A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA
BEACH, FLORIDA, AUTHORIZING THE PROPER CITY OFFICIALS TO
PURCHASE AN ADDITIONAL FIVE (5) PARKING METERS FOR USE BY
THE PARKING ENFORCEMENT DIVISION FROM HARRINGTON
RESOURCES, INC. D/B/A PARKER SYSTEMS, USING AVAILABLE
COMPETITIVE PRICING PROVIDED UNDER A LEE COUNTY
CONTRACT AWARDED ON AUGUST 1, 2013, RESULTING FROM BID
NUMBER IFB130392; AUTHORIZING ACCEPTANCE OF A LOWER
METER PER-UNIT PRICE; WAIVING COMPETITIVE BIDDING AND
AUTHORIZING CITY OFFICIALS TO PROCEED WITHOUT
ADVERTISEMENT FOR BIDS IN AN AMOUNT NOT TO EXCEED SIXTY-
THREE THOUSAND FIVE HUNDRED NINETY-FIVE DOLLARS
($63,595.00); PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR
AN EFFECTIVE DATE.
WHEREAS, the Charter of the City of Dania Beach, Part III, Article 3, Section 4,
Subsection 0), authorizes the City Manager to purchase supplies, services, equipment and
materials for the City government in amounts in excess of the established monetary threshold
without competitive bidding and without advertisement for bids if he is authorized to do so in
advance by a resolution adopted by the City Commission, and if such purchases are made
pursuant to a competitive bid obtained within the last eighteen (18) months by other government
agencies such as the Federal Government, State of Florida, or a Florida municipality or county;
and
WHEREAS, the Dania Beach Code of Ordinances, Chapter 2, Article 1, Section 2-10,
"Monetary thresholds for certain purchases and payment disbursement authorizations",
Subsection(a), sets the monetary threshold or limitation at$25,000.00; and
WHEREAS, the City Manager has determined that a purchase of an additional five (5)
parking meters can be made at the least cost to the City from Harrington Resources Inc. d/b/a
Parker Systems, using available pricing through a Lee County Contract awarded on August 1,
2013, resulting from Bid Number IFB130392, which pricing has been further reduced to the City
of Dania Beach following City staff discussions with the supplier; and
WHEREAS, additional funds for this purchase need City Commission approval in an
amount of$63,595.00 for the purchase of the five additional parking meters in the City's Parking
Fund that may be accomplished by transfer of available appropriation balances from Parking
Fund, Reserves for Future Capital, Account #404-45-545-02-99-70 into Parking Fund, Capital
Equipment, Account #404-45-02-545-64-30; this additional purchase will add to the seven (7)
new parking meters purchased over the past nine months and will complete the City's
replacement of all twelve parking meters at Dania Beach Ocean Park;
NOW, THEREFORE,BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH,FLORIDA:
Section 1. That the above"Whereas"clauses are true and correct and they are made a
part of and incorporated into this Resolution by this reference.
Section 2. That the City Commission approves the purchase of an additional five (5)
parking meters from Harrington Resources Inc. d/b/a Parker Systems, referencing a competitive
bid process identified above conducted by Lee County, and further reducing the per-unit meter
price amount to $12,719.00,resulting in a total purchase amount of$63,595.00.
Section 3. That funding for the additional five (5) parking meters to replace the last
remaining five (5) existing older parking meters will be provided by a transfer of available
appropriations from Parking Fund, Reserve for Future Capital, Account #404-45-02-545-99-70
into the Parking Fund, Capital Equipment, Account #40445-02-545-64-30 in the amount of
$63,595.00.
Section 4. That all resolutions or parts of resolutions in conflict with this Resolution
are repealed to the extent of such conflict.
Section 5. That this Resolution shall become effective immediately upon its passage
and adoption.
