Call to Order/Roll Call Chairman Flury called the meeting to order at 6:00 p.m. Present: Chairman: Patricia A. Flury Board Members: Anne Castro Walter Duke Bobbie H. Grace CRA Executive Director: Jeremy Earle City Attorney: Thomas Ansbro CRA Secretary: Louise Stilson Absent: Vice-Chairman: C. K. "Mac" McElyea Board Member Castro motioned to approve the absence of Vice-Mayor McElyea; seconded by Board Member Grace. The motion carried unanimously. 2. Citizens Comments The owner and manager of Kings Head Pub thanked the Board for the opportunity to participate in the Merchant Assistance program. 3. CRA Updates Director Earle provided updates under Item#4. 4. Presentations Director Earle presented a Powerpoint overview of the yearly CRA update, which is attached to and incorporated into these minutes. Commissioner Castro emphasized the importance of the CRA being at the table for the next round of Broward County redevelopment grants and going in with specific projects to demonstrate that we are serious. Additionally, we should seek modification of the County's TIF program in the next few years in furtherance of stabilizing this funding source. Ana Zeinieh, Economic Development Manager, provided a status report on the upcoming Arts and Seafood Festival. 5. Grace, to attend the 2012 Florida Redevelopment Association Annual Conference in Daytona Beach, Florida, on October 24-26, 2012 (estimated cost $1,421.50) 5.4 Approve CRA Continuing Services Contracts in an amount not to exceed $30,000.00 each, for Metro Strategies, Inc., Weiss Serota Helfman Pastoriza Cole & Boniske, and Moskowitz Mandell Salim and Simonowitz 5.5 Approve use of CRA Reserves for additional services to Keith and Schnars in an amount not to exceed $29,420.00; and to the firm of Curtis and Rodgers in an amount not to exceed$5,000.00 5.6 Approve Merchant Assistance Grant for The Kings Head Pub in an amount not to exceed $15,000.00 Addendum 5.7 Approve 2.5%wage increase for CRA employees effective October 1, 2012 Minutes of Regular Meeting 2 Dania Beach Community Redevelopment Agency Wednesday,October 3,2012—6:00 p.m. Board Member Castro motioned to approve the Consent Agenda,with the addition of Item #5.7, and with the exception of Item #5.3; seconded by Board Member Grace. The motion carried on the following 4-0 Roll Call vote: Board Member Castro Yes Vice-Chairman McElyea Absent Board oa d Member Duke Yes Chairman Flury Yes Board Member Grace Yes 5.3 Approve Federal Lobbyist and Grant Writing Agreement with Alcalde and Faye in the amount of$37,992.00 Chairman Flury felt the CRA does not need federal oversight and the agreement should instead focus specifically on grant writing. Board Member Grace agreed. Director Earle responded that the firm will concentrate on grant writing and the agreement can be changed to so indicate. Board Member Castro noted she is the person who has been going to Washington and because the City does not have a lobbyist there, the CRA contracted for one. She has worked with this firm on funding for numerous matters throughout the City. Board Member Castro motioned to approve the Federal Lobbyist and Grant Writing Agreement with Alcalde and Faye in the amount of $37,992.00; seconded by Board Member Grace. Chairman Flury clarified that this firm should be used, but felt friction is being created between the CRA and the City of Dania Beach by putting the CRA as the contact for issues outside of its purview.
