A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH,
FLORIDA, SUPPORTING THE DESIGN AND CONSTRUCTION OF PROPOSED DANIA
BEACH MULTI-MODAL ENHANCEMENTS WITH TRANSPORTATION ALTERNATIVE
PROGRAM FUNDING; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN
EFFECTIVE DATE.

Re: FDOT/MPO Transportation Altemative Program (TAP)
Background:
Transportation Alternatives Program (TAP) authorized under Section 1122 of MAP-21 (23
U.S.C. 213(b), 101(a)(29)) provides funding for programs and projects defined as transportation
alternatives, including on- and off-road pedestrian and bicycle facilities, infrastructure projects
for improving non-driver access to public transportation and enhanced mobility, community
improvement activities, and environmental mitigation; recreational trail program projects; safe
routes to school projects; and projects for the planning, design or construction of boulevards
and other roadways largely in the right-of-way of former Interstate System routes or other
divided highways. The program will be administered by the Metropolitan Planning Organization
(MPO).
The City of Dania Beach and the Dania Beach Community Redevelopment Agency (DBCRA)
would like to ensure that the City is in the running to compete for some of the approximately
$4.4 million dollars that will be available in FY 2017-2018. City Management and the DBCRA
have determined that based on the criteria listed for the funding, that the Sun Garden Isles
neighborhood would be our area of choice due to the fact that a major component of the grant
entails providing safe pedestrian friendly routes to local schools for our local children.
The grant will be for sidewalk/bike/ pedestrian improvements in the Sun Garden Isles
neighborhood west of the FEC tracks from Old Griffin down to Stirling Road. The maximum
funding amount is approximately$1,000,000. The minimum amount of the grant is $250,000.
Based on the cost estimates provided by our engineering consultants the amount that would be
requested in our application which is due on March, 28th 2014 is approximately $621,641.
If the City is awarded the grant, it would be based on a reimbursement basis.
Recommendations:
Approval of the resolution supporting the City of Dania Beach's application for the TAP
Grant from the FDOT.
RESOLUTION NO. 2014-024
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA
BEACH, FLORIDA, SUPPORTING THE DESIGN AND APPROVING THE
GRANT APPLICATION FOR FUNDING OF THE CONSTRUCTION OF
PROPOSED DANIA BEACH MULTI-MODAL ENHANCEMENTS WITH
TRANSPORTATION ALTERNATIVE PROGRAM FUNDING; PROVIDING
FOR CONFLICTS; PROVIDING FOR FUNDING; FURTHER, PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, walking helps s meet the g P goals of Chapter 339.175 Florida Statutes —
Metropolitan Planning Organization — to serve the mobility needs of people while minimizing
transportation related fuel consumption and air pollution; and
WHEREAS, the Center for Disease Control (CDC) encourages people to walk for
fitness,transportation and fun; and
WHEREAS, the Transportation Alternatives Program of the Florida Department of
Transportation ("FDOT") named in this resolution is an eligible activity under the Moving
Ahead for Progress in the 21 st Century(MAP 21) Program; and
WHEREAS,the City supports this project and desires to receive grant funding awards to
help pay for costs of construction; and
WHEREAS, the City has agreed to fund all project development, environmental analysis
and design costs separate from the cost of land acquisition and construction for an estimated one-
time total of$130,000.00; and
WHEREAS, the City of Dania Beach has agreed to fund all on-going annual
maintenance costs for this Transportation Alternatives Program project after construction for an
estimated annual total of$50,000.00;
NOW,THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH,FLORIDA:
Section 1. That the proper officials are authorized to submit an application for
Transportation Alternatives Program funding to the Florida Department of Transportation, to be
used to improve multi-modal facilities in the City of Dania Beach, Florida.
Section 2. That the City commits to providing matching funds in an amount of up to
$90,613.50 for this project as specified in the City's Transportation Alternatives Program
application with funds to be transferred from the General Fund, General Services Department,
Contingency account#001-18-00-519-99-10 .
Section 3. That all resolutions or parts of resolutions in conflict with this Resolution
are repealed to the extent of such conflict.
Section 4. That this Resolution shall be in force and take effect immediately upon its
passage and adoption.
