A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA
BEACH, FLORIDA, APPROVING THE APPROPRIATION AND USE OF
FEDERAL LAW ENFORCEMENT TRUST FUNDS IN AN AMOUNT NOT TO
EXCEED$10,000.00 FOR A DANIA BEACH POLICE EXPLORER PROGRAM;
PROVIDING FOR CONFLICTS;FURTHER,PROVIDING FOR AN EFFECTIVE
DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA
BEACH,FLORIDA:
Section 1. That the recommendation from Broward Sheriff's Office Chief Kevin
Granville,District II,of the City of Dania Beach to expend funds from the Federal Law Enforcement
Trust Fund in an amount not to exceed$10,000.00 to cover costs associated with the Dania Beach
Police Explorer Program,as outlined in the attached composite Exhibit"A",which is made a part of
and is incorporated into this Resolution by this reference, is approved.
Section 2. That these costs have not been planned or reflected in the current year
approved budget; therefore, upon receipt of the appropriation described in Section 1 above, Chief
Kevin Granville is authorized to expend such funds for the specific purposes set forth in Exhibit"A".
Section 3. That funds for this expenditure shall be expended from available cash
balances from the City's Federal Law Enforcement Trust Fund—Machinery&Equipment Account,
Account No. 109-21-01-521-64-30 in an amount not to exceed$10,000.00.
Section 4. That all resolutions or parts of resolutions in conflict with this Resolution are
repealed to the extent of such conflict.
Section 5. That this Resolution shall be in force and take effect immediately upon its
passage and adoption.

Subject: LETF Request— Police Explorer Program
Parents, Teachers and law enforcement professionals are constantly seeing ways to expose
teenagers to positive values and role models. The Law Enforcement Explorers Program at the
Broward Sheriff's Office provides a positive example of how adult intervention can instill
responsibility, leadership, teamwork, and self-reliance.
The program works with teens and young adults (16-21 years of age) by allowing them to interact
with law enforcement and other community advisors in a serious, regimented atmosphere where the
students can demonstrate their personal initiative.The program offers young adults the opportunity
to learn and experience lawful citizenship as they participate side-by-side with certified Sheriff's
Office Deputies in ongoing training and community service projects.
Participants begin their involvement with a 40 hour Basic Law Enforcement Explorers Academy
training program, followed by a 6 month probationary period. Weekly meetings include a uniform
inspection and training seminars.
Explorers who complete their training participate in a variety of community policing projects including
child fingerprinting, school safety seminars and crime prevention programs. Explorers can also
assist in various law enforcement details including traffic control and searches. Explorers 16 years of
age and older may be scheduled to ride with BSO patrol deputies during normal shifts.
The City of Dania Beach will have its own Explorer Post and recruit members from our own City.
Initial costs involve an initial Charter (basic training), registration and initiation into the Florida
Sheriff s Explorer Association (FSEA) as well as uniform and human resource costs.
After the Post is developed costs may be reduced by fundraising events.
The startup costs for the first year of the Dania Beach Explorer Post are estimated to be$19,204.
The initial three year cost is estimated to be$57,612. 1 am requesting that the City of Dania Beach
allocate$10,000 in Law Enforcement Trust Funds to support the startup costs for 2014.A request
from the Broward Sheriffs Law Enforcement Trust Fund is also being processed for additional
funding but will not be available until May 1, 2014.
