RESOLUTION NO. 2013-025 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE PROPER CITY OFFICIALS TO ACCEPT A GRANT FROM THE FLORIDA DEPARTMENT OF EDUCATION KNOWN AS THE 21ST CENTURY COMMUNITY LEARNING CENTERS ("21 ST CCLC") IN THE AMOUNT OF $265,085.00; AUTHORIZING THE PROPER CITY OFFICIALS TO EXECUTE AN AGREEMENT BETWEEN AFTER SCHOOL PROGRAMS, INC. AND THE CITY OF DANIA BEACH, FLORIDA, IN AN AMOUNT NOT TO EXCEED $26,508.00 TO ADMINISTER THE TIME-4-KIDS PROGRAM FOR THE 2012-2013 SCHOOL YEAR, INCLUDING THE 2012/2013 SUMMER PROGRAMS; CONFIRMING THAT SPECIAL CONDITIONS EXIST IN ORDER TO SECURE SUCH SERVICES WITH AFTER SCHOOL PROGRAMS, INC., WITHOUT COMPETITIVE BIDDING AND WITHOUT ADVERTISEMENT FOR BIDS; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Charter of the City of Dania Beach, Part III, Article 3, Section 4, Subsection 0), authorizes the City Manager to purchase supplies, services, equipment and materials for the city government in amounts in excess of the established monetary threshold without competitive bidding and without advertisement for bids if he is authorized to do so in advance by a resolution adopted by the city commission; and WHEREAS, the Dania Beach Code of Ordinances, Chapter 2, Article 1, Section 2-10, "Monetary thresholds for certain purchases and payment disbursement authorizations", Subsection(a), sets the monetary threshold or limitation at$25,000.00; and WHEREAS, the T.I.M.E.4-Kids Program is funded by a grant known as the 21s' Century Community Learning Centers ("CCLC") from the Florida Department of Education in an amount of Two Hundred Sixty Five Thousand Eighty-Five Dollars ($265,085.00) for the 2012-2013 T.I.M.E.4-Kids Program after school tutoring program, including the 2012 and 2013 summer programs; and WHEREAS, After School Programs, Inc., a Florida non-profit corporation, located in Deerfield Beach, Florida, has submitted a proposal to administer the grant for an added cost equal to 10% of the approved expenses of the grant amount expended from August 2012 through July 31, 2013 in an amount not to exceed Twenty-Six Thousand Five Hundred Eight Dollars ($26,508.00); and WHEREAS, After School Programs, Inc. has provided this service continuously to the City for several years and the Administration has found its past performance to be acceptable and therefore, recommends waiving of bidding and continuation of this service using this firm; NOW,THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH,FLORIDA: Section 1. That the City Commission of the City of Dania Beach, Florida, authorizes the proper City officials to execute the 21st CCLC application and accept award of the st « 265 085.00 21 Century Community Learning Centers CCLC rant from the Florida $ �'Y tY g ( ) g Department of Education, requiring no matching City funds. Section 2. That the City Commission further approves a waiver for bidding the contracting of this service and authorizes proper City officials to execute an agreement on behalf of the City with After School Programs, Inc., which Agreement is attached as Exhibit"A"to this Resolution and made a part of it by this reference, for an amount not to exceed Twenty-Six Thousand Five Hundred Eight Dollars ($26,508.00). Section 3. That the Administration is authorized to create and appropriate new grant revenue and expenses in the City Grant Fund— Summer Program 2012/13 and further to provide a transfer of appropriated funds in the amount of $26,508.00 from General Fund, General Services Contingency account #001-18-00-519-99-10 into the General Fund, Recreation Department Administration - Contract Services account #001-72-01-572-31-10 to pay for administration of the grant with After School Programs, Inc. Section 4. That the City Manager and City Attorney are authorized to make minor revisions to such Agreement as are deemed necessary and proper and in the best interest of the City. Section 5. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. 2 RESOLUTION#2013-025 Section 6. ATTEST: LOUISE STILSON, CMC AALTERUKE, III CITY CLERK �A VS F{fir APPROVED AS TO FO i AND CORRECTNESS: liz THO S NS R CITY A ORNE 3 RESOLUTION#2013-025 CONTRACT FOR SERVICES AFTER SCHOOL PROGRAMS, INC., a Florida non-profit corporation ("ASP") with a business address located at 1520 South Powerline Road, Deerfield Beach, Florida 33442, and the CITY OF DANIA BEACH, FLORIDA, a municipal corporation (the "City"), wish to enter into this Contract for Services(the "Contract") dated , 2013. WHEREAS, the City has entered into an Agreement with the Florida Department of Education 21" Century Community Learning Center (the "CCLC"), identified as the approved 2 1" CCLC grant application under the guidance of Part B of Title IV —21st Century Community Learning Centers No Child Left Behind Act(the "NCLB") of 2001 Public Law 107-110. A copy of the Agreement is attached as Exhibit "A", and is made a part of and incorporated into this Contract by this reference. WHEREAS, City has requested ASP to supply staffing, supplies and services to implement the T.I.M.E. 4 Kids 21st CCLC Program at Collins Elementary School as identified in this Contract; NOW THEREFORE, in consideration of the mutual promises and covenants contained in this Contract, and for other good and valuable consideration, the receipt, adequacy and sufficiency of which are acknowledged, the Parties, intending to be legally bound, agree as follows: 1. OBLIGATIONS OF ASP 1.1 ASP shall supply the necessary staff and personnel to comply with the requirements of the approved 21st CCLC grant application awarded to the City in which ASP is specifically designated by the City, during the Broward County School Year for 2012-2013, and for summer camp, which combined time period commenced on August 1, 2012, and ends on July 31, 2013. 1.2 ASP shall provide academic enrichment and remedial education activities in the areas of reading, math, and science, enrichment and recreational activities to a daily average of eighty (80) kindergarten through fifth (K-5th) grade students for one hundred eighty (180) after- school days, which shall include an additional fifteen (15) non-school days. ASP shall provide a summer camp program for one hundred (100) first through fifth (1st-5 ) graders for forty-four (44) summer days at Collins Elementary School. 1.3 ASP shall provide transportation as specified in Exhibit`B", which is made a part of and incorporated into this Contract by this reference. 1.4 ASP shall monitor program progress toward meeting approved goals and objectives outlined in this Contract. 1.5 ASP will assist the City to develop all reports required by CCLC, the Florida Department of Education, and the United States Federal Government. 4 RESOLUTION#2013-025 1.6 ASP will provide a progress report to the City detailing the activities accomplished, that at a minimum shall include those items described as Project Deliverables; a copy is attached as Exhibit "C", and it is made a part of and incorporated into this Contract by this reference. The report and Deliverables are due to the City ten(10) days after the end of each month of service. 1.7 ASP will prepare with each payment request a DOE 399 Form; a copy is attached as Exhibit "D", and it is made a part of and incorporated into this Contract by this reference, along with required Deliverables. 1.8 ASP agrees to assist the City at no cost in the preparation and collection of documentation that may be required to meet financial and program audits that are conducted by state and federal authorities in relation to expended grant funds under this Contract. 2. COMPENSATION AND METHOD OF PAYMENT 2.1 This Contract is for an amount not to exceed Two Hundred Ninety One Thousand Five Hundred Ninety Three Dollars ($291,593.00). ASP will bill the City on the tenth (loth) day of each month for the preceding afterschool days for the cost incurred to administer the T.I.M.E. 4- KIDS Program. Payment for costs is to be based upon the program budget as approved and amended from time to time by the Florida Department of Education. Any additional costs exclusive of the program budget and the administrative fees must be approved in writing in advance by the City. Payment is due within thirty (30) days of the billing date. A late charge of ten (10%) percent of the payment due shall be charged for each payment received by ASP after more than twenty-one (21) days after the billing date in which no federal funds will be used. If payment is not received within thirty (30) days of its due date, the City shall be in default and ASP may terminate this Contract. 3. OBLIGATIONS OF THE CITY 3.1 The City agrees to pay ASP promptly as set forth in this Contract. 3.2 The City will oversee all services provided by ASP to ensure the terms of this Contract are being implemented as approved, and that the terms are in compliance with applicable federal and state laws,policies, and regulations. 4. DEFAULT 4.1 For other than monetary default by the City, in the event either party defaults in the terms or provisions of this Contract, the other party shall give the defaulting party ten (10) days' written notice of the default, and an opportunity to cure the default within the ten (10) day period. In the event the default is not so cured, the other party may terminate this Contract by giving written notice to that effect to the other party. 5 RESOLUTION#2013-025 4.2 In the event of default, the non-defaulting party may sue for damages. The prevailing party shall be entitled to recover its attorney fees and costs. The City will not use federal funds to pay for damages. 4.3 City shall obtain approval from CCLC for the assignment of responsibility to ASP as set forth and required in this Contract. 5. INSURANCE 5.1 The Contractor shall not commence work under this Contract until it has obtained all insurance coverages required under it, and not until they have been approved by the Risk Manager for the City. 5.2 The Contractor shall not allow any subcontractor to commence work on any subcontract until the subcontractor has all of the insurance coverages required under it, and not until they have been approved by Risk Manager for the City. In addition, Contractor shall be responsible for any policy deductibles and self-insured retentions. 5.3 Contractor shall file Certificates of Insurance with the City, g reflectin evidence of the required coverages under this Contract. They shall be filed with the City's Risk Manager within ten (10) days of the date first above written. All Certificates of Insurance shall contain a provision that coverages afforded under these policies will not be canceled until at least thirty (30) days' prior written notice has been given to the City. Policies for coverages shall be issued by companies authorized to do business under the laws of the State of Florida, and any such companies' financial ratings must be no less than "A" in the latest edition of the `BEST'S KEY RATING GUIDE",published by A.M. Best Guide. 5.4 Coverages shall be in force until all work required to be performed under the terms of this Contract is satisfactorily completed as evidenced by the formal acceptance by the City. In the event insurance certificates provided to City indicate that the insurance shall terminate and lapse during the period of this Contract, then in that event, the Contractor shall furnish, at least thirty (30) days prior to the expiration date of such insurance, a renewed Certificate of Insurance as proof that equal and like coverages for the balance of the period of the Contract and any extension of it, is in effect. THE CONTRACTOR SHALL NOT PERFORM OR CONTINUE TO WORK PURSUANT TO THE TERMS AND CONDITIONS OF THIS CONTRACT, UNLESS ALL COVERAGES REMAIN IN FULL FORCE AND EFFECT. INSURANCE REQUIREMENTS 5.5 Contractor shall provide, pay for and maintain in force at all times during the term of this Agreement, such insurance, including Professional Liability, Workers' Compensation Insurance and Comprehensive General Liability insurance as stated below: A. Commercial General Liability insurance to include the following: RESOLUTION#2013-025 1. Broad form property damage with limits of not less than One Hundred Thousand Dollars ($100,000.00),per occurrence; 2. Bodily injury, contractual liability with limits of not less than One Million Dollars ($1,000,000.00),per occurrence; 3. Medical expenses of not less than Five Thousand Dollars ($5,000.00)for any one person,per occurrence; 4. Coverage for products and completed operations with limits of not less than Three Million Dollars ($3,000,000.00) with an annual aggregate of Three Million Dollars ($3,000,000.00). The City shall be a "named" insured under this policy, and Owner shall be provided a certificate of insurance evidencing coverage and named insured status, and the policy shall also reflect the named insured. B. Comprehensive Automobile Liability insurance shall be maintained with not less than One Million Dollars ($1,000,000.00) per person, per accident, and coverage is to include coverage for hired and non-owned vehicles. The City shall be a "named" insured under this policy, and Owner shall be provided a certificate of insurance evidencing coverage and a named insured status on the policy. C. Workers' Compensation insurance to apply for all employees in compliance with the "Workers' Compensation Law" of the State of Florida and all applicable federal laws, for the benefit of the Contractor or its employees and Employer's Liability coverage to include a minimum limit of Five Hundred Thousand Dollars ($500,000.00) per occurrence, including a disease policy with a limit of not less than Five Hundred Thousand Dollars ($500.000.00)per employee. D. Professional liability insurance with minimum limits of liability of One Million Dollars ($1,000,000.00) with Three Million Dollars annual aggregate to assure the City of coverage of the indemnification specified in this Agreement. The City shall be a"named" insured under this policy, and Owner shall be provided a certificate of insurance evidencing coverage and named insured status on the policy. E. The Contractor shall provide the Risk Manager of the City Certificates of Insurance for coverages and policies required by this Agreement. All certificates shall state that the City shall be given thirty (30)days' advance notice prior to expiration or cancellation of any policy. Such policies and coverages shall not be affected by any other policy of insurance which the City may carry in its own name. All certificates (of insurance) must 7 RESOLUTION#2013-025 clearly identify the contract to which they pertain, including a brief description of the subject matter of the contract. 6. This document incorporates and includes all prior negotiations, correspondence, conversations, agreements and understandings applicable to the matters contained in this Contract, and both Parties agree that there are no commitments, 8 RESOLUTION#2013-025 agreements or understandings concerning the subject matter in it that are not contained in this document. Accordingly, it is agreed to by the Parties that no deviation from the terms of this Contract shall be predicated upon any prior representations or agreements, whether oral or written. 6.4 Entire Contract. This Contract and all Exhibits to it set forth the entire understanding between the Parties in connection with the matters specified in it. Neither this Contract, nor any terms or provisions of it, may be altered or amended in any manner, except in writing and signed by both Parties. 6.5 Severability. If any provision of this Contract or the application of it, to any person or situation shall to any extent be held invalid or unenforceable, the remainder of this Contract and the application of such provisions to persons or situations other than those as to which it shall have been held invalid or unenforceable, shall not be affected and shall continue in full force and effect, and shall be enforced to the fullest extent permitted by law. 6.6 Waiver. Unless otherwise specifically agreed in writing to the contrary: (i) the failure of either Party at any time to require performance by the other of any provision of this Contract shall not affect such Party's right thereafter to enforce the same; (ii) no waiver by either Party of any default by the other shall be taken or held to be a waiver by such Party of any other preceding or subsequent default; and (iii) no extension of time granted by either Party for the performance of any obligations or acts by the other shall be deemed to be an extension of time for the performance of any other obligation or act under it. 6.7 Number and Gender. Whenever the context so requires, words used in the singular shall be construed to mean or include the plural and vice-versa, and pronouns of any gender shall be construed to mean or include any other gender or genders. 6.8 Headings and Cross-references. The headings of this Contract are included for convenience of reference only, and shall in no way limit or affect the meaning or interpretation of the specific provisions in it. All cross-references to paragraphs shall mean the paragraphs in this Contract,unless otherwise stated or clearly required by the context. 6.9 Counsel. Each Party has been represented by its own counsel in connection with the negotiations and preparation of this Contract and, consequently, each Party waives the application of any rule or law that would otherwise be applicable in connection with the interpretation of it, including, but not limited to, any rule of law to the effect that any provision of it shall be interpreted or construed against the Party which drafted its provisions. 6.10 Consent to Jurisdiction. The Parties agree that the jurisdiction for any legal action arising out of or pertaining to this Contract, shall be the Circuit Court for the Seventeenth Judicial Circuit in and for Broward County, Florida, or the federal District Court in the Southern District of the United States. Each Parry further agrees that venue of any action to enforce this Contract shall be in Broward County, Florida. 9 RESOLUTION#2013-025 6.11 Successors. This Contract shall be binding upon and inure to the benefit of and be enforceable by the Parties to it, and their respective successors and assigns. 6.12 Counterparts. This Contract may be signed in counterparts with the same effect as if the signature on each counterpart was on the same instrument. Each of the counterparts, when signed, shall be deemed to be one and the same instrument. A legible facsimile copy of this Contract as executed by either Party shall be considered an original of it. 6.13 Effective Date. This Contract will be effective upon its complete execution by all Parties to it. 6.14 Suspension and Debarment. The City has verified through the Excluded Parties List System (www.epls.g_ov) that ASP is not presently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from transactions with a federal department or agency. Fire Inspection Letter City of Dania Beach—Time 4 Kids 215'CC►_C Request For Application i 2012-2013; The City of Dania Beach, in joint partnership with After School Programs, Inc. is proposing to continue the Time 4 Kids 21' CCLC program at Collins Elementary School. The Time 4 Kids program originally received 21't CCLC funding through Turn- Around Dania Beach in 2003. In 2006, the City of Dania Beach became the program's fiscal agent and hired After School Programs Inc(A.S.P) to operate the program due to the company's extensive experience operating educational grant funded programs. Under ASP's supervision, the Time 4 Kids program has received excellent scores with i minimal growth edges on state evaluation visits, met or exceeded the programs average daily attendance goals and has submitted all required documents and data. The Time 4 Kids 21'c CCLC program will target 80 students in grades Pre-K-5 after school, 25 students during holiday breaks, and 100 students during the summer. Collins Elementary, located in the City of Dania Beach in Broward County, is a Title 1 school with over 90% of its students receiving free and/or reduced lunch. 72% of the students attending Collins Elementary are Black/African American, 24.8% are White and 3% are multi-racial The Time 4 Kids program will continue to offer students at Collins Elementary a variety of academic based enrichment activities including reading, math, science, a ety 9 g mentoring, and homework assistance to help increase student achievement. Time 4 Kids also offers students a wide variety of integrated project-based activities such as art, music, physical fitness, character education, drugs & violence prevention, drop-out prevention and service leaming projects to reinforce and complement the regular school day program. The program also offers families served by the 21 st CCLC program opportunities for literacy and related educational development. All educational activities Pace 1 City of Dania Beach— Time 4 Kids 21&&'CCLC Request For Application (2012-2013 are aligned to the Next Generation Sunshine State Standards, culturally relevant, and developmentally appropriate. Project outcomes will continue to include improved student achievement (higher test scores & report card grades) increased parent involvement and literacy and a better school environment (higher attendance rate, decreased school referrals and increased parent and community involvement) The proposed project will continue the Time 4 Kids program currently operated at Collins Elementary. The TIME 4 Kids program will continue to offer engaging, developmentally appropriate learning activities that promote student achievement, reduce negative behaviors and increase parental and community involvement. A visit by the University of Florida Evaluation team in Fall 2010 indicated few growth edges, and there has been no report during the 2011-12 program year. During the past grant year, the program contracted with Dr. Loma Escoffery to evaluate the Time 4 Kids program and conduct both the formative and summative evaluation. ASP Management also frequently monitor and evaluate the Time 4 Kids program through informal weekly"stop and checks" and formal written site evaluations. The greatest challenge will continue to be establishing new business partnerships and program sustainability. Use of Periodic (Formative)Evaluations The Time 4 Kids program will continue to provide similar services to the students and families of Collins Elementary as it did in the 2011-2012 school year. Although the activities will be project-based, there will be little impact on the scope or level of service. Following the formative evaluation, minor changes are being proposed in the curriculum - based on the schools recommendation and the desire of program staff to offer students new learning experiences from year to year. Last year, Readers Theater was PaaL City of Dania Beach— time 4 Kids 21"CCLC Reauest For Appiicatior(2012-20;?) added to the Reading/Language Arts Program, Moving with Math to our math curriculum and the Zula Exploration Mission Modules to our science program. Fridays will feature Special Interest Clubs including: Scrabble Chess, Kids of Character(Service Learning), Music- Violin & Chorus, Recycling Club,-Art (Sewing, Needlepoint, Painting, Jewelry Making) Science Club, Recycling Club, Writers Club, Book Club, Technology Club, STEM. In addition, the program has established the need to arrange Kid Safe I Parent Workshops in the new program year. In addition, the program added (and will continue)targeting specific students within the program for more individualized attention based on progress, including meetings between program staff` and the individual classroom teachers. Finally, the program has established a method for obtaining student grades and test scores more timely manner, thus enhancing continuous improvement strategies. The intent of the 21 st CCLC program is to establish programs that offer academic assistance and enrichment to low-income students and their families. Although not contrary to federal law, the FDOE strongly discourages charging fees to these low- income students and families. As such, the City of Dania Beach and After School Programs, Inc. will not charge any fees associated with participation in the 21 st CCLC program for the 2012-2013 project year. 'MtENT -itEE'Y Both the City of Dania Beach and ASP are committed to ensuring the safety and security of all children enrolled in our programs. Children in all grades will be directly supervised at all times by either a certified teacher or an ASP staff member. ASP strives to maintain a 1:20 ratio, which is lower than that required by law (1:25)and equal to that Paae 3 City of Dania Beach- Time d Kids 215`CCL C Reoues,For Appfication '2012-2013,i within the Florida Afterschool Network Standards(1:20). A smaller ratio allows for closer supervision and more nurturing care of children. All ASP staff are background screened according to the Jessica Lunsford Act, and all receive training and meets all educational and medical requirements mandated by law. The following procedures are implemented to maximize student safety: (1) Student attendance will be taken immediately following dismissal by staff members. (2) ASP attendance will be compared to the school absence record and early dismissal sign-out sheets. (3) Parents will be notified immediately if their child is absent from the program. (4) Children will be required to walk in groups or threes when using the restrooms or bringing a child to the front desk to go home. (4) All staff members will carry two way radios to ensure constant communication and safety and use attendance sheets throughout the program day to record student movement. (5) No child is permitted to go anywhere on the school campus alone or walk home. (6) All parents will be required to show a picture identification and sign out their child at the end of the 21't CCLC program day. As indicated above, the program will take place at the school for easy accessibility and safety. Parents or other authorized individuals will be required to pick up and drop their child at the program. ASP has extensive experience operating field trips. All children attending are required to wear an identification bracelet. Attendance counts are done frequently throughout the day and each time a student boards or departs the bus. Friday Clubs will be rotated every 6 weeks during the school year and every 3 weeks over the summers. The reading and language arts component of the program will be part of the daily, hour bloc k of academic enrichment provided to every student in the Time 4 Kids program. The primary goal of our program is to provide a strong reading program that motivates children to read, increases their enjoyment of reading and improves their reading skills. All literacy activities will be outlined in lesson plans prepared by certified teachers and aligned to the Common Core and Next Generation Sunshine State Standards. Kidz Lit (Obj. 9.9): The After-School Kidz Lit program is a reading enrichment program is designed specifically for use in extended day settings. This research based program utilizes strategies that focus on the Five Essential Components of Reading — Read Aiouds, Shared and Independent Reading, and Small Group Instruction. Kids Lit Students will be divided into small groups of 10 children or less. Small reading groups allow teachers to focus on a child's individual needs and target specific reading skills. Teachers will use a five part process in which children hear engaging books, read aloud or read them independently and make connections to their own lives. This reading enrichment program encourages children to express their feelings through discussion, drama, art, music and writing. Age appropriate, high interest fiction and non-fiction books are used in this program. Researchers from Developmental Studies Center Pace C City of Dania Beach—Time 4 Kids 211; C--Lu Request For application (2012-2013) conducted an evaluation study of Kidz Lit during the 2001/2002 school year and found that participants showed significant increases in their amount of reading overall and in their positive feelings about their reading ability. A study conducted among Spanish speaking elementary students showed a significant increase from pre-to-post-test in the proportion of correct words answered in English. Florida certified elementary school teachers will deliver Kids Lit to ensure that all activities complement the regular school day. The Time 4 Kids Program will maintain a 20:1 student to teacher ratio. Students will participate in this activity twice a week for the program year. Readers Theater(Obj. 1.1. & 1.2): Playbooks Reader's Theater gives students the opportunity for creative expression and helps build reading confidence. Students are divided into small groups of 6 children and assigned a character role to read their part with expression, meaning and enthusiasm. Roles are written at different reading levels and repeated-readings in multi-level groups(high, medium, and low readers together) is a proven method of building reading fluency. This program also contains supplements that build on the story themes and address the content areas of Math, Science, Language Arts, Heath and Social Studies and address themes in Character Development, Myths and Fairy Tales. It also has a special programs dedicated to Pre- K and Kindergarten and ESE and ELL students. According to the National Reading Panel, oral reading fluency is one of the five major constituents of a research based program. The National Reading panel conducted an extensive study of the efficacy of repeated oral reading by examining 16 previously conducted studies that met with their research meta-analysis. The benefit of this program is that students gain a solid understanding of underlying math concepts through hands-on learning activities. All activities and games provide a firm, memorable foundation for more abstract symbolic operations. Students use the manipulatives to develop understanding of every math concept in the curriculum. The Moving with Math Learning System is a well-organized process linking standards-driven assessment to conceptually based, differentiated instruction. Moving with Math is correlated with National Council of Teacher of Mathematics guidelines and aligned to the Next Generation Sunshine State Standards. Interactive, engaging lessons focus on Number Sense, Concepts, Operations, Measurement, Geometry, Spatial Space and Algebraic Thinking. In the District of Columbia, a study completed by George Washington University Center for Equity and Excellence in Education (GWU/CEEE) compared results of Pre-Tests used in Moving with Math® and Stanford 9 Tests in the fall to Moving with Math® Post-Tests and Stanford 9 Tests in the spring. The activities within this project will include reading and research projects (level-based books from Zula about various space topics), creative writing projects, art-based information application (e.g., calculate and build a scale-model solar system with beads and a string, asteroid models, etc.), engineering applications of concepts (e.g., building pinhole camera, Zula discovery kits), and engaging science projects to explore concepts (e.g., warm air and cold air). The activities will include curriculum and materials designed and provided by NASA and Zula. The Zula After School Discovery Program is a hands-on, inquiry based program that engages, motivates and excites the students with "Mission" modules and helps them see science as part of their everyday lives. Each mission module contains covers several related science topics. Students may also participate in a field trip to Kennedy Space Center and/or local museums to see the future of space exploration. Boot Camp's four science products are aligned to the Next Generation Sunshine State standards and are designed to promote testing efficiency on state tests while learning through fun and games. The after school staff can use the games during small group instruction, whole group activity, or as an enrichment dub activity. • Zula After School Discovery Program (Obj. 1.4): Zula's Afterschool Discovery program provides inquiry based, interactive activities that promote critical thinking skills. Zula's Exploration Mission Modules provides hands-on interactive, investigative lessons designed to get children to think. Exploration Missions include: Physical Science - Simple Machines, Force, Mixtures, Solutions and Chemical Reactions, Matter & Light) Earth Science Topics include Water, Weather, Rocks and Soil. Science Explorer - Developmental Studies Center was created by the Exploratorium, a leader in inquiry-based, hands-on education. This learn-by doing approach invites an exploration of important principles and helps students learn by asking questions and experimenting. The Exploratorium is a nationally recognized science center founded by famed scientist Fran Openheimer. Earth Warriors (Obj. 1.1, 1.Z 1.3, 1.4): This is a multi-project theme, including projects on gardening, earth events, nature, and environmental service learning. Students will engage in a variety of activities throughout the year, with each project incorporating elements of reading (e.g., reading books, researching topics), writing (e.g., short stories, short plays, poems, songs), mathematics (e.g., comparing own height to different plants, measuring growth, converting units with lava flow, etc.), and science (e.g., volcanos, hurricanes, tornados, oceans, flowers, plants, etc.). According to the U.S. Department of Health CATCH is recognized as a "breakthrough" elementary school program targeting obesity prevention and child health. CATCH has been extensively evaluated in over 80 scientific peer-reviewed publications. The program includes a nutrition manual, an activity box and all the equipment necessary to run a fun and successful physical fitness program. CATCH P.E. gives kids the opportunity to develop the skills and the appreciation for healthy activity. This program encourages all children to participate, emphasizes fun, lots of activity and builds movement skills, sports skills, and physical fitness skills. There is also information on how to modify activities for special needs students, rainy days and lack of physical space. The CATCH program will be conducted by our regular staff of trained, experienced year round counselors. Ratios will remain small not to exceed 15 to 1 and will be offered for 30 minutes per day 3-5 days per week. Students will be tested 3 times per year at the beginning of the school year, mid school year and at the conclusion of the school year using the President's Physical Fitness Challenge (Shuttle Run — Speed &Agility& Walk/Run Endurance Test for heart/lung endurance) Scoring software will be used that was especially developed for the challenge. Programming will be provided in a ratio not to exceed 1:20, and activities will be provided for 30 minutes per day, 3-5 days per week. Drop-Out Prevention & Character Education (Obj. 2.2): As our data has demonstrated, the students targeted for our program exhibit a number of indicators that are noted as early predictors of a high dropout rate. Several of the 15 Effective Strategies for Drop-Out prevention will continue to be implemented in the program, including mentoring/tutoring, service learning, professional development, systemic renewal and school and community collaboration. As part of a larger strategy to help reduce the risks to our students, we will work to build awareness about the dangers of drugs, to show the benefits of cooperation between home, school and community and to instill a sense of unity and community pride. Tutoring and Mentoring (Obj. 2.3): The ASP program is designed to complement the student's school day academic program, to help improve student achievement and social performance. Tutoring will be provided by certified teachers and/or volunteers in the critical areas of reading, math and science, based on diagnostic weaknesses. The tutors will maintain consistent communication with regular day teachers via e-mail and i student agendas. Tutoring/homework assistance will be provided on a daily basis in a quiet supervised environment. ASP will work collaboratively with community groups and the School District to recruit tutors and mentors. Local high schools will be contacted along with America Reads and America Counts tutors from local universities. We will also use our community contacts to recruit volunteers and mentors from city government and businesses and advertise on our website. Tutoring/Mentoring is one of the Effective Strategies used for Drop Out Prevention. This program is designed to complement the school day and target struggling Level 1 or Level 2 students or those students recommended by the school administration. Tutoring/Mentoring program helps improve student achievement and social performance. This activity will occur up to 1 hour per day, 5 days per week. Service Learning (Obj. 2.4): Service learning allows students to improve academic learning while developing personal skills though structured service projects that meet real needs. All events will be publicized through the schools' parent link as well as direct contact via flyers, emails and phone calls. A newsletter containing program events and activities, introducing staff and showcasing children's work will be distributed quarterly and available in parent's native language. Research indicated that parental involvement in their child's education has positive effects on their child's grades. Based on community demographics, and past parent surveys there is a great need for parent education programs in this community ASP has a great deal of experience in providing programs for parents and adult family members. The 21st CCLC program will offer assistance on making the best choice possible about their child's education. For 21't CCLC, parents will be recruited through school PTA meetings, school newsletters, monthly student-produced 21"CCLC newsletters, flyers announcing special events, and website announcements. The ASP Parent Gazette, distributed quarterly and available in parents' native languages, contains events and activities, staff information and samples of c hildren's work. As standard practice, program teachers will suggest parent-child activities that are coordinated with 21s` CCLC curriculum (e.g., interactive work, skill practice, enrichment games). Monthly activities for adult family members will be provided, which may include literacy workshops, science nights, ESOL classes and parenting workshops. Kids Safe Parent Workshop (Obj. 3.1, 3.2, 3.3): Kids Safe is an interactive workshop that teaches parents practical life skills and how to protect their children from bullying, abuse, abduction, peer pressure and Internet danger. Each-parent will receive 2 free books published by the Kids Safe organization called "My Body is Special and Belongs to Me and Kid Safe—Teaching Children Personal Safety Education.The books contain a Parents Place section that contains a plethora of information for parents, teachers and caregivers for teaching personal safety. Kids Safe partners with Chipolte who will provide food free of charge for this event. A translator will be present. Monthly ESOL & Literacy Classes to Adult Family Members (Obj. 3.1, 3.2, 3.3): We will offer literacy and ESOL classes on a monthly basis to adult family members of actively participating students in the ASP program. We will also support family members who are interested in pursuing their GED. This 21't CCLC application is firmly rooted in a commitment to continuous improvement of operations, services, and outcomes. The cornerstone is a logical process of planning, data collection, analysis, reporting, and refining. As such, evaluation will include three connected elements to help ensure the 21t CCLC model is effective, efficient, and sustainable: continuous improvement, formative evaluation, and summative evaluation. Ongoing evaluation will be conducted using the Continuous Improvement Model(CIM), a quality-based approach used within educational settings and particularly effective for reducing achievement gaps between student subgroups. The model focuses upon individualized assessment using both formal (e.g., surveys) and informal (e.g., meetings) techniques to guide incremental changes within ongoing services, adopt new ways to improve and measure outcomes, discontinue or adapt activities that have no value, and increase emphasis on program objectives and outcomes. The immediate and individualized feedback provided through CIM is particularly important for implementation of this 21 5t CCLC model to help guide and ensure the highest impact for each student. CIM within this project will be informal and will not include written reports. Evaluation will also be conducted through formative and summative evaluations, both of which incorporate elements from the CIM process and provide formal reports about processes and outcomes, and both of which will include formal reports for provision to the FDOE and stakeholders. Each formative report will include a review of operational accomplishments and challenges (e.g., staff, student recruitment/retention, partner board, etc.), actual versus proposed operation, objective progress, and recommendations for addressing any challenges.The Summative Evaluation will have additional information on overall program outcomes and more detailed information about those activities and operations with the greatest impact and success. The purpose of the summative evaluation is aimed at recording and developing a model that can be applied in other settings. Summative evaluations will include all elements of program operation; activities; enrollment and attendance; measures of academic performance; federal teacher impact surveys; feeder schools; staff information; and partnerships. Recommendations for program refinement will be based on both quantitative and qualitative data collected to assess progress on objectives. The External Evaluator will submit and validate all data to the US Dept. of Education 21't CCLC PPICS data collection system. External Program Evaluator The Center for Assessment, Strategic Planning, Evaluation and Research (CASPER) will serve as the external evaluator for this project. CASPER will oversee all aspects of program evaluation, including formative, summative, and data reporting. ASP and the City of Dania Beach have a long-standing relationship with the CEO of CASPER, who will personally conduct or oversee all evaluation tasks associated with this application. The CEO, Dr. Charles Byrd, was a middle school teacher for several years and has been conducting evaluations of educational programs for over 12 years; with the past nine focused on 21 st CCLC programs. Led by a professional evaluator and licensed psychologist, CASPER has overseen the evaluation of over 300 educational programs. As an active member of the American Evaluation Association and American Psychological Association, all evaluations will be conducted under the ethical codes and established procedures of these professional organizations. Feedback and Debrierrngs The process for sharing and distributing information is an integral part of the evaluation plan. Distribution will occur at three levels: (1) administrators, (2) staff members, and (3) stakeholders. As part of continuous improvement, teleconferences will be held with the evaluator, program director, principal, and any other staff wishing to participate. During these meetings, data trends and operations will be reviewed with a focus on program improvement and immediate refinement. For fonnadve and summadve evaluations, the evaluator will provide written reports to the program director, and will help guide ASP in refining and addressing any identified concerns. The reports and any debriefings provided by program administrators are intended to: (1) engage staff in addressing challenges; (2) promote "buy-in" into evaluation as a "living" process; and (3) promote discussion, cross-training, and support. ASP will disseminate understandable and accessible information about 21st CCLC, such as the location of services, proposed activities, and evaluation outcomes. The website will be updated to include a specific section for 21't CCLC, and information will be updated on a monthly basis (including parent information and resources). Information sessions will be held at school family involvement events. The sites will have a "218t CCLC Announcement Board," where families can read about monthly activities, view special events, and see photos and projects created in the 21'` CCLC program. The project will also have a student-produced monthly newsletter to be sent home with students and available to all stakeholders. The newsletter will include information on promising activities, as well as outcomes from formative and summative evaluations. For the larger community, the project will submit articles to the local newspapers and Public Service Announcements via radio and television.
