DANIA BEACH CITY COMMISSION
TUESDAY, JANUARY 14, 2014 — 7:00 P.M.
1. Call to Order/Roll Call
Mayor Duke called the meeting to order at 7:00 p.m.
Present:

2. Invocation and Pledge of Allegiance
Commissioner Grace gave the invocation followed by the Pledge of Allegiance to the United
States Flag.
3. Presentations and Special Event Approvals
3.1 Special Event request for the South Florida Regional Transportation Authority's
annual "Rail Fun Day", to be held at the Dania Beach Tri-Rail Station on Saturday,
January 25, 2014 from 11:00 a.m. - 3:00 p.m. This is a free event for the community
to celebrate Dania Beach Tri-Rail Station's 25th Anniversary.
3.2 Special Event request for the MLK Charitable Corporation, Inc. annual "Martin
Luther King Jr. Parade and Activities" event. The parade will held on Monday,
January 20, 2014 from 9:00 a.m. - 12:00 p.m., and the activities will be held at C.W.
Thomas Park from 12:00 p.m. - 6:00 p.m. The applicant is also requesting a special
event permit fee waiver for$150.00; a BSO Police Escort for the Parade and Detail at
the park; and road closures for 8th Avenue, 1 St Street to Federal Highway, Stirling
Road, and Phippen Road to NW 5th Avenue.
3.3 Special Event request for the Biblical House of God, None Other Church, "B.H.O.G.
Community Outreach Festival", to be held at 819 SW J.A. Ely Boulevard, on
Saturday, February 22, 2014 from 10:00 a.m. - 3:00 p.m. The applicant is also
requesting road closures for the corners of SW J.A. Ely Boulevard, and SW 8th Street
and SW 9th Street.
Commissioner Grace motioned to approve the 3 Special Event requests; seconded by
Commissioner Jones. The motion carried unanimously.
4. Proclamations
4.1 Martin Luther King, Jr. Day
Vice-Mayor Jones read the Martin Luther King, Jr. Day proclamation.
5. Citizen Comments
Charles Camacho, 121 NE 3`d Street, spoke about the Dania Beach Relay for Life.
Ann Page, 38 SW 5d' Street, introduced the new board members of the Friends of the Library.
Pastor Lillie Charles, 631 Alabama Avenue, Ft. Lauderdale, President of the Friends of the
Library,invited everyone to participate in the walk for the Dania Beach Library.
Tim Bain, Library Manager, noted he has received positive response on the installation of the
outside speakers and requested that they continue to be utilized. The Commission concurred to
continue with the outside speakers.
Terry Hale-Hicks requested that the Library carpets be cleaned.
George Jason, 4549 SW 37d' Avenue, noted that two street lights are out at the intersection of
Federal Highway and Dania Beach Boulevard, and should be replaced with solar lighting.
6. Public Safety Reports
Captain Kevin Granville, BSO Chief of Police, reported on the attempted robbery at Chase Bank
on December 13, 2013, and other recent crimes in the City. He acknowledged members of the
COP program who were in the audience, and noted their participation in two events held over the
holidays.
Mayor Duke asked Chief Granville to have an officer patrol Griffin Road for the airport
construction traffic in the area near the entryway/exit of Melaleuca Gardens.
Michael Cassano, Deputy Fire Chief of Operations, BSO Fire Rescue, noted a special projects
coordinator has been assigned to the CERT team. He added that the Firefighter of the Year will
be presented at the next commission meeting, and provided an FY 2013/2014 Fire Prevention
Bureau report, a copy of which is attached to and incorporated in these minutes.

Commissioner Grace motioned to adopt the Consent Agenda, with the exception of Item
#7.3; seconded by Commissioner Jones. The motion carried unanimously.
7.3 RESOLUTION#2014-002
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA,
AUTHORIZING THE PROPER CITY OFFICIALS TO PURCHASE FIVE (5) PARKING METERS FOR USE
BY THE PARKING ENFORCEMENT DIVISION FROM HARRINGTON RESOURCES, INC. D/B/A PARKER
SYSTEMS,USING AVAILABLE PRICING UNDER A LEE COUNTY CONTRACT AWARDED ON AUGUST
1, 2013 RESULTING FROM BID NUMBER IFB130392, WITHOUT COMPETITIVE BIDDING AND
WITHOUT ADVERTISEMENT FOR BIDS, IN AN AMOUNT NOT TO EXCEED SIXTY-FIVE THOUSAND
DOLLARS ($65,000.00); PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE
DATE.
City Attorney Ansbro read the title of Resolution#2014-002.
At Commissioner Jones' request, Community Development Director Marc LaFerrier provided
information on the parking meters.
Commissioner Grace commented that, although meter replacement is necessary, she is not
comfortable with not advertising for bids, and will not vote in favor.

Director LaFerrier noted this is a piggyback contract from another jurisdiction, which conducted
a competitive bid process statewide.
Vice-Mayor Brandimarte commented on the warranty question, and agreed that because of the
large expenditure involved,this item should go out to bid.
City Manager Baldwin confirmed that the Commission is requesting additional information.
Commissioner Grace motioned to defer Resolution #2014-002 until the January 28
meetin • seconded b Commissioner Jones. The motion carried unanimously.

9. Public Hearings and Site Plans
9.1 RESOLUTION#2014-001
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, APPROVING
A VARIANCE (VA-67-13) SUBMITTED BY N.V. MARINA HOLDINGS FOR PROPERTY LOCATED AT 50
SOUTH BRYAN ROAD IN THE CITY OF DANIA BEACH, FLORIDA; PROVIDING FOR CONFLICTS;
FURTHER,PROVIDING FOR AN EFFECTIVE DATE.
City Attorney Ansbro read the title of Resolution #2014-001. He advised this item was a quasi-
judicial hearing and swore-in those who would speak. He asked the Commission to disclose any
communication they had on this matter.
Corinne Lajoie, Principal City Planner, provided an overview of the request for the sign
variance.
Roger Moore, 50 S. Bryan Road, owner of Nautical Ventures, was present to answer questions.
Mayor Duke opened the Public Hearing. Seeing as there was no one to speak in favor or
opposition,he closed the Public Hearing.
Commissioner Grace motioned to adopt Resolution #2014-001; seconded by Commissioner
Jones. The motion carried on the following 4-0 Roll Call vote:

Mayor Duke invited to the podium two additional speakers who had requested to address the
Commission.
Christopher Keller, 601 NE 29t` Street, Wilton Manors, and Duvalier Arceneaux, 601 NE 29"'
Street, Wilton Manors, commented on their "I Am SWAGGA" non-profit organization, noting
they want to get music back into public schools.
10. Discussion and Possible Action
10.1 Discussion and action to authorize a home construction element to the City's Oasis
Program—City Manager
City Manager Baldwin requested conceptual approval to develop this third element to the Oasis
Program. He reviewed the eight Oasis projects, and noted four are currently being readied to
bid. He addressed City-owned parcels and the City's policy of selling vacant properties. As a
complement to the Oasis Program, he suggested identifying one City property within a given
project area, razing the existing building if one exists, constructing a new home, and then putting
the property up for sale. This will be brought back to the Commission with details if the
Commission so desires.
Commissioner Jones commented that neighbors improve their properties when improvements are
made in their communities, and asked if the concept presented could be discussed at a workshop.
City Manager Baldwin said a workshop could be held if the Commission so desires.
Vice-Mayor Brandimarte remarked she wants costs included in the workshop discussion.
City Manager Baldwin pointed out that application was made to BSO for $150,000.00 in LETF
funds for another Oasis project.
Commissioner Grace noted this concept is not new and spoke of a similar undertaking in the
1990s. She added there are various avenues that can be pinpointed to further neighborhood
improvement, and felt this is an excellent idea.
10.2 City Commission Vacancy—Mayor Duke
Mayor Duke noted he just wants to keep this on the agenda.

11. Commission Comments
11.1 Commissioner Grace
Commissioner Grace thanked the Dukes, community organizations in the City, and Dania Beach
businesses for purchasing toys for needy children during the holidays.
Commissioner Grace spoke of the MLK celebration and other upcoming events.
Commissioner Grace commented that during the holiday season, she received 39 phone calls
regarding code enforcement, and noted we need to have sensitivity training for our code officers.
11.2 Commissioner Jones
Commissioner Jones noted the community needs to continue doing great things for the needy.
Commissioner Jones provided an update of the MLK events.
Commissioner Jones commended the CRA and Work Force One for the Job Fair for Dania
Entertainment Center. He added he is interested in knowing how many Danians will receive a
job.
Commissioner Jones addressed the school safety zone at the intersection of Stirling Road and JA
Ely Boulevard, and said FDOT will now provide markings. We should know soon about getting
flashing lights and signs for a 15 mph zone.
Commissioner Jones spoke of the upcoming American Icon Award event.
11.3 Vice-Mayor Brandimarte
Vice-Mayor Brandimarte questioned why people who live in a shelter are not allowed to take
food into the shelter.
Vice-Mayor Brandimarte commented the Meadowbrook easement has been signed and recorded,
and questioned the status of the bid for stormwater drainage improvements. City Manager
Baldwin responded the notice will be in Monday's newspaper.
Vice-Mayor Brandimarte noted there is some negativity in the City; we are not prepared for any
kind of response when something unexpected happens in our City.
Vice-Mayor Brandimarte said she is disappointed that the COPS cars are not back in the
neighborhoods and changes to the program have not been made.
Vice-Mayor Brandimarte commented about a letter in her mailbox at City Hall, asking for a
$200.00 donation for shirts; she does not want letters without a return address placed in her
mailbox.

11.4 Mayor Duke
Mayor Duke questioned the timeframe for the Meadowbrook project. Public Services Director
Dominic Orlando said Phase I construction would take 6-7 months.
Mayor Duke commented about the State of the City video that was filmed yesterday.
Mayor Duke noted the day docks at the marina are now open.
Mayor Duke thanked everyone in the audience for attending this meeting.

There were no appointments at this meeting.
13. Administrative Reports
13.1 City Manager
City Manager Baldwin noted his Executive Assistant will schedule Goals and Objectives
meetings with each Commissioner.
City Manager Baldwin also noted the BSO contract expires in September, and negotiation of a
new contract needs to start soon.
13.2 City Attorney
City Attorney Ansbro had no additional comments.
