Call to Order/Self Introductions Mayor Duke called the workshop to order at 4:04 p.m. Present: Mayor: Walter B. Duke, III Vice-Mayor: Chickie Brandimarte Commissioners: Bobbie H. Grace Albert C. Jones City Manager: Robert Baldwin City Attorney: Thomas Ansbro City Clerk: Louise Stilson Creative Arts Council Advisory Board Members: Bo Donly, Chair Jeff Hansen David Clark Carolyn Jones Jeffrey D'Amico Kimberly Ford Clare Vickery Debra Pierce Dan Murphy, Economic Development Manager, Staff Liaison Jeremy Earle, CRA Executive Director 2. Commission Comments The Commission decided to listen to the board members before making comments. 3. Creative Arts Council Board Composition 3.1 Resolution Creating the Creative Arts Council Advisory Board 3.2 Creative Arts Council Advisory Board Membership Bo Donly noted concerns regarding the unwieldiness of the board have been addressed and they have pared down the membership list. Debra Pierce arrived at 4:06 p.m. Commissioner Grace arrived at 4:07 p.m. Commissioner Grace commented she is concerned with the membership and thinks it needs to be downsized, noting that too many members are not agreeing on certain things. Additionally, the budget needs to be looked at to make sure money is spent wisely. Bo Donly noted the sub-committee met to discuss the membership, and there are 11 voting members. Clare Vickery arrived at 4:10 p.m. Debra Pierce added the sub-committee was trying to take the voting membership down to nine. David Clark suggested a quorum of five. Jeff D'Amico asked why you would want to change the original voting membership and quorum requirement as it works good as it is. There was a brief discussion on the board's four sub-committees. 4. New Council By-Laws 4.1 Draft By-Laws Carolyn Jones explained the sub-committee worked on the by-laws and they will be adopted if there are no comments from the Commission. Dan Murphy, Economic Development Manager, noted the by-laws suggest making some of the non-voting members alternate voting members, in case they fail to have a quorum. City Attorney Ansbro noted the Commission would have to approve the recommended changes and adopt a resolution amending the original resolution creating the board. Commissioner Jones explained how a Broward County Commission board comprised of 30 members voted. He suggested the Commission move forward with the recommendation concerning non-voting members in regard to meeting a quorum. Commissioner Grace suggested the City Attorney forward to the Commission any proposed changes before drafting a resolution. Commissioner Brandimarte questioned Article IV, #10 of the draft by-laws. Bo Donley noted they used this provision last week to call a special meeting in order to establish today's agenda. Commissioner Brandimarte felt the email component should not be included. Minutes of Workshop 2 Dania Beach City Commission/Creative Arts Council Advisory Board Tuesday,November 19,2013—4:00 p.m. City Attorney Ansbro noted the board can communicate by email provided they do not reply to all recipients. Commissioner Jones requested clarification on the size of the board. Clare Vickery noted the sub-committee recommended paring down the six ad hoc members to three. Jeff D'Amico clarified that an Ad Hoc appointment is a voting member and an associate member is not. He noted the issue at hand is the associate non-voting members. Bo Donly noted attendance has not been an issue. He clarified that a year ago there were more members; however, they have cut eight members of the non-voting membership. City Attorney Ansbro advised the board should forward to him their recommendation to change three associate non-voting members to alternate voting members, as well as a process of how the alternates would be selected by the board. Commissioner Brandimarte felt the non-voting members should sit in the audience; only the voting members should sit at the table. The non-voting members present at the meeting expressed that they feel strange by not being at the table with the voting members. 5. 2014 Initiatives 5.1 Arts Ordinance 5.2 Balanced funding (fundraising, grants, City support) 5.3 Box wraps 5.4 Storefront, road crossing, Pop-up 5.5 Resource map Kimberly Ford presented an overview of the 2014 initiatives: ➢ Goal #2 of the Dania Beach Community Arts Plan, which the board has been working on during the past year o Vision of the plan is to use art as an economic revitalization tool ➢ Sub-committees formed to address goals o Utility Box Wrap Program—the board would like to see more boxes wrapped o Animate Dania Beach—crosswalk art, storefront blight covers and storefront pop- up installations in downtown businesses and buildings o Downtown Art Event — art walks, musical performances, regularly scheduled evening activities, resource map (guide for where to go for the best of Dania Beach) ➢ Seeking balanced funding through: Minutes of Workshop 3 Dania Beach City Commission/Creative Arts Council Advisory Board Tuesday,November 19,2013—4:00 p.m. o Public art ordinance levying a 1% assessment to permit valuations for all private development and redevelopment projects in excess of$1 million o Fundraising initiatives o Securing grants with assistance of the Grant Advisory Board and others o City fiscal support Commissioner Grace noted walkways were part of the presentation at the FRA Conference in Tampa; all of these are implementations that will make Dania Beach second to none. She said moving forward, we want the board to be self supporting so they will not be looking for financial support from the City. The board is doing a good job; however, sometimes the focus is lost and that is why she would like a reduction in the board membership. David Clark said it is important for the board to learn how to make their own money. Henriette Arnold, non-voting member, explained the idea of placing prints of the box wraps inside City Hall to possibly sell and develop interest in the program. Commissioner Brandimarte questioned the number of artists we have. Clare Vickery responded there are 15 or more in Dania Beach; five artists are on the board. David Clark asked if the board wanted him to proceed with a pavilion for the motorcycle event. Bo Donly noted the board already voted on this. Discussion ensued and it was confirmed the board currently has no funds; funding would have to be approved by the Commission. Debra Pierce asked if part of the 1% assessment on redevelopment could be allocated to the board. City Attorney Ansbro said he would have to do research before the City tries to get more money from developers. Mayor Duke asked Debra Pierce to provide the City Attorney with information from art in public places projects she worked with in Miami. Jeff D'Amico confirmed the board has the Commission support for funding. Commissioner Grace noted the Commission asked the City Manager to defer any budget for the board because they wanted to wait to see what the board was offering. She confirmed the Commission did not fund the advisory board and said she does not want to give them a budget, but instead let them come to the Commission to ask for project funding. Commissioner Brandimarte noted there is no harm with making money at the Arts and Seafood Festival, and added we do not have to give away the money we get; we should keep it instead. Minutes of Workshop 4 Dania Beach City Commission/Creative Arts Council Advisory Board Tuesday,November 19,2013—4:00 p.m. David Clark commented he wants the by-laws to state that the artists need to recuse themselves from voting on items for which they will make money. City Attorney Ansbro explained they could not vote according to state law. Debra Pierce questioned when the best window of opportunity would be to get funding from the Commission. Mayor Duke responded any time of the year. Commissioner Jones noted it is better to come to the Commission with a project ready to go, as opposed to just an idea. Clare Vickery asked how the board could more collaborate with the downtown area. Mayor Duke said he sees progress, and the Commission should all work on redevelopment and clean-up. Bo Donly thanked the Commission for scheduling the workshop during the board's normal meeting time. He hoped the Commission would have an open ear when they come for specific projects this year; they are not looking for a pot of money. Commissioner Jones noted this was a great opportunity. He said it is time for Dania Beach, and believes we can do many things to create synergy. He felt music and art go together, and we can do some fantastic things for this community. As a Commissioner, he will lend his ear, time and ideas. Commissioner Brandimarte said everything is better with music, and we need to get it into the Arts and Seafood Festival. Mayor Duke commented on an article distributed by Bo Donly. He noted the 10-year plan is great, and we should stick with it. He said he would like to have more music, but it is not easy to put on a music event; City staff needs to be on board to make it easier to et approval. Commissioner Grace commented the components presented in the overview, and the upgrades and improvements being implemented citywide, are all connecting dots that make the City more visible and presentable.
