DANIA BEACH CITY COMMISSION
TUESDAY, DECEMBER 9, 2014 - 7:00 P.M.
1. Call to Order/Roll Call
Mayor Salvino called the meeting to order at 7:00 p.m.

2. Invocation and Pledge of Allegiance
Reverend Doctor G. Bernard Pope, First Bethel Baptist Church of Dania Beach, gave the
invocation followed by the Pledge of Allegiance to the United States Flag.
3. Presentations and Special Event Approvals
1. Special Event request for the Miami Dolphins "Dolphins Cycling Challenge" event,
which will be escorted through the City of Dania Beach by the Florida Highway Patrol,
on February 7, 2015.
2. Special Event request from TNT Fireworks for a "Return Center New Year's" event,
which will be held at TNT Fireworks, 768 E. Dania Beach Boulevard, effective January
1, 2015 through January 3, 2015, from 9:00 a.m. to 5:00 p.m. daily.
Commissioner Duke motioned to approve the Special Events, subject to staff conditions;
seconded by Vice-Mayor Grace. The motion carried on the following 5-0 Roll Call vote:

4. Proclamations
1. The Salvation Army's 150"' Anniversary
Mayor Salvino presented the proclamation to Jim Moyer, Donor Program Manager for the
Salvation Army of Broward County.
5. Citizen Comments
Robin Greco, 5031 SW 29 Way, requested help addressing the airport noise since the opening of
the new runway.
Mark Ross, 4406 SW 35 Avenue, addressed the noise contours at the airport because the planes
are taking off from the north runway, and asked for the Commission's help.
Kristin Dridge, 227 SE 8 Street, President of the Friends of the Library, provided an update of
Library events.
Carolyn Jones, 722 SW 3`d Street, invited everyone to participate in the 2015 MLK events. She
requested a proclamation for the first meeting in January.
Mayor Salvino noted that anyone with questions about the airport should contact Marc LaFerrier,
Director of Community Development, in the atrium for information.
6. Public Safety Reports
Captain Kevin Granville, BSO Chief of Police, reported on an accident that occurred last night
on Bryan Road that sent two young boys to the hospital in critical condition. He provided
information on the vehicle and asked anyone with information to contact BSO.
Commissioner Jones questioned if there was something the County could do on Bryan Road to
increase lighting, and said if not, they should turn it over to the City in order to get something
done.
Commissioner Duke suggested the City incorporate some sort of lighting plan, as well as
drainage, for Bryan Road into the Dania Live development because they will be generating
numerous trips up and down this road.
Sean Brown, Battalion Chief, BSO Fire Rescue, spoke about the dangers of dehydrated
Christmas trees, and provided advice on how to purchase and decorate an indoor tree.

ASSISTANCE PROGRAM GRANT AGREEMENT BETWEEN THE CITY OF DANIA BEACH, FLORIDA,
AND THE FLORIDA INLAND NAVIGATION DISTRICT ("F.LN.D."), IN AN AMOUNT NOT TO EXCEED
$617,495.00, TO BE USED FOR CONSTRUCTION OF THE DANIA BEACH MARINA IMPROVEMENTS -
PHASE II;PROVIDING FOR CONFLICTS;FURTHER,PROVIDING FOR AN EFFECTIVE DATE.
City Attorney Ansbro read the title of Resolution#2014-115.
Commissioner Duke explained this is a reimbursement of a grant, and thanked the Commission
and staff for doing a good job. He noted the marina is providing the taxpayers with a return that
can be used to fix up the beach and bathrooms, as well as to pay off our loan.
Commissioner Duke motioned to adopt Resolution #2014-115; seconded by Vice-Mayor

LOADER FROM TREKKER GROUP BY USING THE PRICING UNDER THE FLORIDA STATE CONTRACT,
WITHOUT COMPETITIVE BIDDING AND WITHOUT ADVERTISEMENT FOR BIDS,IN THE AMOUNT OF
EIGHTY SEVEN THOUSAND FOUR HUNDRED TWO DOLLARS AND 61 CENTS ($87,402.61);

City Attorney Ansbro read the title of Resolution#2014-117.
Commissioner Jones commented there are various items throughout tonight's agenda for
vehicles and equipment that will be purchased, and for the replaced units to be declared surplus.
He felt the residents and Commissioners should be made aware of when the vehicles will be
auctioned, and the outcome of the sale price. He suggested community newspapers, in addition
to the City Manager and website, should be used to inform the residents and businesses.

9. Public Hearings and Site Plans
City Attorney Ansbro gave a general overview of legislative and quasi-judicial items that come
before the Commission.
City Attorney Ansbro advised the remaining items, except for Items #9.3 and #9.4, were quasi-
judicial hearings and swore-in those who would speak. He asked the Commission to disclose
any communication they had on these matters.

Broward County Water Treatment Plant property.

Michael Vonder Meulen, Keith and Associates, Inc., confirmed that Dania Beach residents are
serviced by the facility. He noted the proposed expansion will help with water capacity and
quality, and firefighting.

Mayor Salvino recognized Broward County Sheriff Scott Israel.
Broward County Sheriff Scott Israel addressed the Commission and said he is honored to
announce that violent crime in Broward County has been reduced 14%this year.

City Attorney Ansbro read the title of Resolution #2014-124, Ordinance #2015-003 and
Ordinance#2015-004 because they relate to the same property.
All members of the Commission noted they had been contacted by the petitioner.
Corinne Lajoie, Principal City Planner, provided an overview of the assignment of flex, rezoning
and plat requests for the construction of retail stores on the property.
Scott Backman, attorney for the developer, not the property owner, noted they proactively
reached out to the neighborhood in early November, and the vast majority of the people in
attendance at the meeting were in support of what was being presented.
Mayor Salvino opened the Public Hearings.
Christine Douglas, 4665 SW 38t' Terrace, President of Davis Isles Homeowners Association,
thanked the people who work for Family Dollar for providing photos of what the store would
look like, and thanked the Commission for listening to the residents.
Laura Gumbel noted she wrote to the Commission. She pointed out that the project was
unanimously recommended for approval by staff, the proposal is consistent with the
neighborhood, and the property should not remain residential due to its proximity to the airport.
She felt Family Dollar will be an attractive improvement for the community.
Seeing as there was no one else to speak in favor or opposition, Mayor Salvino closed the Public
Hearings.
Commissioner Duke motioned to adopt Resolution #2014-124; seconded by Commissioner
Jones. The motion carried on the following 5-0 Roll Call vote:

Commissioner Brandimarte wished everyone happy holidays.

Commissioner Duke addressed the improvements at the Marina and the anticipated revenue, as
well as the projected revenue from the Quarterdeck Restaurant, the Pier and beach parking. He
noted the increase in revenues underscores the importance of the Commission making sound
financial decisions with tax dollars. He thanked everyone for coming tonight and extended
happy holidays wishes.

Commissioner Jones spoke of the projects at Collins and Dania Beach Elementary schools.

11.4 Vice-Mayor Grace
Vice-Mayor Grace noted the article in the Dania Beach Press recognizing all the
accomplishments made in the City.
Vice-Mayor Grace spoke of, and thanked everyone who donated to and participated in, the
Thanksgiving Holiday distribution events for those in need.
Vice-Mayor Grace commented she attended the first meeting for the 11O'h birthday celebration
for the City of Dania Beach, which will be held next April. She encouraged all of the
Commissioners to attend one of the meetings in order to provide input for the event. She felt it
would be nice to reach out to the families of the first pioneers to participate.
Vice-Mayor Grace wished everyone a happy holiday season.
11.5 Mayor Salvino
Mayor Salvino said he has been busy during his first month in office, and spoke of events he has
participated in.
Mayor Salvino noted that staff has been extremely helpful and made him feel comfortable.

Commissioner Brandimarte felt this should be revisited; she likes the City Attorney's
recommendation.

13.1 City Manager
City Manager Baldwin reported that the bulk pickup notice cannot be placed on the water bill
this month because of the Arts & Seafood Festival notice; however, it will be posted to the
website and Waste Management will provide magnets with the information.
City Manager Baldwin noted this will be a busy year for the City Commission as there will be
matters coming before them such as: new contracts for fire and police services, residential
garbage pickup services, and work will begin on the waterfront revitalization project. He said
the Commission deserves accolades for all the things they were able to accomplish in the past 5-
6 years.
