HomeMy WebLinkAboutR-2015-001 Authorized purchase of 2 Ford F-250 vehicles for Public Services Dept. not to exceed $69,180.00 from Alan Jay Fleet Sales using Florida Sheriff's Office Contract Nos. 14-12-0904 & 14-22-0904 RESOLUTION NO. 2015-001 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO PURCHASE TWO (2) FORD F-250 VEHICLES FOR THE PUBLIC SERVICES DEPARTMENT IN AN AMOUNT NOT TO EXCEED SIXTY NINE THOUSAND ONE HUNDRED EIGHTY DOLLARS ($69,180.00) FROM ALAN JAY FLEET SALES, USING CURRENT PRICING UNDER THE FLORIDA SHERIFF'S OFFICE CONTRACT NOS. 14-12-0904 AND 14-22- 0904, WITHOUT COMPETITIVE BIDDING AND WITHOUT ADVERTISEMENT FOR BIDS; DECLARING CERTAIN VEHICLES TO BE OBSOLETE, SURPLUS AND NO FURTHER USE TO THE CITY; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Charter of the City of Dania Beach, Part III, Article 3, Section 4, Subsection 0), authorizes the City Manager to purchase supplies, services, equipment and materials for the City government in amounts in excess of the established monetary threshold without competitive bidding and without advertisement for bids if he is authorized to do so in advance by a resolution adopted by the City Commission and if such purchases are made pursuant to a competitive bid obtained within the last eighteen (18) months by other government agencies such as the Federal Government, State of Florida or a Florida municipality or county; and WHEREAS, the Dania Beach Code of Ordinances, Chapter 2, Article 1, Section 2-10, "Monetary thresholds for certain purchases and payment disbursement authorizations", Subsection(a), sets the monetary threshold or limitation at$25,000.00; and WHEREAS, the Dania Beach Public Services Department currently has one (1) 2002 Ford Ranger with 90,674 miles and one (1) 1986 Ford Van with 208,241 miles, which vehicles require a high degree of maintenance and associated costs; and WHEREAS,the Director of the Public Services Department recommends replacement of vehicle no. 301, a 2002 Ford Ranger with VIN - 1FTYR44U82PB10821 and vehicle no. 6000, a 1986 Ford Van with VIN - 1FDKE30LKOGHB19485, and the Director is requesting that the City Commission declare such vehicles to be obsolete, surplus and of no further use to the City; and WHEREAS, the City Commission approved in the FY 2015 budget the purchase of two (2) Ford F-250 vehicles in the amount of Sixty Nine Thousand One Hundred Eighty Dollars ($69,180.00); and WHEREAS, the Director of the Public Services Department has determined that such vehicles can be purchased at the least cost to the City from Alan Jay Fleet Sales without competitive bidding and without advertisements for bids, using current available pricing and terms obtained under the Florida Sheriff's Association Bid Nos. 14-22-0904 and 14-12-0904, which are made a part of and incorporated into this Resolution by this reference; NOW,THEREFORE,BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH,FLORIDA: Section 1. That the foregoing "Whereas" clauses are ratified and confirmed as being true and correct and they are made a specific part of and incorporated into this Resolution by this reference. Section 2. That the proper City officials are authorized to execute a purchase order with Alan Jay Fleet Sales for the referenced vehicles, and that such purchases shall not exceed the total amount of Sixty Nine Thousand One Hundred Eighty Dollars ($69,180.00). Section 3. That funding appropriations were planned and are available from in the City General Fund, Public Services Park Maintenance Division Account No. 001-39-04-539-64- 20 in the amount of$34,590.00 and the City's Water Fund, Water Utility Distribution Division Account No. 401-33-02-533-64-20 in the amount of$34,590.00 for a total appropriation of Sixty Nine Thousand One Hundred Eighty Dollars ($69,180.00). Section 4. That the City Manager is authorized by the City Commission to dispose of the obsolete, surplus vehicles in a manner or method that he determines will generate the most revenue to the City. Section 5. That the City Manager and City Attorney are authorized to make minor revisions to the related purchase documents that are deemed necessary and proper and in the best interests of the City. Section 6. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. 2 RESOLUTION#2015-001 Section 7.
