HomeMy WebLinkAboutR-2013-089 Approved Use of Federal Law Enforcement Trust Funds not to Exceed $7,000.00 for purchase of a Security/Q Star Flashcom Camera System RESOLUTION NO. 2013-089 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, APPROVING THE APPROPRIATION AND USE OF FEDERAL LAW ENFORCEMENT TRUST FU NDS UNDS IN AN AMOUNT NOT TO EXCEED$7,000.00 FOR PURCHASE OF A SECURITY/Q STAR FLASHCAM CAMERA SYSTEM;PROVIDING FOR CONFLICTS;FURTHER,PROVIDING FOR AN EFFECTIVE DATE. BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH,FLORIDA: Section 1. That the recommendation from Broward Sheriffs Office Chief Kevin Granville,District II,of the City of Dania Beach to expend funds from the Federal Law Enforcement Trust Fund in an amount not to exceed $7,000.00 to cover costs associated with the purchase of a Security / Q Star FlashCam Camera System, as outlined in the attached composite Exhibit "A", which is made a part of and is incorporated into this Resolution by this reference, is approved. Section 2. That these costs have not been planned or reflected in the current year approved budget; therefore, upon receipt of the appropriation described in Section 1 above, Chief Kevin Granville is authorized to expend such funds for the specific purposes set forth in Exhibit"A". Section 3. That funds for this expenditure shall be expended from available cash balances from the City's Federal Law Enforcement Trust Fund—Machinery&Equipment Account, Account No. 109-21-01-521-64-30 in an amount not to exceed$7,000.00. Section 4. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 5. This request is for the purchase of one Q Star FlashCam-880 SX digital camera system. As the city moves forward with different crime initiatives and beautification projects, it is imperative that we continue to protect those areas and other parts of the city that have been affected by vandalism, graffiti, and illegal dumping. The Q Star FlashCam system is a system that will aid law enforcement in deterring those acts as well as capturing the images of those who are attempting to commit such acts. This is another resource for the Broward Sheriff's Office Dania Beach District to preserve and enhance the quality of life for its residents and visitors. Currently over 100 municipalities in the United States, Canada, and the United Kingdom employ the use of such systems to deter these types of acts and undesirable behavior. The bright flash, combined with a voice message, will send a warning that their picture and activity is being recorded. A unique feature of this system is its portability and ruggedness, it is solar powered and has proven to be an effective deterrent against crime. If approved the total amount of this request would not exceed $7000.00 and the quote from Q-Star Technology is attached. Additionally, I have attached our most recent LETF Fund Balance Sheets showing a balance of $11,648.77 in state funds and $137,835.30 in federal funds.
