Call to Order/Roll Call Mayor Salvino called the meeting to order at 7:00 p.m. Present: Mayor: Marco A. Salvino, Sr. Vice-Mayor: Bobbie H. Grace Commissioners: Chickie Brandimarte Walter B. Duke, III Albert C. Jones City Manager: Robert Baldwin City Attorney: Thomas Ansbro City Clerk: Louise Stilson 2. Invocation and Pledge of Allegiance Commissioner Jones gave the invocation followed by the Pledge of Allegiance to the United States Flag. 3. Presentations and Special Event Approvals There were no presentations or special event approvals on the agenda. 4. Proclamations There were no proclamations at this meeting. 5. Citizen Comments Clive Taylor, 642 NE 3rd Street, provided an update on the Vintage Motorcycle Show that will be held this Saturday, January 31, 2015. Kristin Dridge, 227 SE 8d' Street, President of the Friends of the Library, provided an update of library events. Rae Sandler, 1433 Argonaut Isles, president of the Melaleuca Gardens Homeowners' Association, addressed the asbestos issue at Trails End, related to the construction of the Fort Lauderdale-Hollywood Airport. She thanked the City for taking quick action regarding the situation; however, she was upset that the residents of Melaleuca Gardens did not receive immediate notification of the asbestos. Carolyn Jones, 722 SW 3`d Street, thanked the City and residents for their support and participation in the MLK events. 6. Public Safety Reports Captain Kevin Granville, BSO Chief of Police, thanked everyone who participated in Dania Reads. He introduced Sergeant Ken Bowermaster and Detective Ron Herrera, from the Cl unit, and thanked them for painting rooms at Collins and Dania Beach Elementary schools. Captain Granville commented on criminal activity in the City. Vice-Mayor Grace requested that the Happy Family Store be made to close earlier in the evening, in order to cut back on crime. Sean Brown, Battalion Chief, BSO Fire Rescue, reported fire alarm panels are beginning to be stolen again. 7. (SECOND READING) City Attorney Ansbro read the title of Ordinance#2015-005. Mayor Salvino opened the Public Hearing. Seeing as there was no one to speak in favor or opposition, he closed the Public Hearing. Vice-Mayor Grace motioned to adopt Ordinance #2015-005, on second reading; seconded by Commissioner Jones. Vice-Mayor Grace motioned to continue Ordinance #2015-005, Resolution #2015-006, Resolution #2015-007 and Resolution #2015-008 until the March 10, 2015 City Commission meeting at 7:00 p.m.; seconded by Commissioner Jones. City Attorney Ansbro read the title of Resolution#2015-009. Manny Synolovski, representing the applicant, provided an overview of the request. He noted they want to purchase the park for $68,000.00 from the City in order to improve it and make it more accessible to the residents in their community. City Attorney Ansbro clarified that an additional payment of$22,000.00 for the cost of the park equipment is also expected. He noted if they can prove that they contributed to the original cost of the park equipment, they will not have to pay again. Mayor Salvino opened the Public Hearing. Minutes of Regular Meeting 5 Dania Beach City Commission Tuesday,January 27,2015—7:00 p.m. Commissioner Jones motioned to adopt Resolution #2015-009; seconded by Commissioner Duke. Discussion and Possible Action 10.1 Legislative Agenda City Manager Baldwin explained the package includes items from the Florida League of Cities and the Broward League of Cities. Commissioner Jones requested our lobbyists keep us informed on matters related to casinos, as well as keeping us apprised on Chapter 185 and Chapter 175 taxes. 11. Commission Comments 11.1 Commissioner Brandimarte Commissioner Brandimarte thanked City staff for the follow-up on the Trails End issue. Commissioner Brandimarte commented on the events held for the MLK celebration. 11.2 Commissioner Duke Commissioner Duke had no comments. 11.3 Commissioner Jones Commissioner Jones addressed the asbestos issue at Trails End, and asked the City to find out how long the hazardous material has been there. Commissioner Jones spoke of community events and happenings. Commissioner Jones noted February is African-American History Month. Commissioner Jones questioned if and when improvements are to be made along Ravenswood Road, and noted he observed a broken apparatus coming up on the west ramp from Griffin Road, just after the railroad tracks. Commissioner Jones commented on the Arts & Seafood Celebration, and asked if the elevators in the parking garage have been fixed. City Manager Baldwin responded they are working. Minutes of Regular Meeting 6 Dania Beach City Commission Tuesday,January 27,2015—7:00 p.m. 11.4 Vice-Mayor Grace Vice-Mayor Grace thanked staff for working with Broward County in reference to the Trails End issue. She said we need to protect all the residents of Dania Beach. Vice-Mayor Grace commented that since 1985, we have always had elected officials be a part of the MLK Parade and other events. She added we need to be about unity in Dania Beach. 11.5 Mayor Salvino Mayor Salvino provided an update on community events he participated in throughout the City. Mayor Salvino reminded everyone that on February 18th at 6:00 p.m., at the Broward County Convention Center, there will be a meeting with Broward County Mayor Tim Ryan and BCAD staff to discuss issues with the airport. Mayor Salvino thanked the Commission and staff for being helpful during his first few months in office. 12. Appointments Education Advisory Board Vice-Mayor Grace appointed Diane Curry. Vice-Mayor Grace motioned to approve the appointment; seconded by Commissioner Jones. Administrative Reports 13.1 City Manager City Manager Baldwin noted the County failed to meet their responsibility to protect the residents regarding the asbestos issue related to the construction of the Fort Lauderdale- Hollywood International Airport, and outlined the actions taken on the day he learned of the matter. He provided the Commission with a draft copy of a second letter, including a new site location map, he will be sending to Broward County,Administrator Bertha Henry, and asked for their approval on the suggested site for the County to use for their operation of the fill. Minutes of Regular Meeting 7 Dania Beach City Commission Tuesday,January 27,2015—7:00 p.m. After a brief discussion, City Manager Baldwin noted the contaminated material at Trails End is being moved to a landfill. Commissioner Brandimarte said she would like the soil tested in Melaleuca Gardens. City Manager Baldwin noted the City Clerk will set up a workshop to discuss priorities and a preliminary budget report. 13.2 City Attorney City Attorney Ansbro discussed the asbestos issue related to construction debris from Terminal 14 at the Ft. Lauderdale-Hollywood International Airport, and emphasized staff is diligently pursuing answers and information from the County. The Commission consensus was to send the City Manager's letter to the County, and make a public records request to the County for all information. 13.3 City Clerk - Reminders City Clerk Stilson said a workshop would be set up during the latter part of February to discuss priorities. She noted the Commission will be contacted to see when they are available.
