PARKS, RECREATION & COMMUNITY AFFAIRS BOARD
MINUTES OF MEETING
TUESDAY, DECEMBER 17, 2013 6:00 P.M.
1. Call to Order
Jimmy Peterman called the meeting to order at 6:04 p.m.
2. Roll Call
Members Present:

Debra McElyea
Ivie Cure made a motion to excuse Tim Pelott from the December 17,2013 meeting,
seconded by Clare Frost. All favored. Motion passed unanimously.

3. Citizen Comments
No comments
4. Approval of Minutes for November 19,2013 Meeting
Chris Barile made a motion to approve the November 19,2013 minutes. Ivie Cure
seconded. All favored. Motion passed unanimously.
Veronica made a correction on the November 17, 2013 minutes. She stated that she will
be having her banquet at C.W. Thomas Park on Saturday, February 8, 2014.
5. Department Update and Discussion
Mark gave an update on C.W. Basketball Court Project are still on the way. He noted
that hopefully project will be completed before the Holiday. He also noted that the Dr.
Martin Luther King Parade and activities will be at C.W. Thomas Park. Mark noted that
the banquet will take place at the I.T. Parker Community Center on Friday, January 17,
2014 at 7p.m. and on Monday, January 20, 2014 the breakfast will start at 7a.m. at C.W.
Thomas as well as the parade starting promptly at 9a.m.

6. New Business
No new business discussed.
7. Old Business
Mark advised that Tim Pelott felt like it is a lot of pressures when approving fee waivers
and thinks that the board should let the applicant do their presentation and have Mark
Felicetty contact the applicant on the following day with fee waiver decisions.
The board is also concerned with the Sunshine Law regarding this issue being that the
meeting is open to the public.
Jimmy suggested that the board should discuss this issue in the next meeting.
Clare questioned how did the Holiday Flea Market go and she also asked do people show up
and not pay?
Mark advised Clare that they try not to turn people away, but they do allow them to park on
NE 1" and pull up on the sidewalk on the grass to unload when all the parking spaces are
taken. He also advised that the Parks and Recreation Department had an issue with the clay
being placed in the parking lot on Fronton, so he had Public Service to remove it.
Clare questioned the happenings at Mullikan Park.
Mark advised Claire that BSO installed a camera for trespassers.
8. Adiournment
Jimmy Peterman adjourned the meeting at 6:35 p.m.
Next meeting will be held at Frost Park on January 21,2014 @6 p.m.
