HomeMy WebLinkAboutR-2013-102 Authorized Staffing Services for Oasis III Neighborhood Improvement Project from Public Utility Management Planning Services, Inc. not to exceed $6,200.00 RESOLUTION NO. 2013-102 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING STAFFING SERVICES FOR THE OASIS III NEIGHBORHOOD IMPROVEMENT PROJECT FROM PUBLIC UTILITY MANAGEMENT PLANNING SERVICES INC. IN AN AMOUNT NOT TO EXCEED SIX THOUSAND TWO HUNDRED DOLLARS ($6,200.00) FOR THE FISCAL YEAR 2012-2013, WITHOUT COMPETITIVE BIDDING AND WITHOUT ADVERTISEMENT FOR BIDS; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Charter of the City of Dania Beach, Part III, Article 3, Section 4, Subsection 0), authorizes the City Manager to purchase supplies, services, equipment and materials for the city government in amounts in excess of the established monetary threshold without competitive bidding and without advertisement for bids if he is authorized to do so in advance by a resolution adopted by the City Commission; and WHEREAS, the Dania Beach Code of Ordinances, Chapter 2, Article 1, Section 2-10, "Monetary thresholds for certain purchases and payment disbursement authorizations", Subsection(a), sets the monetary threshold or limitation at$25,000.00; and WHEREAS, consulting services from Public Utility Management Planning Services Inc. are necessary for services relating to bid package development and construction services for the OASIS III project; and WHEREAS,the project is expected be completed prior to December 31, 2013; and WHEREAS, funding for the construction portion of this project has been previously approved by Commission Resolution 2013-062 authorizing acceptance of the Community Development Block Grant("CDBG") award in the amount of$199,792.00; and WHEREAS; the City Commission approved and awarded the bid via Resolution 2013-071 dated June 25, 2013 to Straightline Engineering; and WHEREAS, planning services are not included in the CDBG grant funds awarded and funding for such services are available and may be funded by transfer of available resources from Community Development, Administration Salary account No. 001-15-01-515-12-10 ($5,500.00) and Professional Services account No. 001-15-01-515-31-10 ($700.00) into Professional Engineering account No. 001-15-01-515-31-30; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH,FLORIDA: Section 1. That the City Commission authorizes payment to Public Utility Management Planning Services Inc. an amount not to exceed Six Thousand Two Hundred Dollars ($6,200.00) during the current fiscal year 2012-2013 for consulting services from Public Utility Management Planning Services Inc. without the use of competitive bidding. Section 2. That funding in the amount of$6,200.00 for such additional services shall be appropriated by a transfer of available resources from account No. 001-15-01-515-12-10 ($5,500.00) and account No. 001-15-01-515-31-10 ($700.00) into account No. 001-15-01-515-31- 30. Section 3. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 4. That this Resolution shall be in force and take effective immediately. PASSED and ADOPTED on September 10, 2013.
