Call to Order/Roll Call Chairman Duke called the meeting to order at 6:00 p.m. Present: Chairman: Walter B. Duke III Vice-Chairman: Albert C. Jones Board Members: Patricia A. Flury Bobbie H. Grace CRA Executive Director: Jeremy Earle City Attorney: Thomas Ansbro Arrived at 6:07p.m. CRA Secretary: Louise Stilson Absent: Board Member: Chickie Brandimarte Board Member Grace motioned to excuse the absence of Board Member Brandimarte; seconded by Vice-Chairman Jones. The motion carried unanimously. 2. Citizen Comments Rosa Ward and Larry Robinson, Ward's Restaurant & Lounge, 614 Phippen Waiters Road, thanked the Board for the opportunity to better their business. Jeffrey Bennett, 9 NW Wh Avenue, asked for no-littering signs and if the City has plants or trees available for planting. 3. Administrative Reports Director Earle provide an update on the US-1 Phase II landscaping project, noting that 10 palms have been planted and some of the coconut trees may need to be replaced due to damage caused by cold weather. The project is ahead of schedule and the irrigation system should be ready for testing next week. 4. Presentations 4.1 West Dania Beach Roadway Dominic Orlando, Director of Public Services, provided an overview of the project. Director Earle noted this project was requested by the residents of Sun Garden Isles and also involves storm drainage as well as extension of the road. City Attorney Ansbro arrived at 6:07 p.m. Board Member Flury questioned the budget for this project, and if curbs and sidewalks would be installed. Director Earle clarified that $220,000.00 is budgeted, and noted there are existing sidewalks east and west of the cul-de-sac,which will be connected as part of this project. Mr. Orlando continued the presentation and described planned drainage improvements. Vice-Chairman Jones expressed concerns about some residents being adversely affected by the stormwater flow. Mr. Orlando confirmed that the particular residences of concern are higher than the roadway, but he would take another look. Board Member Grace asked if the residents' concerns were addressed regarding proper drainage due to the fact there are a lot of children playing in that area. Director Earle responded that comments and concerns of the residents were taken into consideration. 5. Consent Agenda Items Removed from Consent Agenda: #5.3 5.1 Minutes: Approve minutes of April 3, 2013 CRA Board Meting 5.2 Travel Requests: Approve request of Vice-Chairman Albert Jones to travel to Washington, D.C. to represent the City of Dania Beach before our Congressional Delegation(Estimated cost $755.29) Board Member Grace motioned to approve the Consent Agenda,with the exception of Item #5.3; seconded by Vice-Chairman Jones. The motion carried on the following 4-0 Roll Call vote: Board Member Brandimarte Absent Vice-Chairman Jones Yes Board Member Flury Yes Chairman Duke Yes Minutes of Regular Meeting 2 Dania Beach Community Redevelopment Agency Wednesday,May 1,2013—6:00 p.m. Board Member Grace Yes 5.3 Approve Merchant Assistance Grant for Ward's Restaurant Board Member Grace questioned whether additional upgrades would be done to this property. Director Earle noted Ms. Ward will also apply for the fagade grant once this item is approved. Vice-Chairman Jones expressed support for the grant, and spoke about the history of the property and opportunities afforded by the CRA and Enterprise Zone dollars. Board Member Grace motioned to approve Merchant Assistance Grant for Ward's Restaurant; seconded by Vice-Chairman Jones. Proposals and Bids There were no proposals on this agenda. 7. Discussion and Possible Action 7.1 DBCRA Annual Report 2012 Chairman Duke asked for an update on the parking garage Gate Arm System. Director Earle noted the County wanted an engineer to sign off on the system, which was done and submitted to the County today. The County will now take it up with their engineers for final review. Board Member Flury referenced the Finance and Implementation Plan and commented there is no plan insofar as there is no way to get money other than from the General Fund. She would like to figure out a way to get money and suggested perhaps looking at the original redevelopment plan to determine if there are sources for funding. Director Earle agreed additional funding sources need to be sought and noted it is time for parts of the plan to be modified, including the finance section. Board Member Flury said she will not support another $60,000.00 for a new plan that will not accomplish anything for us. Minutes of Regular Meeting 3 Dania Beach Community Redevelopment Agency Wednesday,May 1,2013—6:00 p.m. Director Earle explained the redevelopment plan modification is governed by state law and before any change is made, we have to go back to the community to see what they want. Board Member Flury commented she would choose doing nothing over re-doing the entire plan, if that is what is required. While the CRA has done some great things with smaller projects over the past few years, she feels we should concentrate on the real purpose of the CRA, which is redeveloping the downtown area. Vice-Chairman Jones commented on modification to the plan, redevelopment of downtown, community projects, and the need to be fiscally conservative. Regarding the Redevelopment Capital Plan and monies owed by the County, he would like to see the parking garage gate arm operational and parking fee revenues generated. Director Earle clarified that the CRA Plan is not a study and explained its intended purpose, noting it is a statutory document and should be updated every 3-5 years due to market changes. He stated it will be updated in the most efficient way possible that meets state requirements. Chairman Duke commented on the challenge of a TIFless CRA and the improvements made so far in Dania Beach. He noted the question is, if the City is not getting any TIF revenue, then what do we want our CRA to do? 7.2 Dania Beach Federal Agenda Vice-Chairman Jones noted he and the lobbyists did not meet with any Washington officials, but did meet with their staffs. He described the appropriation and administrative process, and provided a summary of people meetings were held with and the subjects discussed. He indicated that Director Earle would be working with Chief Granville on a Homeland Security grant. 7.3 Dania Beach 2013 Arts and Seafood Celebration Budget Director Earle provided an update of the Arts and Seafood Festival, which was included in the agenda packet. The cost of the event was $32,225.76 to the CRA. Discussion ensued regarding the festival and improvements needed for next year. Board Member Flury felt the $35,000.00 loss for the first year is not bad, but next year we should consider a break-even event. She requested a full profit and loss statement on this year's event be provided to the Board. Board Member Grace commented she would not only like next year's event to break even, but also to make a profit. Board Member Flury said although she is a supporter of Relay for Life, they are the American Cancer Society and it is not right to give them more of the proceeds from beverage sales than the Minutes of Regular Meeting 4 Dania Beach Community Redevelopment Agency Wednesday,May 1,2013—6:00 p.m. Friends of the Library, which is all about Dania Beach. She felt the Friends should get the same amount as Relay for Life. A brief discussion ensued regarding distribution of proceeds. Board Member Grace motioned to distribute the beverage sales proceeds as follows: Friends of the Library — $2,000.00; Relay for Life — $2,000.00; and to the other groups as presented by the CRA Director; seconded by Vice-Chairman Jones. Board Member Comments Vice-Chairman Jones asked about the dying trees around CW Thomas Park and Director Earle said they are scheduled to be replaced this coming Friday. 9.
