HomeMy WebLinkAboutR-2013-008 Authorized Additional Services from Calvin, Geordano & Associates, Inc. for Expansion of Southeast Stormwater Improvement Phase I Project not to exceed $96,420.00 RESOLUTION NO. 2013-008 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO PURCHASE ADDITIONAL ENGINEERING SERVICES FROM CALVIN, GIORDANO AND ASSOCIATES, INC. RELATING TO EXPANSION OF THE SOUTHEAST STORMWATER IMPROVEMENT PHASE I PROJECT FOR REDESIGN AND CONSTRUCTION OVERSIGHT IN AN AMOUNT NOT TO EXCEED NINETY-SIX THOUSAND FOUR HUNDRED AND TWENTY DOLLARS ($96,420.00); PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Commission has directed the Public Services Director to seek alternative solutions for the Southeast stormwater issues and to immediately identify a solution for improvements to certain areas; and WHEREAS,the Director determined that there is an immediate need to proceed with the expansion of the Southeast Stormwater Phase I Project, which involves the replacement of the Meadowbrook Main Stormwater Drainage Pump Station and Discharge Piping for this area of the City; and WHEREAS, the City had received notice of approval from the Florida State Revolving Fund (SRF) for the Southeast area stormwater improvement loan for which the Public Services Director had previously obtained approval to incur costs and to seek construction bids for this Project; however, the costs of Project engineering design are not eligible for SRF funding and therefore must be appropriated from the City's Stormwater Fund, accumulated Net Asset balance; and WHEREAS, the City has previously engaged and issued a P.O. to Calvin Giordano and Associates, Inc. for the initial Southeast Storm Water Drainage Improvement Project engineering design and services for a total amount of$126,151.00; and WHEREAS, the Pubic Services Director recommends the purchase of additional services for the Southeast Stormwater Drainage Improvement Project for engineering redesign and services in an amount of $96,420.00, necessary to address requests made by the Meadowbrook Condominium Associations, which are required to obtain easements for construction and maintenance of the new pump station and also for the project engineering oversight of Phase I during construction, by Calvin Giordano and Associates, Inc.; NOW,THEREFORE,BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH,FLORIDA: Section 1. That that certain agreement with Calvin Giordano and Associates in an amount not to exceed Ninety-Six Thousand Four Hundred Twenty Dollars ($96,420.00) for additional services for the Southeast Stormwater Drainage Improvement Project Phase I for engineering re-design and for the project Phase I engineering oversight during construction for the Southeast Stormwater Phase 1 Project is approved. Calvin, Giordano & Associates, Inc.'s Proposal No. 09-2777.7 is attached as Exhibit "A"; and it is made a part of and is incorporated into this Resolution by this reference. Section 2. That the City Manager and City Attorney are authorized to make minor revisions to the agreement for such services which are deemed necessary and in the best interests of the City of Dania Beach. Section 3. That costs of all Southeast Storm Water consulting engineering work shall be charged to the Storm Water Fund, Southeast Storm Water Phase I Project — Consultant Engineering Account No. 403-3804-538.31-30-63-10, and providing further that these costs shall be funded by transfer of$222,571.00 from the City's available Storm Water Fund, Accumulated Net Assets using revenue/resources Account No. 403-0000-389-90-02. Section 4. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 5. The pump,motor type and power source were requested to be changed to Building Code Services submersible electric pumps thus changing the overall layout of the station and site. Noise Coda Enforcement Construction Engineering& and visual appearance are a significant factor in modifications to the design. This proposal Inspection includes the additional services required to modify the station as noted above and to revise Construction Services the plans and specifications for the new design. Additionally,modifications to the Contract Government contract documents and plans shall include an expanded contract scope to provide for the Data Technologies& new pump selection and configuration as well as the additional items listed below. Architectural aestheticstbuilding size reduction provided by Manuel Synalovski Associates LLC when working on previous design with building and sound attenuation. 4. Structural engineering design revisions to accommodate changes to the sheet pile wall, foundation, intake structure and deck for supporting pumps and motors. 5. Attend design review meetings with City at 30%, 60%,90'/0,and/or HOA based on 90%and 100%submittals. Address comments as required/directed. 6. Additional design items requested by the City: • Regrade Meadowbrook driveway at SE 3rd Street entrance. • Regrade Meadowbrook driveway at SE 3rd Avenue entrance. II _- December 6,2012 Pale 8 of 4 • Plans and analysis for intersection of SE 3rd St and SE 5th Ave to provide ADA compliant crosswalk with brick paver detail. • Include a plan sheet for replacement of degraded CMP pipe connecting to the Meadowbrook Lake with the pump station; locations as directed by the City. • Prepare a planting plan and specifications for SE 3rd Avenue to include in contract for bidding. 7. Re-permitting of the modified station design.
