Call to Order/Roll Call Mayor Duke called the meeting to order at 7:00 p.m. Present: Mayor: Walter B. Duke, III Vice-Mayor: Albert C. Jones Commissioners: Chickie Brandimarte Patricia A. Flury Bobbie H. Grace City Manager: Robert Baldwin City Attorney: Thomas Ansbro City Clerk: Louise Stilson 2. Invocation and Pledge of Allegiance Minister Keyon Jones, St. Ruth Missionary Baptist Church, gave the invocation followed by the Pledge of Allegiance to the United States Flag. 3. Presentations and Special Event Approvals 3.1 Approve the Parks, Recreation and Community Affairs Advisory Board recommendation for the Southern Handcraft Society to use the I.T. Parker Community Center on September 25-28, 2013, at a reduced cost of$1,200.00 Commissioner Grace motioned to approve the I.T. Parker Community Center fee reduction for the Southern Handcraft Society; seconded by Vice-Mayor Jones. Proclamations 4.1 Water Conservation Month Mayor Duke noted the proclamation would be sent to South Florida Water Management District. 4.2 Child Abuse Prevention Month Mayor Duke noted this was requested by the Governor's Office of Adoption and Child Protection in order to raise awareness to end child abuse in Florida. 5. Citizen Comments Ann Page, 38 SW 5d' Street, President, Friends of the Library, advised of the historic interview next week with former Commissioner C.K. "Mac"McElyea at City Hall. Rose Lizana, 214 SE 2nd Street, provided an update on the Kiwanis Club of Dania Beach golf tournament fundraiser to be held on April 20, 2013. St. Jerome's Catholic School students, Prince, Madison and Daniel, members of Students Working Against Tobacco (SWAT), spoke on behalf of the SWAT program. 6. Public Safety Reports Captain Kevin Granville, BSO Chief of Police, had nothing to report. Teddy Bohanan, 312 SW 15'h Street, said we have a marvelous new Police Chief. 7. (FIRST READING) Minutes of Regular Meeting 3 Dania Beach City Commission Tuesday,March 26,2013—7:00 p.m. Commissioner Grace motioned to adopt the Consent Agenda, with the exception of Items #7.6 and #7.9, which was withdrawn from the Agenda; seconded by Vice-Mayor Jones. The motion carried on the following 5-0 Roll Call vote: Commissioner Brandimarte Yes Vice-Mayor Jones Yes Commissioner Flury Yes Mayor Duke Yes Commissioner Grace Yes 7.6 RESOLUTION#2013-037 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH,FLORIDA, SUPPORTING AND ADOPTING THE BROWARD COUNTY OCTOBER 2, 2012, REVISED MULTI-JURISDICTIONAL ENHANCED LOCAL MITIGATION STRATEGY; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. City Attorney Ansbro read the title of Resolution#2013-037. Vice-Mayor Jones questioned the City's Class 9 rating and asked for clarification on the mitigation program. Marc LaFerrier, Director of Community Development, explained the purpose of the plan and how it affects the residents of the City. He noted that he and Dominic Orlando, Director of Public Services, will now be the two lead contact people. Mr. LaFerrier confirmed that the drainage improvements begun and those planned for the southeast and southwest are on target with flood plain management, and will help improve the community rating. Vice-Mayor Jones motioned to adopt Resolution #2013-037; seconded by Commissioner Flury. Discussion and Possible Action Minutes of Regular Meeting 4 Dania Beach City Commission Tuesday,March 26,2013—7:00 p.m. There were no discussion items on this agenda. 11. Commission Comments 11.1 Commissioner Brandimarte • Thanked City Manager Baldwin, Director of Parks and Recreation Felicetty, Police Chief Granville, and the Miami Police Department for assisting the Seniors group during their outing to Miami 11.2 Commissioner Flury • Received complaints about the Commission meetings on television; problems with the audio and video need to be fixed • Would like for a program to be developed to engage the community to conserve water; perhaps a notice could be placed on the water bill, and we should explore and inquire what other cities are doing • Thanked the police for her not receiving any complaints after the Fields St. Patrick's Day Celebration • Thanked Carolyn Jones for her education efforts for Women's History Month 11.3 Commissioner Grace • Noted Commissioner Flury has mentioned at previous meetings that we need to clean up our City; towards that goal, we need to look into an ordinance to address littering on streets and in parks • Asked about the status of drain cleaning at 1�c Street and 12t' Avenue; Director of Public Services Orlando said the pipe was damaged by FPL and he is waiting for a response from them. Commissioner Grace felt this needs to be expedited and Mr. Orlando responded it could be fixed in a couple of days. • The report on the Community Garden indicates that the numbers are significant • Relay for Life fundraiser will be held on April 3, 2013 at Hard Rock Cafe, and Survivor's/Caregiver's Dinner is scheduled for April 26, 2013 at Frost Park 11.4 Vice-Mayor Jones • Spoke with Chief Granville about utilizing Eye in the Sky in neighborhoods; also bike patrols will be used in the southwest community • Broward County has a Water Conservation program; Hollywood's program also now applies to condominiums • He had asked for, but has not yet seen, "no littering" signs in the City • Attended "Communicating Your Budget" training and feels we should have a message that is positive, not negative; he will share ideas with the City Manager Minutes of Regular Meeting $ Dania Beach City Commission Tuesday,March 26,2013—7:00 p.m. 11.5 Mayor Duke • Thanked Commission and staff for doing a good job in a challenging environment • Downtown cleanup is getting better; cleanup efforts were underway last Sunday and will continue on future Sunday mornings • Received a call from the Sun Sentinel regarding a general article they are doing about Federal Highway; the gist of the interview was how much people are talking about, and happy with, what Dania Beach has done to the highway 12. Appointments Nuisance Abatement Board Mayor Duke—James R. Ridgley, III Commissioner Brandimarte appointed Ann Page to the Creative Arts Council Advisory Board. Commissioner Grace rescinded her appointment of Myrtle Corbin to the Creative Arts Council Advisory Board and appointed David Clark as a replacement. Vice-Mayor Jones motioned to approve the appointments; seconded by Commissioner Brandimarte.
