HomeMy WebLinkAboutR-2013-031 Urged the State to provide Funding for School Security & Hiring of School Resource Officers; Supported U.S. Conference of Mayors for Stronger Gun Control Regulations RESOLUTION NO. 2013-031 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, URGING THE STATE AND FEDERAL LEGISLATURES TO PROVIDE MANDATORY FUNDING FOR SCHOOL SECURITY AND THE HIRING OF ADDITIONAL SCHOOL RESOURCE OFFICERS; SUPPORTING THE U.S. CONFERENCE OF MAYORS' CALL FOR STRONGER GUN CONTROL REGULATIONS AND SUPPORTING PRESIDENT BARACK OBAMA'S EFFORTS TO ENACT FEDERAL GUN LEGISLATION; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS,the Children's Defense Fund has reported that 2,947 children and teens died from guns in the United States in 2008, and 2,793 died in 2009; and WHEREAS, the Children's Defense Fund also reported that six (6) times that number of children and teens, 34,387, suffered nonfatal gun injuries as gun deaths in 2008 and 2009; and WHEREAS, twenty (20) elementary school children lost their lives as a result of the use of an assault weapon on the property of the Sandy Hook Elementary School in Newtown, Connecticut on December 14, 2012; and WHEREAS, the enactment of reasonable changes in gun laws and regulations would go a long way towards protecting children, keeping guns out of the hands of criminals and making our schools safer; and WHEREAS, the United States Conference of Mayors has advocated five (5) changes to the current gun laws and regulations which include the following: 1. an effective ban on military-style assault weapons, such as AK-47s, and their component parts, including high-capacity magazines; 2. common sense gun legislation to close the gun show loophole, keep guns out of the hands of terrorists, and no longer permit gun dealers whose licenses are revoked to conduct fire sales; 3. requiring everyone purchasing a firearm in the United States to go through a background check and requiring states to submit records, including those involving people with serious mental health problems, and those who are drug abusers to a National Instant Check System; 4. enact legislation which would limit the number of guns a person may purchase in a single transaction, or in a month, or other specified time period; and 5. remove any limitation on law enforcement agencies' access to gun trace data; and WHEREAS,the presence of school resource officers in public schools around the nation, would act as a deterrent to guns being brought on the campuses of schools; and WHEREAS, most local governments and school districts lack sufficient funds to place school resource officers in every public school and need the assistance of either state or federal government; and WHEREAS, President Barack Obama is calling for a reform in our gun control legislation to provide a safer environment for all citizens of the United States; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH,FLORIDA: Section 1. The Mayor and City Commission urge the Florida State Legislature and the United States Congress to provide funding to local governments and school districts to allow the placement of school resource officers in every school in the nation and to fund school security and crime prevention through environmental design programs. Section 2. The Mayor and City Commission express their support of the United States Conference of Mayors' Call for Stronger Gun Regulations and encourage President Obama and the Congress to work together to enact reasonable common sense gun regulations which offer protection to all the citizens, especially the children and teens, in our country. Section 3. The Mayor and City Commission request that all concerned residents of the City of Dania Beach call, write or e-mail their state and federal elected officials to ask that funding be provided for School Security, CPTED (Crime Prevention Through Environmental Design), and hiring of additional School Resource Officers in our public schools; furthermore, the Mayor and City Commission urge all its citizens to support President Obama in his efforts to enact federal gun legislation. Section 4. The City Clerk is directed to cause a copy of this Resolution to be forwarded to the Broward County School Board, the Broward League of Cities, the Florida League of Cities, the National League of Cities, the United States Conference of Mayors, 2 RESOLUTION#2013-031 Governor Rick Scott, the Florida State Delegation, U.S. Congresswoman Debbie Wasserman- Schultz and Florida Senators Bill Nelson and Marco Rubio. Section 5. That all resolutions or parts of resolutions in conflict with any provisions in this Resolution are repealed to the extent of such conflict. Section 6.
