Call to Order/Roll Call Mayor Salvino called the meeting to order at 7:00 p.m. Present: Mayor: Marco A. Salvino, Sr. Vice-Mayor: Bobbie H. Grace Commissioners: Chickie Brandimarte Walter B. Duke, III Albert C. Jones City Manager: Robert Baldwin City Attorney: Thomas Ansbro City Clerk: Louise Stilson 2. Invocation and Pledge of Alle ig ance Vice-Mayor Grace gave the invocation followed by the Pledge of Allegiance to the United States Flag. 3. Presentations and Special Event Approvals 3.1 Special Event request from the American Diabetes Association to use Frost Park as a rest stop for bicyclists during the "Tour de Cure" fundraiser to be held on November 23, 2014 from 8:00 a.m. - 5:00 p.m. The applicant is requesting a special event fee waiver for$150.00. Vice-Mayor Grace motioned to approve the Special Event request for the American Diabetes Association; seconded by Commissioner Jones. The motion carried unanimously. 3.2 Fee Reduction request for the Southern Handcraft Society to utilize the I.T. Parker Community Center on September 23-26, 2015. The hard cost to utilize the I. T. Parker Center for a (4) day period is $4,800.00, and the Parks, Recreation and Community Affairs Advisory Board unanimously approved a fee reduction in the amount of$1,200.00. Vice-Mayor Grace motioned to approve the fee reduction request of $1,200.00 for the Southern Handcraft Society, as recommended by the Parks, Recreation and Community Affairs Advisory Board; seconded by Commissioner Jones. The motion carried unanimously. 3.3 Special Event request from Hart-T-Tree Farms for a "Christmas Tree Sale" at 922 S. Federal Highway, effective November 24, 2014 through December 24, 2014, from 9:00 a.m. to 9:00 p.m. daily Vice-Mayor Grace motioned to approve the Special Event request for Hart-T-Tree Farms; seconded by Commissioner Jones. The motion carried unanimously. 4. Proclamations There were no proclamations at this meeting. 5. Citizen Comments Lorraine Rafanello, 121 SE 3`d Avenue#203, welcomed Mayor Salvino to the Commission. Kristin Dridge, 227 SE 8d' Street, on behalf of the Friends of the Library, invited everyone to become members, and spoke of the 2015 Walk for the Library. Terry Hale-Hicks, 331 SW 2nd Avenue, asked everyone to become Friends of the Library. She spoke on behalf of the Aging and Disabled Resource Center, and encouraged the Donation Review Committee to provide funding for the agency. Tom Popescu, 38 SE 15d' Street, complained about the $5,600.00 permit fees to install a water meter at 29 E. Sheridan Street, and asked the Commission to look into it. Tamara James, 255 NW Tamara James Avenue, congratulated the Commission on their fresh start. She commented she is hosting another DUGGY Day event on December 20d' at CW Thomas Park, and asked the Commission to waive the permit fees. She also asked if a speed hump on 2nd Street near the school could be changed into a speed bump. Anna Gisberg, 141 NW 1st Avenue, announced the annual Turkey distribution for Dismas Charities. Vice-Mayor Grace questioned the timeframe to address the fee waiver for Tamara James. City Manager Baldwin noted it could be on the December 9d`agenda. A brief discussion ensued. Vice-Mayor Grace motioned to approve the special event for Tamara James; seconded by Commissioner Brandimarte. Public Safety Reports Captain Kevin Granville, BSO Chief of Police, announced the Dania Beach READS grand opening event, and spoke of recent crime activity in the City. He thanked the City and Commission for their support during the bereavement of Deputy Connie Bell. Commissioner Brandimarte asked Chief Granville if something could be done about the men loitering in the Winn Dixie plaza. Chief Granville said he will have the property manager sign a No Trespassing affidavit and enforcement can then proceed. Chief Granville addressed the locating of crime cameras pursuant to Commissioner Jones' past request. Sean Brown, Battalion Chief, BSO Fire Rescue, noted the Moonlight Classic Car Show was a great success. 7. Minutes of Regular Meeting 4 Dania Beach City Commission Tuesday,November 18,2014—7:00 p.m. City Attorney Ansbro read the title of Resolution#2014-109. Commissioner Jones read the resolution in its entirety, and encouraged the Commission to approve the resolution in support of a Dania Beach resident. State Representative Joe Gibbons noted he represented the City of Dania Beach for two years while he was a representative and was actively involved in renaming the road as Dr. Von Mizell Drive. Commissioner Jones motioned to adopt Resolution #2014-109; seconded by Vice-Mayor Grace. City Attorney Ansbro read the title of Resolution#2014-112. Commissioner Duke motioned to adopt Resolution #2014-112; seconded by Commissioner Jones. Commissioner Jones questioned awarding the bid to the highest bidder. Mark Felicetty, Director of Parks and Recreation, reviewed the four bidders who submitted proposals, and noted Jeff Ellis was the most responsible responder, even though they were the highest bidder. (FIRST READING) City Attorney Ansbro read the title of Ordinance#2014-018. Corinne Lajoie, Principal City Planner, provided an overview of the proposal. The Commission noted they had been contacted by the applicant. Mayor Salvino opened the Public Hearing. Seeing as there was no one to speak in favor or opposition, he closed the Public Hearing. Commissioner Duke motioned to adopt Ordinance #2014-018, on first reading; seconded by Commissioner Jones. Discussion and Possible Action 10.1 Discussion to establish a new Charter Review Board—Vice-Mayor Grace Vice-Mayor Grace asked the Commission to reestablish the Charter Review Board so that the same problem we had in filling the vacancy on the City Commission would not happen again. Commissioner Jones agreed that we should move forward; however, he requested a workshop in order to provide direction for the board prior to appointments being made. Commissioner Duke said when the board convened in 2009, he had suggested that outside counsel be sought. He requested the City Attorney look for outside counsel because he is extremely busy with other City business. Commissioner Duke agreed on holding a workshop. Mayor Salvino agreed on a workshop and for the City Attorney to seek outside counsel. Commissioner Brandimarte questioned the process from 2009, and agreed that we should have outside counsel and a workshop. Minutes of Regular Meeting Dania Beach City Commission Tuesday,November 18,2014—7:00 p.m. The Commission concurred the workshop would be in early January. City Attorney Ansbro advised the Charter issues would require a referendum ballot. 11. Commission Comments 11.1 Commissioner Brandimarte Commissioner Brandimarte commented that she is receiving compliments on the road paving in the southeast area and on Oasis projects east of Federal Highway. Commissioner Brandimarte spoke of a recent Ethics class she attended. Commissioner Brandimarte noted complaints she received about the new marina: no lights along the marina, no internet service, and no key to the Captain's Lounge. City Manager Baldwin noted all issues are being addressed. 11.2 Commissioner Duke Commissioner Duke had no comments. 11.3 Commissioner Jones Commissioner Jones thanked the City Manager for sharing an article on Dania Beach that was in a marine magazine. He commented on the improvement of the marina, which was done without taxpayer dollars. Commissioner Jones spoke of the harvest festival at the PATCH community garden. Commissioner Jones provided an update on road construction scheduled over the holidays. 11.4 Vice-Mayor Grace Vice-Mayor Grace spoke of recent and upcoming community and social events. Vice-Mayor Grace addressed the fees charged by the City, and said we are not friendly when it comes to the permitting process. Vice-Mayor Grace noted that she has asked for two years that bulk pickup dates be listed on the water bills. Vice-Mayor Grace thanked the Commission for their open mindedness on the Oasis projects throughout the City, and said more projects would be done. Minutes of Regular Meeting 7 Dania Beach City Commission Tuesday,November 18,2014—7:00 p.m. Vice-Mayor Grace thanked staff for the Halloween party at CW Thomas Park and for the 11t' Avenue Oasis project. 11.5 Mayor Salvino Mayor Salvino commented on events he attended on Veterans Day, along with Commissioners Duke, Jones and Grace. Mayor Salvino noted he attended the swearing-in ceremony for Tim Ryan as the Mayor of the Broward County Commission. Mayor Salvino said the Moonlight Classic Car Show was amazing. Mayor Salvino thanked everyone for allowing him to sit in the Mayor seat, and added he will do his best for the residents of Dania Beach. 12. Appointments Airport Advisory Board Commissioner Brandimarte reappointed Bob Mikes and Rae Sandler. Commissioner Duke reappointed Douglas Hasty and Mark LaRocca. Commissioner Jones reappointed Betty Sokol, Tony Moultry and Randy Wright. Vice-Mayor Grace reappointed Bruce Hannover and John Whitten, and appointed Michael Kassower. Creative Arts Council Vice-Mayor Grace reappointed Luis Rimoli. Education Advisory Board Vice-Mayor Grace reappointed Lucye Penn. General Employees Pension Board Roslyn Curry was appointed to replace Myrtle Corbin. Vice-Mayor Grace was appointed as the Commission representative. Grant Advisory Board Minutes of Regular Meeting 8 Dania Beach City Commission Tuesday,November 18,2014—7:00 p.m. Vice-Mayor Grace appointed Kim Ford. Mayor Salvino appointed Charles Camacho. Green Advisory Board Vice-Mayor Grace reappointed Terry Hale-Hicks. Mimi Donly and Isaac Gathers were appointed as Alternates. Marine Advisory Board Commissioner Brandimarte reappointed Randy Wright, Arthur Perseo and Carol Stokrocki. Commissioner Duke reappointed Peggy McKenna and Mark LaRocca. Commissioner Jones appointed Brenda Blackmon. Vice-Mayor Grace reappointed Albert Owler and Craig McAdams, and appointed Clive Taylor. Nuisance Abatement Board Commissioner Brandimarte reappointed Teddy Bohanan. Vice-Mayor Grace reappointed Robert Covington. City Attorney Ansbro reviewed the purview of the board, which is governed under state law, and said most cities do not use this board anymore; they use code Special Magistrates instead. He noted he would meet with Chief Granville to determine if cases are going to be developed for this board or if they do go to the Special Magistrate. He recommended holding-off on appointments to the board until staff brings back additional information. Parks Recreation and Community Affairs Advisory Board Commissioner Brandimarte reappointed Jimmie Peterman and Debra McElyea. Commissioner Duke reappointed Judy Jensen. Commissioner Jones reappointed Clare Frost and Chris Barile. Vice-Mayor Grace reappointed Veronica Larkins and A. Ivie Cure. Planning and Zoning Board Commissioner Brandimarte reappointed Randy Wright. Administrative Reports 13.1 City Manager City Manager Baldwin noted the marine speed zones in our ordinance do not comport with the State's FWC requirements, and the Marine Advisory Board will be asked to recommend speed zones in our waterways.
