HomeMy WebLinkAboutR-2014-076 - Renewal of Comprehensive Property/Liability Insurance Coverage Package & Workers' Compensation thru Brown & Brown d/b/a Public Risk Insurance Agency (PRIA) RESOLUTION NO. 2014-076 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE RENEWAL OF THE COMPREHENSIVE PROPERTY/LIABILITY INSURANCE COVERAGE PACKAGE AND WORKERS' COMPENSATION INSURANCE FOR THE CITY OF DANIA BEACH, FLORIDA, THROUGH BROWN & BROWN DB/A PUBLIC RISK INSURANCE AGENCY ("PRIA"), WITHOUT COMPETITIVE BIDDING AND WITHOUT THE ADVERTISEMENT FOR BIDS, SUCH PACKAGE TO INCLUDE COVERAGE FOR PROPERTY AND CASUALTY, CRIME, EMPLOYEE DISHONESTY, GENERAL LIABILITY, AUTOMOTIVE LIABILITY AND PHYSICAL DAMAGE, PUBLIC OFFICIALS' LIABILITY, EMPLOYMENT PRACTICES' LIABILITY AND WORKERS' COMPENSATION, FOR A COMBINED TOTAL AMOUNT OF $861,389.00 FOR COVERAGE BEGINNING OCTOBER 1, 2014 THROUGH SEPTEMBER 30, 2015; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Dania Beach (the "City") currently obtains its comprehensive insurance package and Workers' Compensation Insurance coverage through Public Risk Insurance Agency("PRIA"); and WHEREAS, PRIA has worked with the City Administration in cost containment during the current year while extending coverage for major undertakings such as the Marina Project; and WHEREAS, PRIA is offering to renew the City's existing comprehensive insurance package and Workers' Compensation coverage for one (1) year beginning October 1, 2014 through September 30, 2015, at a cost of approximately$861,389.00; and WHEREAS, PRIA insurance consultants were important resources to the City's Safety Program, and its efforts were factors in the National Council on Compensation Insurance (NCCI) experience modification rating which remains below 1.0 at a rate of .79, which minimized the City's Workers' Compensation insurance premium; and WHEREAS, PRIA's ability to extend a renewal offer with a premium reduction for a fourth consecutive year and the continuation of its prompt and professional assistance to City Administration warrants renewal of its services; of paramount importance to the City Administration is the responsiveness of insurance consultants rendering guidance for risk/liability concerns on major contractual agreements, special events, construction projects, advice on appropriate vendor insurance requirements appearing in bids, and review of City vendor's insurance compliance and bid specifications; and WHEREAS, City Administration recommends that the City Commission approve the insurance coverage extension offered by PRIA; and WHEREAS, City Administration has determined that PRIA has provided and continues to provide a responsive and responsible level of care and customer service to the City of Dania Beach; and WHEREAS, City Administration was unable to seek proposals as a consequence of time restraints which resulted due to Administration's concerted efforts to modify the City's healthcare plans; and WHEREAS, City Administration, therefore, recommends that the City Commission waive competitive bidding and the advertisement for bids, and fiuther authorize the renewal with PRIA for the coming fiscal year beginning October 1, 2014; NOW,THEREFORE,BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH,FLORIDA: Section 1. That the City Commission of the City of Dania Beach approves the renewal of the City's Comprehensive Insurance Package through Public Risk Insurance Agency, such package to include coverage for Workers' Compensation, Property and Casualty, Crime, Employee Dishonesty, General Liability, Automotive Liability and Physical Damage, Public Officials' Liability, and Employment Practices' Liability for the period October 1, 2014 through September 30, 2015 in a total amount of$861,389.00. Section 2. That the cost of this insurance coverage, which amount anticipates annual adjustments needed for coverage due to changes to City real property inventory, is planned, appropriated and made available through appropriate allocation charges to City Funds in the FY 2014-2015 budget. Section 3. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. 2 RESOLUTION#2014-076 Section 4.
