HomeMy WebLinkAbout2012-11-07 CRA Board Regular Meeting Minutes MINUTES OF MEETING CITY OF DANIA BEACH COMMUNITY REDEVELOPMENT AGENCY WEDNESDAY, NOVEMBER 7, 2012 —6:00 P.M. 1. Call to Order/Roll Call Chairman Flury called the meeting to order at 6:00 p.m. Present: Chairman: Patricia A. Flury Board Members: Anne Castro Walter Duke Bobbie H. Grace CRA Executive Director: Jeremy Earle City Attorney: Thomas Ansbro CRA Secretary: Louise Stilson Absent: Vice-Chairman: C. K. "Mac"McElyea Board Member Castro motioned to excuse the absence of Vice-Chairman McElyea; seconded by Board Member Grace. The motion carried unanimously. Chairman Flury suggested that Citizens Comments be moved to a different location on the agenda for future agendas. 2. Citizens Comments Ralph Johnson, FAU Professor of Architecture retired, advised that 30-40 students will be coming from Mexico and throughout the Caribbean region for the month of June 2013. He noted they will need an invitation from the City, and a place to work during the day. He indicated that a letter addressing this matter had been submitted to the Board Members. Director Earle noted he has not discussed this with the City Manager. Responding to Board Member Castro, Professor Johnson noted he would be asking the Board for their recommendations of citywide projects for the students to work on. Board Member Castro felt the City Manager should be involved regarding space and resource accommodations, and that this seems to be a great program. Chairman Flury noted that while this sounds like a good program, she is concerned with finding work space for 40 students. Director Earle should review this with the City Manager to see if it is feasible. Board Member Castro suggested contacting FAU or Nova for possible work space and added she would assist if necessary. 3. CRA Updates Director Earle provided an update on community projects, a copy of which is attached to and incorporated into these minutes. Board Member Duke suggested an architectural project for the Mexican students could be a gateway or entranceway for the City. Board Member Duke commented about several items in the update given by Director Earle and asked about the status of discussions with the City Center developer. Director Earle responded he has been speaking with them and work on the plans is moving along. Certain issues, such as where City Hall will be located, need to be fleshed out before the plans are brought back to the Board. Board Member Duke requested an update be sent to the Board members within the next couple weeks. Board Member Grace suggested a thank you letter be sent to the community garden volunteers and questioned the monetary allocation for the arts festival. Ana Zeinieh, Economic Development Manager, explained the actual dollar and in-kind contributions from sponsorships received to date, and the amount budgeted for the event. 3.1 Report on Florida Redevelopment Association Conference — Board Member Anne Castro Small Towns/Big Towns Redevelopment Strategies At Work Board Member Castro commended Director Earle on becoming the President-elect of the Florida Redevelopment Association and reviewed the information provided in the agenda packet. She suggested we get bankers and investors together, and meet the challenge of being able to tell them the kind of development we would like to see. Additionally, she liked the Arts Garage special project in Delray Beach, and noted this concept entails many of the objectives and goals in the Community Arts Plan to be presented at this meeting. Board Member Castro spoke about grant opportunities and the conversation she overheard about a micro-loan program, for which there may be a lot of opportunity in Dania Beach. Presentations 4.1 Dania Beach Community Arts Plan Elizabeth Wentworth, Wentworth Creative Management, Inc., provided an overview of the draft g Plan, noting the major thing is to get funding. There are 10 goals, as listed below, 17 strategies, and 40 plus action steps: • Continue Cultural Heritage Preservation • Create Highly Visible &Participatory Art Programs • Neighborhood Art • Support and Develop Signature Events • Support Artists and Art Businesses • Art Access • Film Industry Attraction • Put a Public Arts Program in Place • Create Arts Entertainment District Downtown • Arts Facilities/Venues Ms. Wentworth noted we must have a Dania Beach Historical Museum and reviewed the necessary steps to accomplish the goals outlined. Board Member Duke said he had a lot of questions which he would ask Ms. Wentworth at a later time. In response to Mayor Flury's questions, Ms. Wentworth explained the Plan will go before the Creative Arts Council this month and be finalized by the December 5t' CRA Board meeting. Regarding the setting of priorities, they should be determined largely by the Creative Arts Council. Director Earle advised that the CRA will take ownership of the Plan and will work, in conjunction with the City, with the Creative Arts Council Board to implement the recommendations in the Plan. Board Member Castro suggested joint ownership of the Plan with the City, so that the entire City is encompassed in the arts program. 5. Consent Agenda 5.1 Minutes: Approve minutes of October 3, 2012 CRA Board Meeting 5.2 Travel Requests: None Minutes of Regular Meeting 3 Dania Beach Community Redevelopment Agency Wednesday,November 7,2012—6:00 p.m. 5.3 Approve an encumbrance of$50,000.00 for the CRA Construction Manager through an arrangement with Broward County 5.4 RESOLUTION#2012-CRA-003 A RESOLUTION OF THE DANIA BEACH COMMUNITY REDEVELOPMENT AGENCY (THE "CRA"), AUTHORIZING AND DIRECTING THE TRANSFER OF A NOT TO EXCEED AMOUNT OF$8,060.00 FROM THE COMMUNITY REDEVELOPMENT AGENCY ("CRA") BUDGET APPROPRIATIONS TO THE CITY CAPITAL PROJECTS FUND, TO PROVIDE ADDITIONAL FUNDING FOR CONSULTING SERVICES WITH IBI GROUP, RELATING TO THE US-1 LANDSCAPE IMPROVEMENTS, PHASE II PROJECT; PROVIDING FOR CONFLICTS;FURTHER,PROVIDING FOR AN EFFECTIVE DATE. Board Member Castro motioned to approve the Consent Agenda; seconded by Board Member Grace. US-1 Phase II Landscaping- We have issued the notice to proceed to the contractor for the project. The contractor has submitted permit applications to the building department. We have also submitted the plans to both Broward County and FDOT for the traffic signal re-wire. Broward County has already conducted their review and we are just waiting for FDOT to do the same. 2. Dania Beach Heights-The landscaping for the project is almost complete. We had lost some days due to the bad rains that we had a few weeks ago. We are at the stage now where the traffic markings are being finalized and the missing street signs will be here within the week. The project is looking great. We will now be conducting walkthroughs and fixing issues that need to be dealt with including potentially moving some landscaping around. The landscape consultant will provide the punch list items for the contractor to fix. 3. College Gardens-The project is complete but has not been handed over. 4. Sun Garden Isles-The project is almost complete but has not been handed over to the City. The contractor has also replaced some of the plants that had been stolen. Final project inspections are currently being conducted 5. Community Garden-Over the past month volunteers from Dania Beach and throughout Broward County worked very hard to pack 2,400 planting bags for the Community Garden. We successfully completed that goal last Saturday. Planting also began last Saturday and included Collard Greens,Swiss Chard,Tomatoes, Broccoli and more. We will be planting over the next few weeks in preparation for our first harvest in January or February of next year. At the time at which we are ready for our first harvest we will also have the grand opening for the Community Garden which will include a health fair as well. Over the past few weeks we have had to do a few emergency repairs and work to the community garden due to the storms that we have. We will continue to do some emergency work including surveying and the installation of drainage structures in order to prevent flooding of the site. I am pleased to say however that if we had not graded the site in the way that we did,the residents on the west of the site would have been flooded out due to the rains that occurred a few weeks ago. We graded the garden deeper which allowed for more water to be contained on site which had the added benefit of preventing additional flooding during the records rains that we had. We are cognizant of the fact that we are still within hurricane season which is why we are racing to do some additional work on the site in order to prevent any loss of the community garden and help to mitigate any ill effects that may occur from generalized flooding in the area due to the type of record breaking storm events that we have had recently. 6. West Dania Beach Blvd Roadway- The City engineer is working on some preliminary plans for West Dania Beach Blvd which will have a primary benefit of helping to mitigate (not completely)solve the effects of flooding in that particular area. We are working very hard to bring those plans to fruition. 7. Arts and Seafood Celebration preparations are moving along nicely- We have received additional sponsorships from a major corporation. A sponsorship committee is being prepared that hopefully will help as well. As of this 1 moment we are getting some really good feedback about the potential of the event. Please feel free to help us with Sponsorships;each of you has a network of contacts that extends far and wide. In addition to the future sponsorship committee we have already established a marketing committee and an entertainment committee that is comprised of residents and members of the Creative Arts Council. They are doing a fantastic job. 8. 1 am currently working on writing an RFQ for Architectural Continuing Services. 9. The Kings Head Pub which you all approved last month has almost completed their interior renovations. 10. Bus Benches and Shelters-According to Broward County Transportation W0179S—The construction of the bench pads are completed at 12 bus stops and we are awaiting the delivery of the benches and the trash receptacles, as I have informed you previously,we had a Buy America issue with the trash receptacle which we have since resolved by working with you to select an alternate trash receptacle. I am still waiting on the manufacturer Landscape forms to provide us with an anticipated delivery date.They are waiting on the required Buy America documentation from their steel supplier prior to finalizing the order. Based on the above, I anticipate that this work order will be completed 12/31/2012. WO 175S-A-The permit application was submitted to the city on 6/29/2012.The permits were approved on 9/28/2012.We are hoping to start construction on 10/22/2012 at the 11 bus stops in this work order.As to the bus shelters we are anticipating delivery on 11/15/2012 and they will be installed as soon as the pads are constructed and cured.
