FINAL BUDGET PUBLIC HEARING
DANIA BEACH CITY COMMISSION
TUESDAY, SEPTEMBER 25, 2012 —6:00 P.M.
1. Call to Order/Roll Call
Mayor Flury called the meeting to order at 6:00 p.m.
Present:
Mayor: Patricia A. Flury
Vice-Mayor: C. K. "Mac"McElyea
Commissioners: Anne Castro
Walter Duke Arrived at 6:02

City Manager: Robert Baldwin
City Attorney: Thomas Ansbro
City Clerk: Louise Stilson
2. Presentation
Mark Bates, Director of Finance, advised that the Commission previously approved the tentative
Ad Valorem millage rate of 5.9998 mills and the voter approved debt service millage rate is
0.2680 mills, resulting in an aggregate millage rate of 6.2678 mills.
Commissioner Duke arrived at 6:02 p.m.
Director Bates noted there is no increase in the tax rate, undesignated fund balance is not being
used, police and fire services costs have gone up due to pension costs, and there is a$500,000.00
Commission contingency fund.
Discussion ensued regarding the contribution and appropriation to the Chamber of Commerce.
Commissioner Grace motioned to increase the $20,000.00 contribution to the Chamber of
Commerce to $25,000.00; seconded by Commissioner Castro.
Director Bates advised the additional $5,000.00 would come from Commission contingency and
the increase should be voted on after approval of the millage rate.
Commissioner Castro confirmed with the City Manager that all employees, including
Department Heads,would receive the 2.5% salary increase approved by the Commission.
3. Public Hearings
Mayor Flury opened the Public Hearing. Seeing as there was no one to speak in favor or
opposition, she closed the Public Hearing.
3.1 RESOLUTION#2012-134
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AS
REQUIRED BY THE CITY CHARTER AND SECTION 200.065, FLORIDA STATUTES, APPROVING THE
PROPOSED MILLAGE RATE NECESSARY TO BE LEVIED FOR THE FISCAL YEAR 2012-2013 FOR
OPERATING PURPOSES; ESTABLISHING THE DEBT MILLAGE APPROVED BY THE ELECTORATE;
PROVIDING FOR A PUBLIC HEARING WHEN AND WHERE OBJECTIONS MAY BE HEARD AND
QUESTIONS CONCERNING SAME WILL BE ANSWERED; PROVIDING FOR CONFLICTS; FURTHER,
PROVIDING FOR AN EFFECTIVE DATE.
City Attorney Ansbro read the title of Resolution#2012-134.
Director Bates announced that the rollback rate is 6.0081 and the adopted 5.9998 operating
millage rate represents a .14%decrease over the rollback rate.
Commissioner Castro motioned to adopt Resolution #2012-134, setting the aggregate FY
2012-2013 millage rate at 6.2678 mills; seconded by Commissioner Grace. The motion
carried on the following 5-0 Roll Call vote:

BUDGET WILL BE ANSWERED; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN
EFFECTIVE DATE.
City Attorney Ansbro read the title of Resolution#2012-135.
Mayor Flury opened the Public Hearing. Seeing as there was no one to speak in favor or
opposition, she closed the Public Hearing.
Commissioner Castro motioned to adopt Resolution #2012-135, adopting the final annual
budget for FY 2012-2013, and increasing the contribution to the Chamber of Commerce to
$25,000.00; seconded by Commissioner Grace. The motion carried on the following 5-0
Roll Call vote:
