Call to Order/Roll Call Mayor Duke called the meeting to order at 4:30 p.m. Present: Mayor: Walter B. Duke, III Vice-Mayor: Albert C. Jones Commissioners: Chickie Brandimarte Bobbie H. Grace City Manager: Robert Baldwin City Attorney: David Wolpin City Clerk: Louise Stilson 2. Discussion and Possible Action 2.1 Authorization 1 to apply for SAFER Grant for Fire Rescue City Manager Baldwin requested this item be withdrawn from the agenda. Commissioner Grace motioned to withdraw the application for the SAFER Grant from the agenda; seconded by Vice-Mayor Jones. The motion carried on the following 4-0 Roll Call vote: Commissioner Brandimarte Yes Vice-Mayor Jones Yes Commissioner Grace Yes Mayor Duke Yes 2.2 Commission Vacancy Mayor Duke noted because of the CRA meeting at 6:00 p.m., he would adjourn this meeting at 5:45 p.m. He provided rules of decorum as to how tonight's proceedings would be conducted and said there would be no discussion without a motion and a second. Mayor Duke passed the gavel to Commissioner Grace and motioned for each Commissioner to choose three applicants; seconded by Commission Grace. The motion failed on the following 2-2 Roll Call vote: Commissioner Brandimarte No Vice-Mayor Jones No Commissioner Grace Yes Mayor Duke Yes Vice-Mayor Jones motioned to add the name of Dr. Schandl, seeing as the Commission has not made any decision yet; seconded by Commissioner Brandimarte. The motion failed on the following 2-2 Roll Call vote: Commissioner Brandimarte Yes Vice-Mayor Jones Yes Commissioner Grace No Mayor Duke No Commissioner Grace motioned to appoint Jean Cook; motion died for lack of a second. Commissioner Grace motioned to appoint Robert Chunn; motion died for lack of a second. Commissioner Grace motioned to appoint Boisy Waiters, Jr; motion died for lack of a second. Commissioner Grace motioned to appoint James Ridgely, III; motion died for lack of a second. Commissioner Brandimarte motioned to appointY Y Paul Fetscher• seconded b Vice-Mayor Jones. The motion failed on the following 2-2 Roll Call vote: Commissioner Brandimarte Yes Vice-Mayor Jones Yes Commissioner Grace No Mayor Duke No Vice-Mayor Jones motioned to short-list those who have never served on a board or the Commission in this city and remove them from the list; seconded by Commissioner Brandimarte. Commissioner Grace commented no one should be taken off the list based on whether or not they have served on a board. Vice-Mayor Jones reiterated if someone has not served, then they should not be on the Commission. Commissioner Brandimarte noted the Commission knows which applicants have been interested in the problems of the City, and she supports the ones who have shown up at the meetings and are faithful to the City. Mayor Duke commented he looked at those who have never been on board and does not understand the purpose of discriminating against those who have never served. The motion failed on the following 2-2 Roll Call vote: Commissioner Brandimarte Yes Vice-Mayor Jones Yes Commissioner Grace No Mayor Duke No Vice-Mayor Jones motioned to vote each candidate up or down tonight; seconded by Commissioner Brandimarte. Commissioner Grace motioned for Robert H. Chunn, Jr.; seconded by Vice-Mayor Jones. The motion failed on the following 2-2 Roll Call vote: Commissioner Brandimarte No Vice-Mayor Jones No Commissioner Grace Yes Mayor Duke Yes Commissioner Grace motioned for Jean Cook; seconded by Vice-Mayor Jones. The motion failed on the following 2-2 Roll Call vote: Commissioner Brandimarte No Vice-Mayor Jones No Commissioner Grace Yes Mayor Duke Yes There was no motion for Bryan Cowart. Commissioner Brandimarte motioned for Paul Fetscher; seconded by Vice-Mayor Jones. The motion failed on the following 2-2 Roll Call vote: Commissioner Brandimarte Yes Vice-Mayor Jones Yes Commissioner Grace No Mayor Duke No There were no motions for Bruce Hannover, Douglas Hasty or Mark LaRocca. Vice-Mayor Jones motioned for Charles K. McElyea; motion died for lack of a second. Commissioner Grace motioned for David Nuby, Jr.; seconded by Vice-Mayor Jones. The motion failed on the following 2-2 Roll Call vote: Commissioner Brandimarte No Vice-Mayor Jones No Commissioner Grace Yes Mayor Duke Yes Commissioner Grace motioned for Ann Page; seconded by Vice-Mayor Jones. The motion failed on the following 2-2 Roll Call vote: Commissioner Brandimarte No Vice-Mayor Jones No Commissioner Grace Yes Mayor Duke Yes There was no motion for Terry Preuss. Commissioner Grace motioned for James Ridgeley III, motion died for lack of a second. There was no motion for Luis Rimoli. Minutes of Special Meeting—Commission Vacancy 3 Dania Beach City Commission Wednesday,August 7,2013—4:30 p.m. Commissioner Grace motioned for Clive Taylor; seconded by Vice-Mayor Jones. The motion failed on the following 1-3 Roll Call vote: Commissioner Brandimarte No Vice-Mayor Jones No Commissioner Grace No Mayor Duke Yes There was no motion for Louise Velo. Commissioner Grace motioned for Boisy Waiters,Jr.; seconded by Vice-Mayor Jones. The motion failed on the following 2-2 Roll Call vote: Commissioner Brandimarte No Vice-Mayor Jones No Commissioner Grace Yes Mayor Duke Yes There were no motions for Teresa West, Rebecca Yates or Rich Aube. Vice-Mayor Jones motioned for Janice Peterman, who is not an applicant; seconded by Commissioner Brandimarte. The motion failed on the following 2-2 Roll Call vote: Commissioner Brandimarte Ye s Vice-Mayor Jones Yes Commissioner Grace No Mayor Duke No Mayor Duke said he would like to continue the meeting until tomorrow at 10:00 a.m. Vice-Mayor Jones noted he cannot attend any morning meetings on Thursday or Friday of this week. Mayor Duke continued the Special Meeting until Friday, August 9, 2013 at 2:00 p.m. 3.
