DANIA BEACH CITY COMMISSION
SPECIAL BUDGET MEETING
MONDAY, JULY 22, 2013 — 6:00 P.M.
1. Call to Order/Roll Call
Mayor Duke called the meeting to order at 6:00 p.m.
Present:
Mayor: Walter B. Duke, III
Vice-Mayor: Albert C. Jones Arrived at 6:02 p.m.
Commissioners: Chickie Brandimarte
Bobbie H. Grace
City Manager: Robert Baldwin
City Attorney: Thomas J. Ansbro
City Clerk: Louise Stilson
2. Presentations
Vice-Mayor Jones arrived at 6:02 p.m.
City Manager Baldwin advised this budget includes cuts in the Public Safety Department and the
budget is built around those cuts. He noted if the Commission wants flexibility in September
they should set the millage higher, and then make cuts in September.
Mark Bates, Director of Finance, presented a PowerPoint of the proposed budget, which is
attached to and included in these minutes. He noted this is the first time in five years that
property values have gone up, which will result in an increase in the City's ad valorem tax
revenue, if the existing millage rate is maintained.
Commissioner Grace questioned the increase in assessed property values, the fire rescue
assessment, the budget impact from the deletion of Public Safety positions and keeping the
current millage,and possible vehicle or equipment purchases.
Finance Director Bates explained the taxable property values have, on average, increased
approximately 4.7%; the City would still be below the current average if the fire rescue
assessment is increased to $160.00, which revenue would go solely into funding the increase in
retirement programs for the firefighters; and the planned purchase of a replacement vehicle for
Code Compliance and a hydraulic lift for Public Services.
Vice-Mayor Jones asked about average Fire Rescue assessment fees within the County and the
two fire trucks the City previously purchased.
Finance Director Bates explained where Dania Beach would fall both within the current and
proposed rates, and that $1.6-1.7 million is still owed on the $2 million financed for the trucks.
He noted funding for fire protection costs that is not supported by the fire assessment comes
directly out of ad valorem taxes.
3. Resolutions
3.1 RESOLUTION#2013-078
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AS
REQUIRED BY THE CITY CHARTER AND SECTION 200.065, FLORIDA STATUTES, APPROVING THE
PROPOSED MILLAGE RATE NECESSARY TO BE LEVIED FOR THE FISCAL YEAR 2013-14 FOR
OPERATING PURPOSES; ESTABLISHING THE DEBT MILLAGE APPROVED BY THE ELECTORATE;
PROVIDING FOR A PUBLIC HEARING WHEN OBJECTIONS MAY BE HEARD AND QUESTIONS
CONCERNING SAME WILL BE ANSWERED; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING
FOR AN EFFECTIVE DATE.
City Attorney Ansbro read the title of Resolution#2013-078.
The Commission briefly discussed setting the proposed millage higher in order to provide
flexibility prior to adopting the final budget in September.
Commissioner Grace motioned to adopt Resolution #2013-078, setting the Tentative
Millage Rate at 5.9998 Mills, and the Debt Millage Rate at 0.2690, for a combined total of
6.2688 Mills; seconded by Vice-Mayor Jones. The motion carried on the following 3-1 Roll
Call vote:

3.2 RESOLUTION #2013-079
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, RELATING
TO THE PROVISION OF STORMWATER SERVICES, FACILITIES AND PROGRAMS IN THE CITY OF
DANIA BEACH, FLORIDA; ESTABLISHING THE "NOT TO EXCEED" ASSESSMENT RATE FOR
STORMWATER ASSESSMENTS FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2013; DIRECTING
THE PREPARATION OF RESPECTIVE ASSESSMENT ROLLS; AUTHORIZING A PUBLIC HEARING AND
DIRECTING THE PROVISION OF NOTICE OF SUCH HEARING; PROVIDING FOR SEVERABILITY;
PROVIDING FOR CONFLICTS;FURTHER,PROVIDING FOR AN EFFECTIVE DATE.
City Attorney Ansbro read the title of Resolution#2013-079.
Commissioner Grace motioned to adopt Resolution #2013-079, setting the not to exceed
Stormwater Assessment fee at $40.00; seconded by Vice-Mayor Jones. The motion carried
on the following 4-0 Roll Call vote:

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, RELATING
TO THE COLLECTION AND DISPOSAL OF SOLID WASTE IN THE CITY OF DANIA BEACH, FLORIDA;
ESTABLISHING THE NOT TO EXCEED ASSESSMENT RATE FOR SOLID WASTE SERVICE
ASSESSMENTS AGAINST ASSESSED PROPERTY LOCATED WITHIN BOUNDARIES OF THE CITY OF
DANIA BEACH, FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2013; DIRECTING THE
PREPARATION OF AN ASSESSMENT ROLL; AUTHORIZING A PUBLIC HEARING AND DIRECTING
THE PROVISION OF NOTICE OF SUCH HEARING; PROVIDING FOR CONFLICTS; FURTHER,
PROVIDING FOR AN EFFECTIVE DATE.
City Attorney Ansbro read the title of Resolution#2013-080.
Vice-Mayor Jones motioned to adopt Resolution #2013-080, setting the not to exceed Solid
Waste Assessment at $274.56; seconded by Commissioner Grace. The motion carried on
the following 4-0 Roll Call vote:

3.4 RESOLUTION #2013-081

DANIA BEACH, FLORIDA; ESTABLISHING THE "NOT TO EXCEED" ASSESSMENT RATE FOR FIRE
RESCUE ASSESSMENTS FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2013; DIRECTING THE
PREPARATION OF RESPECTIVE ASSESSMENT ROLLS; AUTHORIZING A PUBLIC HEARING AND
DIRECTING THE PROVISION OF NOTICE OF SUCH HEARING; PROVIDING FOR CONFLICTS;
PROVIDING FOR SEVERABILITY;FURTHER, PROVIDING FOR AN EFFECTIVE DATE.

Assessment Rates; seconded by Commissioner Brandimarte. The motion carried on the

The Commission discussed scheduling a Budget Workshop during the first week in September.
