title of Resolution 42012-122.
Commissioner Grace motioned to adopt Resolution #2012-122 setting the aggregate millage
rate at 6.2678; seconded by Commissioner Castro. The motion carried on the following 5-0
Roll Call vote:

3.2 RESOLUTION#2012-123
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AS
REQUIRED BY THE CITY CHARTER AND SECTION 200.065, FLORIDA STATUTES, APPROVING A
TENTATIVE ANNUAL BUDGET FOR THE CITY FOR THE FISCAL YEAR 2012-2013; PROVIDING FOR A
PUBLIC HEARING WHEN OBJECTIONS WILL BE HEARD AND QUESTIONS CONCERNING THE
BUDGET WILL BE ANSWERED; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN
EFFECTIVE DATE.
City Attorney Ansbro read the title of Resolution 42012-123.
Director Bates advised that two motions are required; one accepting the modifications to the
tentative budget and the other approving the tentative budget.

Commissioner Castro motioned to adopt Resolution #2012-123 adopting the tentative
annual budget for FY 2012-2013, with Commission approved amendments; seconded by
Commissioner Grace. The motion carried on the following 5-0 Roll Call vote:

3.3 RESOLUTION#2012-124

TO THE PROVISION OF FIRE RESCUE SERVICES, FACILITIES AND PROGRAMS IN THE CITY OF
DANIA BEACH, FLORIDA; RE-IMPOSING FIRE RESCUE ASSESSMENTS AGAINST ASSESSED
PROPERTY LOCATED WITHIN THE CITY OF DANIA BEACH FOR THE FISCAL YEAR BEGINNING
OCTOBER 1, 2012; APPROVING THE RATE OF ASSESSMENT; APPROVING THE ASSESSMENT ROLL;
PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE.

LOCATED WITHIN THE BOUNDARIES OF THE CITY OF DANIA BEACH FOR THE FISCAL YEAR
BEGINNING OCTOBER 1, 2012; APPROVING THE RATE OF ASSESSMENT; APPROVING THE
ASSESSMENT ROLL; PROVIDING FOR CONFLICTS;FURTHER, PROVIDING FOR AN EFFECTIVE DATE.

Assessments; seconded by Commissioner Castro. The motion carried on the following 4-1
