A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA
BEACH, FLORIDA, AUTHORIZING THE PROPER CITY OFFICIALS TO
EXECUTE WORK ORDER NO. 18 FOR TECHNICAL EXPERT
CONSULTING SERVICES RELATING TO THE 2.0 MGD
NANOFILTRATION WATER TREATMENT PLANT TO BE PROVIDED BY
CDM SMITH INC., A FOREIGN CORPORATION AUTHORIZED TO
CONDUCT BUSINESS IN THE STATE OF FLORIDA, AND WHICH WORK
ORDER WILL PROVIDE NANOFILTRATION OPERATIONS ASSISTANCE
TO THE CITY IN AN AMOUNT NOT TO EXCEED $34,876.00; PROVIDING
FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, as of November, 2011 the City completed the addition of the 2 MGD
Nanofiltration Water Treatment Plant Project to the existing 3 MGD Lime Plant; and
WHEREAS, the City's original Nanofiltration Plant construction engineering oversight
bid awarded to CDM SMITH, INC. provided that the firm may provide further Nanofiltration
operations assistance and continue process Technical Expert Services for the City's
Nanofiltration Water Plant operations; and
WHEREAS, to conduct the required annual maintenance and the cleaning of process
components after one (1) year of operation, the Director of Public Services recommends
engaging CDM SMITH, INC. to assist City Plant Operations with the tasks, with staff from the
company, as follows:

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH,FLORIDA:
Section 1. That the proper City officials are authorized to execute Work Order No. 18
for the Technical Expert Consulting Services to be provided by CDM SMITH INC.; a copy is
attached as Exhibit "A", and it is made a part of and is incorporated into this Resolution by this
reference, for an amount not to exceed $34,876.00.
Section 2. That costs will be charged to the Water Fund - Professional Services
Account and that funding for this operation and technical service consulting will be provided by
a transfer of $35,000.00 from the available Water Fund, Water Plant Division — Contractual
Services Account (No. 401-33-03-533-34-10) into the Professional Services Account (Account
No. 401-3 3-03-5 3 3-31-10).
Section 3. That all resolutions or parts of resolutions in conflict with any provisions
in this Resolution are repealed to the extent of such conflict.
Section 4. That this Resolution shall become effective immediately upon u its e

Nanofiltration Operations Assistance and Continuing
Process Technical Expert Services
November 12,2012
Scope of Work
I. Background
The City of Dania Beach(CITY) has recently commissioned a new 2 MGD nanofiltration
water treatment plant.CITY staff took over the plant operations from the construction
contractor in December 2011.The CITY desires continuing operations and training assistance
with the new plant processes and systems by CDM Smith Inc (CONSULTANT).
II. General Description of Work
Continuing process technical expert services consists of three general components:quarterly
observational site visits to the plant and meeting with operations staff,semi-annual
operations and maintenance data review and report,membrane cleaning protocol
development,and first membrane cleaning oversight.
III. Scope of Work
CONSULTANT shall provide the services of technical experts who are familiar with the
design and operation of the facility to assist the CITY with on-going operations and
maintenance associated with the membrane treatment plant systems.
The CONSULTANT shall develop a membrane cleaning protocol document for the plant and
provide one visit of oversight during the first membrane cleaning procedure performed by
the CITY.
CONSULTANT shall visit the plant on a quarterly basis for one day to observe plant
operations and equipment,meet with plant operating staff to discuss general plant operations
and any specific issues that warrant evaluation and assistance,and to gather operating and
trend data. It is the intent of these site visits for the CONSULTANT to assist the CITY in
monitoring process performance of the new plant equipment and identifying potential

operational issues as early as possible,so that any potential problems can be addressed as
quickly and efficiently as possible.
The CONSULTANT will collate and prepare a written semi-annual letter report which will
provide City management with an overview of the current state of operations and
maintenance at the new plant.The report will contain the following:
• A summary and brief evaluation of water production and chemical usage;
• A skid-by-skid review and summary of the performance of the membranes and the
degree of fouling observed;
• Record of any cleaning activity,assessment of cleaning effectiveness,and
recommended future cleanings;
• Comments on the performance of the pressure filters,cartridge filters and other
systems;
• Summary of potential problems with comments on recommended solutions.
Issues that are identified in the site visits and reports that warrant further attention and effort
will be noted for action by the City.
Project Management and QA/QC
CONSULTANT will provide administrative functions required to manage the project
elements including schedule and budget. Specific activities will include Quality Assurance
(QA)/Technical Reviews and preparation of monthly written progress reports summarizing
activities completed,work remaining,and identifying any problems which are ongoing or
may be anticipated.
III. City's Responsibilities
• Provide the above-referenced data to the CONSULTANT on a monthly basis.
• Make CITY operations staff available for discussions with the CONSULTANT during
plant site visits and coordinate and schedule appropriate City Staff to attend meetings,
workshops,and site visits as required
• Provide timely responses to requests for information
+ Provide a single point of contact to communicate information between Engineer and
City staff.
IV. Schedule
The time periods for the performance of CDM Smith's services are as follows:
Engineer is available to begin work on this project immediately upon receipt of a written
notice-to-proceed and provision of signed PO from the CITY.The final schedule for site visits
and subsequent deliverables will be established by mutual agreement between the CITY and

CONSULTANT.The CONULTANT's services are proposed for a period of 1-year (i.e.,4
quarterly site visits,2 semi-annual reports,one cleaning oversight).
V. Compensation
Engineer shall perform the services defined in this scope of work for the Lump Sum fee
shown below including labor and reimbursable costs. Labor costs are proposed at standard
contract billing rates for the staff working directly on the project. Invoices will be submitted
to the City with an accompanying status report of the work completed each pay period based
on percentage complete.
