TUESDAY, JANUARY 13, 2015 - 7:00 P.M.
1. Call to Order/Roll Call
Mayor Salvino called the meeting to order at 7:00 p.m.

2. Invocation and Pledge of Allegiance
Vice-Mayor Grace gave the invocation followed by the Pledge of Allegiance to the United States
Flag.
3. Presentations and Special Event Approvals
3.1 Special Event request for the South Florida Regional Transportation Authority's
annual "Rail Fun Day", to be held at the Dania Beach Tri-Rail Station on Saturday,
January 24, 2015, from 11:00 a.m. - 3:00 p.m.
Commissioner Duke motioned to approve the Special Event; seconded by Commissioner
Jones. The motion carried on the following 5-0 Roll Call vote:

3.2 Special Event request from the Bible House of God Community Outreach Church for
the "B.H.O.G. Community Outreach Festival", to be held at 819 SW J.A. Ely
Boulevard on Saturday, February 28, 2015, from 10:00 a.m. to 3:00 p.m. The
applicant is requesting cones be placed in the middle of the street from 8th Street to
9th Street, in order to slow traffic during the event.
Commissioner Duke motioned to approve the Special Event; seconded by Vice-Mayor
Grace. The motion carried on the following 5-0 Roll Call vote:

3.3 Special Event request from the Community Redevelopment Agency for the "2015
Dania Beach Arts & Seafood Celebration", to be held at Frost Park, on March 21-22,
2015, from 10:00 a.m.-7:00 p.m. The applicant is requesting BSO Police/Fire detail,
road closures on Fronton Boulevard from N.E. 2nd Street to NE 1st Street, and a
special event fee waiver of$150.00.
Commissioner Duke motioned to approve the Special Event; seconded by Commissioner
Jones. The motion carried on the following 5-0 Roll Call vote:

3.4 Special Event request for the MLK Charitable Corporation, Inc. annual "Martin
Luther King Jr. Parade and Activities" event. The Parade will be held on Monday,
January 19, 2015 from 9:00 a.m. - 11:00 a.m., and the activities will be held at C.W.
Thomas Park from 12:00 p.m. - 6:00 p.m. The applicant is also requesting road
closures for 8th Avenue, 1st Street to Federal Highway, Stirling Road and Phippen
Road to 4th Street to Ely Blvd., South on Ely to Phippen Waiters, North to NW 1 st
Street, West to NW 1 st Street to 12th Avenue, as well as cones and barricades along
the parade route, and a BSO Police Escort for the parade and detail at the park.
Vice-Mayor Grace motioned to approve the Special Event; seconded by Commissioner

4.1 Dr. Martin Luther King, Jr. Day—Carolyn Jones
Commissioner Jones presented the proclamation to Carolyn Jones, Director of the MLK
Charitable Corporation, Inc.

Dania Beach City Commission
Tuesday,January 13,2015—7:00 p.m.
Frank Lamont Cornelius/Morris Goldwire, 20 NW 13`" Avenue, thanked the City and BSO for
their assistance and concern during the hit and run accident that occurred on December 8, 2014.
They presented a certificate to BSO and the City Commission on behalf of the Brown family.
Gloria Black, 802 NW 3`d Street, thanked BSO and Frank Austin in Code Compliance, for their
assistance throughout the City.
Kristen Dridge, 227 SE 8`h Street, President of Friends of the Library, provided an update of
Library events.
Carolyn Jones, 722 SW 3`d Street, thanked the City and the residents for participating in, and
sponsoring, the MLK event.
6. Public Safety Reports
Captain Kevin Granville, BSO Chief of Police, introduced two new members to Dania Beach
BSO, Deputies Herrera and Martin, and spoke of recent criminal activity. He noted they are still
looking for residents to host driveway initiatives. Captain Granville announced the Smart Water
Program will be offered to residents in the Melaleuca community in February, 2015.
Commissioner Jones responded he would like to have another driveway initiative in the College
Gardens area.
Commissioner Duke told Captain Granville he appreciates what he does for the City.
Sean Brown, Battalion Chief, BSO Fire Rescue, reported that he is back in the City of Dania
Beach.

7.5 ORDINANCE#2015-006

A PROVISION OF THE TIGERTAIL LAKE LEASE AND LICENSE AGREEMENT EXISTING BETWEEN
THE CITY OF DANIA BEACH, FLORIDA AND BROWARD COLLEGE, PERTAINING TO A PROHIBITION
OF FISHING IN THE LAKE; AUTHORIZING THE PROPER CITY OFFICIALS TO EXECUTE A THIRD
AMENDMENT TO THE AGREEMENT; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN

Mayor Salvino stated he is against the fishing ban. He suggested the lake be split for fishing on
one side, and the dog park on the other side.
John Gerber, Broward County, noted their students are getting injured from the fishing hooks.
He conceded fishing could be on the east side of the lake.
Commissioner Jones agreed with Mayor Salvino that we could segregate the beach, and he
would like proof that people are getting injured. He added he wants everyone to be treated
fairly.

Commissioner Brandimarte noted we have 10 lakes on the east side that are bombarded with
beer cans and bottles; she would like fishing to be prohibited at all of those 10 lakes. She agreed
fishing and the other activities should be separated at Tigertail Lake.
City Attorney Ansbro suggested the ordinance be withdrawn, and said staff would work with
Broward College to allocate areas for the various activities.
Mayor Salvino advanced Item#10.1.
10.1 Request for $17,500.00 in funding from the Creative Arts Council Advisory Board to
decorate ten(10)traffic signal boxes
Bo Donley, Chairman of the Creative Arts Council Advisory Board, addressed the Commission
and reviewed the information provided in the agenda packet.
A brief discussion ensued.
Vice-Mayor Grace motioned to approve the request for $17,500.00, with funding from
Commission Contingency; seconded by Commissioner Jones. The motion carried on the
following 5-0 Roll Call vote:

Mr. Donly requested the Commission consider a 1% new development permit fee for art in
public places and designating the atrium as the Dania Beach Atrium Art Gallery in order to
attract more artists.
10.2 Request for a Street Name Co-designation in honor of Reverend W.C. Edcar, for
SW/NW 5th Avenue between SW 1st Street and Old Griffin Road - Colin Donnelly
Colin Donnelly, Assistant City Manager, reviewed the application and requested the
Commission waive the requirement for signatures of residents/property owners within a 1/4 mile
radius.
Commissioner Jones provided a history of W.C. Edcar.
Commissioner Duke motioned to waive the 1/4 mile signature requirement; seconded by
Vice-Mayor Grace.
City Attorney Ansbro announced all that is needed is a consensus, and an ordinance will be
brought forward.

City Attorney Ansbro read the title of Ordinance#2015-002.
Corinne Lajoie, Principal City Planner, provided an overview of the amendments, and noted
there were no changes made since the first reading.
Mayor Salvino opened the Public Hearing. Seeing as there was no one to speak in favor or
opposition, he closed the Public Hearing.
Vice-Mayor Grace motioned to adopt Ordinance #2015-002, on second reading; seconded

City Attorney Ansbro read the title of Ordinance #2015-003 and Ordinance #2015-004, as they
relate to the same property.

11. Commission Comments
11.1 Commissioner Brandimarte
Commissioner Brandimarte commented that we must be vigilant in watching our children, and
expressed her condolences to the members of the Grandpa family. She encouraged everyone to
attend the MLK Parade.
11.2 Commissioner Duke
Commissioner Duke provided an update on projects throughout the City.
11.3 Commissioner Jones
Commissioner Jones expressed condolences to several families.
Commissioner Jones provided an update on matters discussed at the Broward League of Cities
meeting he recently attended.
Commissioner Jones spoke of the upcoming Memorial Healthcare Icon Award event, and the
Dania Elementary Oasis Reading Program kickoff.
Commissioner Jones noted we have to do a better job of cleaning and maintaining the public
right of ways for walkers.
11.4 Vice-Mayor Grace
Vice-Mayor Grace thanked everyone for being kind and generous to the less fortunate.
Vice-Mayor Grace said she hopes the City will work with the County to get lighting and
sidewalks on Bryan Road.
Vice-Mayor Grace asked for an update on the Oasis Project on I Ph Street.
Marc LaFerrier, Director of Community Development, noted there is clean up to be done at all of
the Oasis Projects, and we are trying to get the contractors back out in the next 30 days. He
noted the City will be having week-long events in the Oasis projects to clean up the
neighborhoods.
11.5 Mayor Salvino
Mayor Salvino provided an update of events he attended since becoming Mayor and of
upcoming events.

Mayor Salvino noted Magic City Casino has offered for the City Commission to meet with them
at their location.
Mayor Salvino spoke of his meeting with Sheriff Israel.
Mayor Salvino talked about the airport issues, noting he met with Broward County Mayor Ryan
and Aviation Director Kent George. They have agreed to meet with the residents who are
affected by the airport at the Broward County Convention Center at a date to be determined in
February.
Mayor Salvino spoke about smart development in Dania Beach and noted it is happening in the
cities around us. He asked the Commission if they favored pro-development, and said if they do,
they should have the City Manager and staff work to get a momentum going to resolve problems
and facilitate development.
Commissioner Jones suggested a workshop to discuss how to move forward. Mayor Salvino
agreed.
Commissioner Brandimarte noted she is pro-development and pro-smart development. She
commented it seems there are always code violations that need to be addressed, and they should
be to ensure the safety of the residents. She added she favors holding a workshop.
Commissioner Duke noted we are all open to properly planned and built development; the
Commission has approved almost everything coming before them in the last two years. He
added at some point it is out of our hands and up to the market; sometimes it is not feasible.
Mayor Salvino discussed sea level rise and resiliency planning. He noted FDOT District Four
Lane Elimination Review has set aside $8 million for East Dania Beach Boulevard.
City Manager Baldwin responded Director of Community Development LaFerrier is looking into
it.
Jeremy Earle, CRA Executive Director, briefly explained the project, and noted FDOT needs a
response from the City by April 1st in order to add it to their plan. He said the City Manager and
Director of Community Development LaFerrier will bring something forward at the next
meeting.
12. Appointments
Mayor Salvino asked to be removed from the Police & Fire Pension Board due to time
constraints.
Commissioner Jones said he would make a motion to appoint Commissioner Brandimarte.

Commissioner Duke commented Commissioner Brandimarte's personal finances have not been
great, and she is not the best fit for the board.
Commissioner Jones motioned to appoint Commissioner Brandimarte as the Commission
representative; seconded by Commissioner Brandimarte. The motion carried on the
following 3-2 Roll Call vote:

Nuisance Abatement Board
Commissioner Duke appointed Tommy Popescu.
Planning& Zoning Board
Boisy Waiters Jr. was appointed as an Alternate Member.
Commissioner Jones motioned to approve the appointments; seconded by Commissioner
Duke. The motion carried unanimously.
13. Administrative Reports
13.1 City Manager
City Manager Baldwin reported the receptionist in the lobby is on a trial basis. He noted there
was a break-in at City Hall through the windows on the first floor, and we are looking into
hurricane windows and adding another bathroom on the first floor.
City Manager Baldwin advised Representative Joe Geller wants a district office at City Hall, and
a lease agreement will be brought forward at the next meeting.
Commissioner Jones indicated there will be others wanting space at City Hall, which will be
brought before the Commission at a later date.
City Manager Baldwin added that the legislative agenda should be ready for the next meeting,
and the preliminary design for the Davis Isles Oasis Project has begun.
13.2 City Attorney
City Attorney Ansbro noted the Magic City Casino principal has invited the Commissioners to
go the casino. He suggested they go on a one-on-one basis.
City Attorney Ansbro said Broward County Mayor Tim Ryan will be present at the airport
meeting in February. Notice will be provided by the County and City. He noted this is not just a
City issue; other cities are affected and their residents will be invited also.

airport noise.
