Home My WebLink AboutR-2014-055 - Approved the Appropriation & Use of City Federal Law Enforcement Trust Funds not to exceed $7,500.00 for the Purchase of Smartwater Home-Coding Instant Tracker Kits RESOLUTION NO. 2014-055 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, APPROVING THE APPROPRIATION AND USE OF AVAILABLE CITY FEDERAL LAW ENFORCEMENT TRUST FUNDS IN AN AMOUNT NOT TO EXCEED $7,500.00, FOR THE PURCHASE OF SMARTWATER HOME-CODING INSTANT TRACER KITS;PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH,FLORIDA: Section 1. That the recommendation from Broward Sheriff s Office Acting Police Chief Lt. James Murray, District 11, of the City of Dania Beach to expend funds from the Federal Law Enforcement Trust Fund in an amount not to exceed $7,500.00,to cover costs associated with the purchase of SmartWater Home-Coding Instant Tracer Kits, as outlined in the attached composite Exhibit "A", which is made a part of and incorporated into this Resolution by this reference, is approved. Section 2. That these costs have not been planned or reflected in the current year approved Police services budget;therefore,upon receipt of the appropriation described in Section 1 above, Lt. James Murray is authorized to expend such funds for the specific purposes set forth in Exhibit"A". Section 3. That funds for this expenditure shall be expended from available cash balances in the City's Federal Law Enforcement Trust Fund—Machinery& Equipment Account, Account No. 109-21-01-521-64-30, in an amount not to exceed$7,500.00. Section 4. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 5. This request is for the purchase of 300 Home-Coding Instant Tracer Kits and 40 SmartWater signs which include warning stickers and registration forms.As the city moves forward with different crime initiatives for deterrence, this will aid law enforcement in identifying stolen property and assist in crime prevention. Furthermore, by the use of SmartWater, property items that normally do not have serial numbers or significant ways to be positively identified can be identified back to the true owner. This is another resource in which the Broward Sheriffs Office Dania Beach District can enhance the quality of life for its residents and businesses. Currently one (1) Broward Sheriffs District and six(6) municipalities in Broward County as well as several cities in Palm Beach and Dade County have adopted this crime prevention and identification program. The uniqueness of this identifying liquid is that its easy to apply to valuables and equipment, has proven durability and is invisible after drying. The signature of the liquid is easily traced through a database only accessible to Law Enforcement to rejoin the property back to the victim.All the training is provided by our SmartWater CSI law enforcement representative on how to apply the solution, spot it and collect a sample for identification. If approved,the total amount of this request would not exceed $7,500.00 and the quote from SmartWater CSI in attached. Additionally, I have attached our most recent LETF Fund Balance Sheets showing a balance of$44,916.10 in state funds and $112,294.43 in federal funds.
