DANIA BEACH CITY COMMISSION
TUESDAY, NOVEMBER 26, 2013 —7:00 P.M.
1. Call to Order/Roll Call
Mayor Duke called the meeting to order at 7:00 p.m.
Present:

2. Invocation and Pledge of Allegiance
Commissioner Grace gave the invocation followed by the Pledge of Allegiance to the United
States Flag.
3. Presentations and Special Event Approvals
3.1 Florida Redevelopment Association 2013 Roy F. Kenzie Awards for the Dania Beach
Community Redevelopment Agency(CRA)
Mayor Duke spoke of the two awards received by the Dania Beach CRA: Cultural Enhancement
for Cultural Arts Initiatives, including the Arts and Seafood Festival; and Out of the Box for the
Dania Beach PATCH (Peoples Access to Community Horticulture).
3.2 Special event request from the Community Redevelopment Agency for the "Dania
Beach 2014 Arts & Seafood Celebration", to be held at Frost Park on March 29-30,
2014, from 10:00 a.m. - 7:00 p.m. The applicant is requesting BSO Police/Fire detail,
road closures for Fronton Boulevard from N.E. 2nd Street to N.E. 1st Street, and a
special event permit fee waiver of$150.00.
Commissioner Grace motioned to approve the Special Event request for the 2014 Arts &
Seafood Celebration, including permit fee waiver, BSO Police/Fire detail, and road
closures; seconded by Commissioner Jones. The motion carried unanimously.
3.3 Special event request from St. Maurice Catholic Church for a "Christmas Tree Sale"
to be held at 2851 Stirling Road, from 9:00 a.m. - 9:00 p.m. daily, between November
27 -December 24, 2013
Commissioner Grace motioned to approve the Special Event request for the St. Maurice
Catholic Church Christmas Tree Sale; seconded by Commissioner Jones. The motion
carried unanimously.
4. Proclamations
There were no proclamations at this meeting.
5. Citizen Comments
Pat Tyra, 2912 SW 546 Street, thanked the City for the solar lights in her neighborhood, and
commented on the COPS program.
Madeline Mancini, PACA (Professional Arts & Cultural Alliance) of Dania Beach, announced
their Holiday Lighting Celebration will be held on Saturday, December 7, from 5:30 p.m. — 7:30
p.m. at the Dania Beach City Hall Square.
James Ridgely, 880 SE 2nd Avenue, offered a solution on how the Commission could change the
deadlock on the Commission vacancy. He suggested the term be split in half; each side would
pick a candidate who would serve half of the time left until the November 2014 election. He felt
this would be the ultimate compromise and no one would lose.
6. Public Safety Reports
Captain Kevin Granville, BSO Chief of Police, noted they will begin their holiday ops program
on Thanksgiving Day.
Michael Cassano, Deputy Fire Chief of Operations, BSO Fire Rescue, advised of the dangers of
the holiday season.

Commissioner Grace motioned to adopt the Consent Agenda, seconded by Commissioner
Jones. The motion carried unanimously.
8. Bids and Requests for Proposals
8.1 RESOLUTION#2013-144
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, APPROVING
AN AWARD OF THE COMMUNITY DEVELOPMENT BLOCK GRANT("CDBG")SOLAR STREET LIGHTS
CENSUS 805 PROJECT TO ELECTRICAL CONTRACTING SERVICE, INC., IN AN AMOUNT NOT TO
EXCEED$142,940.00;PROVIDING FOR CONFLICTS;FURTHER,PROVIDING FOR AN EFFECTIVE DATE.
City Attorney Ansbro read the title of Resolution#2013-144.
Commissioner Grace motioned to adopt Resolution #2013-144; seconded by Commissioner
Jones. The motion carried unanimously.

9. Public Hearings and Site Plans
City Attorney Ansbro advised the remaining items were quasi-judicial hearings and swore-in
those who would speak. He asked the Commission to disclose any communication they had on
these matters.
9.1 RESOLUTION#2013-145
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, APPROVING
SITE PLAN (SP43-13) AND VARIANCE REQUESTS (VA-56-13NA-59-13NA-61-13) SUBMITTED BY
LEIGH,ROBINSON,KERR AND ASSOCIATES ON BEHALF OF FORT LAUDERDALE OWNER, LLC, FOR
PROPERTY KNOWN AS THE HILTON HOTEL LOCATED AT 1870 GRIFFIN ROAD IN THE CITY OF
DANIA BEACH, FLORIDA; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE
DATE.
City Attorney Ansbro read the title of Resolution#2013-145.
Corinne Lajoie, Principal City Planner, provided an overview of the requests. She noted the
County is allowing the hotel to remain for another three months; however, the parking garage
must be demolished, which will require 100%valet parking because parking will now be off-site.
Leigh Kerr, Planning Consultant, on behalf of the Hilton Hotel, noted the County has allowed a
90-day commitment only, beginning in January 2014. The hotel will be torn down shortly after
April.
Mayor Duke opened the Public Hearing. Seeing as there was no one to speak in favor or
opposition, he closed the Public Hearing.
Commissioner Grace motioned to adopt Resolution #2013-145; seconded by Commissioner

THE SITE PLAN (SP-40-13), VARIANCE (VA-41-13) AND DELEGATION REQUEST (DR-42-13) TO
AMEND THE NON-VEHICULAR ACCESS LINE AND CHANGE THE RESTRICTIVE NOTE ON THE PLAT
KNOWN AS "GRIFFIN POINTE" SUBMITTED BY JOHN C. HALLIDAY III ON BEHALF OF GRIFFIN
POINTE PARTNERS, LLP,FOR PROPERTY LOCATED AT 2301 GRIFFIN ROAD IN THE CITY OF DANIA

Attorney Dick Coker, representing Griffin Pointe Partners, provided a handout and gave a brief
presentation to the Commission.
Mayor Duke opened the Public Hearing.
Fred Elson, 2295 SW 45th Street, requested the Commission look at the traffic access to the
parking lot from SW 45t' Street road. He noted the neighborhood is currently experiencing
traffic problems, and asked that some type of traffic calming measures on 45t" Street and 25
Avenue be considered.
Monica Steed, 2190 SW 47t' Street, commented on the activity in the neighborhood, and
questioned where access to the development would be.
Principal City Planner Lajoie responded there are access points off of Griffin Road and off of
45" Street.
Mr. Coker noted the access on 45t` Street was discussed with staff and is designed to flow into
the commercial area. He added a traffic study was also conducted.
Commissioner Grace commented on the traffic calming devices in the Estates of Ft. Lauderdale.
Mayor Duke suggested the residents petition the City for traffic calming devices.
Vice-Mayor Brandimarte asked for confirmation that the proposed height of the buildings is
compatible.
John Halliday, project developer, addressed the height issue, and noted FAA approval is part of
the process.
Seeing as there was no one else to speak in favor or opposition, Mayor Duke closed the Public
Hearing.
Commissioner Grace motioned to adopt Resolution #2013-146; seconded by Commissioner
Jones. The motion carried on the following 4-0 Roll Call vote:

10. Discussion and Possible Action
10.1 Management of Pier Operations
City Manager Baldwin said this was requested by the Commission and noted staff has had
concerns about the Pier operations for some time. This proposal is not a lease of the Pier; it is
strictly management of the Pier for the City. He added that although revenues from the beach are

increasing,the Pier is not making more money for the City; this is a good opportunity to improve
the operations of the Pier.
Mark Felicetty, Director of Parks and Recreation, provided an overview of the contract
management proposals. He noted the committee recommends contracting with Westrec Marinas
to operate the Pier.
City Manager Baldwin asked for permission to negotiate with Westrec and bring the proposal to
the Commission for approval.
A brief discussion ensued regarding the proposals.
James Ridgely, 880 SE 2"d Avenue, asked if the firms provided projected revenues.
Assistant City Manager Donnelly responded the firms were given our budget to provide them a
framework within which to operate. He explained revenue will be discussed during negotiations.
Commissioner Jones felt we need to widen our net and look at other firms.
Commissioner Jones motioned to go out for RFP within the community; seconded by Vice-
Mayor Brandimarte.
Mayor Duke commented that asking the gross projection of revenues is a legitimate question.
He originally thought Quarterdeck would be best choice, but now agrees that Westrec is the best
of the three firms; however,he has no objection to going out for RFP.

10.2 City Commission Vacancy—Mayor Duke
Mayor Duke said he does not want to open the process, and suggested the Commission take a
break until after the holidays.
Commissioner Grace felt the Commission should consider Mr. Ridgely's suggestion.

11. Commission Comments

11.1 Commissioner Grace
Commissioner Grace thanked everyone who assisted in the distribution of turkeys, canned goods,
and gift cards for the holiday.
11.2 Commissioner Jones
Commissioner Jones commended the City Manager for the outreach for the cleanup in the Dania
Beach Heights Oasis I areas.
Commissioner Jones spoke of church, school and community events.
Commissioner Jones suggested that in the future, consideration should be given to cancelling the
meeting on Thanksgiving week.
11.3 Vice-Mayor Brandimarte
Vice-Mayor Brandimarte requested that at the next meeting a discussion item be added to the
agenda to consider changing the abatement hearings to quarterly,or cancel them completely.
11.4 Mayor Duke
Mayor Duke commented on the SE drainage project struggle with Meadowbrook, and noted he
would like this as a discussion item on the next agenda.
Mayor Duke said the Dania Beach Heights Oasis cleanup was appreciated by the community,
and encouraged following up on all Oasis projects.
Mayor Duke extended kudos to everyone for the good job on the airport issue; now we need to
follow up to ensure our residents understand and get the benefits they deserve. He added it is
now our responsibility to redevelop our downtown in order for the City to attain the full benefits
of the settlement agreement.
Mayor Duke commented on the workshop with CACAB, and said the Commission should do it
again. He noted the Commission needs to support and nurture them.
Mayor Duke remarked there should be an easier way for a homeowner in the City to install a flag
pole relative to building code requirements and permitting, and asked staff to look into it.
12. Appointments
Commissioner Jones motioned to reappoint all of former Commissioner Flury's
appointments; seconded by Vice-Mayor Brandimarte. The motion failed on the following

13. Administrative Reports
13.1 City Manager
City Manager Baldwin thanked everyone who worked on the Oasis cleanup program. He noted
there are plans for four more Oasis projects and another cleanup in February or March in Oasis II
and III.
City Manager Baldwin noted a swimming program would be available at CW Thomas Park in
December.
13.2 City Attorney
City Attorney Ansbro had no comments.
13.3 City Clerk- Reminders
