Call to Order/Roll Call Mayor Salvino called the meeting to order at 7:00 p.m. Present: Mayor: Marco A. Salvino, Sr. Vice-Mayor: Bobbie H. Grace Commissioners: Chickie Brandimarte Walter B. Invocation and Pledge of Allegiance Vice-Mayor Grace gave the invocation followed by the Pledge of Allegiance to the United States Flag. 3. Presentations and Special Event Approvals 3.1 Special Event Request from the Oil Spill Response Team for an "Oil Spill Response Training Exercise" to be held on February 26, 2015 from 8:00 a.m. - 4:00 p.m. at Whiskey Creek,North of the Marina. Commissioner Duke motioned to approve the Special Event request for the Oil Spill Response Tem; seconded by Vice-Mayor Grace. The motion carried on the following 5-0 Roll Call vote: Commissioner Brandimarte Yes Vice-Mayor Grace Yes Commissioner Duke Yes Mayor Salvino Yes Commissioner Jones Yes 3.2 Special Event Request from the Friends of the Paul DeMaio Library for their annual "Walk for the Library", to be held Saturday, April 18, 2015 from 9:00 a.m. - 2:00 p.m. The applicant is requesting a Special Event fee waiver for $150.00, BSO escort detail, and BSO Fire Truck for entertainment only. Vice-Mayor Grace motioned to approve the Special Event request for the Walk for the Library, including the Special Event fee waiver for $150.00; seconded by Commissioner Jones. Proclamations 4.1 Black History Month Mayor Salvino read the Black History Month proclamation. 5. Citizen Comments Dan Murphy, 526 E Sheridan, Street #108, Economic Development Manager for Dania Beach, reminded everyone of the upcoming Arts and Seafood Celebration, and encouraged people to volunteer during this event. Carole Morris, Friends of the Library, thanked the Commission for approving the special event for the Friends of the Library. Clive Taylor, 642 NE 3`d Street, thanked the Commission, City, and BSO for their assistance during the Vintage Motorcycle Show. 6. Public Safety Reports Captain Kevin Granville, BSO Chief of Police, advised that snatch and grab robberies are on the rise, and provided an update on other criminal activities. He noted the Sheriffs Office will be having a community event, Uniting Broward Showcase, on March 7, 2015 at Markham Park. Sean Brown, Battalion Chief, BSO Fire Rescue, reported on a meeting with Families in Distress to discuss the Miami Dade CORE program, which is an initiative aimed at partnering faith based organizations with emergency management to help the under-served. He noted Families in Distress is launching a pilot program in Broward County. 7. Bids and Requests for Proposals There were no proposals on this agenda. 9. Public Hearings and Site Plans City Attorney Ansbro advised these items were quasi-judicial hearings and swore-in those who would speak. Addendum 9.3 RESOLUTION#2015-017 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE PROPER CITY OFFICIALS TO EXECUTE AN AGREEMENT WITH PROPERTY OWNER, N & S PROPERTIES LLC, THE OWNER OF PROPERTY LOCATED AT 48 SOUTH FEDERAL HIGHWAY,RELATING TO PARKING SPACES LOCATED IN THE CITY HALL PARKING GARAGE TO BE USED IN CONNECTION WITH THE OPERATION OF A PROPOSED HOTEL TO BE KNOWN AS THE MORRISON HOTEL IN THE CITY OF DANIA BEACH; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. City Attorney Ansbro read the title of Resolution #2015-015, Resolution #2015-016 and Resolution#2015-017, because they relate to the same property. Corinne Lajoie, Principal City Planner, provided an overview of the variances requested, as well as the proposed site plan, as provided in the staff report. Mayor Duke excused himself from the meeting and left at 7:29 p.m. David Miller, Architect for the hotel project, thanked staff for their assistance with this project. He provided an overview of the project, including the pedestrian walkway and access roadway connecting to the City Center complex, and noted that the City Code does not allow for a building being turned sideways. He stated they have received approval from Broward County and the Airport, but are awaiting official approval from the FAA. Mayor Salvino opened the Public Hearings. Bob Mikes, 601 NW 7 h Street, felt we can do a little better on the appearance of the hotel, and noted that we need to consider keeping the feel of small town Dania. Chris Christianson, 5815 SW 39`h Way, spoke in favor of the hotel project because it will bring more money into the downtown area and businesses. Clive Taylor, 642 NE 3rd Street, spoke in favor of the project. Mr. Miller noted they are anxious to get started, and they would like to begin construction immediately. Alvaro Correa, N & S Properties, LLC, noted he is responsible for bringing this hotel to Dania Beach, which they are very happy and pleased to do. He added they are taking a major risk, and asked for the City's support so they can start immediately. Minutes of Regular Meeting 5 Dania Beach City Commission Tuesday,February 10,2015—7:00 p.m. Seeing as there was no one else to speak in favor or opposition, Mayor Salvino closed the Public Hearings. City Attorney Ansbro clarified that there is no second reading of these resolutions. Vice-Mayor Grace motioned to adopt Resolution #2015-015; seconded by Commissioner Brandimarte. Discussion and Possible Action 10.1 City of Dania Beach 1101h Birthday Celebration Mark Felicetty, Director of Parks and Recreation, noted that in July of 2014, staff was directed to explore a 110'h Birthday Celebration. He reviewed the information provided in the agenda packet and asked the Commission for direction. He noted that, depending on the options, costs would be approximately $15,000.00 - $35,000.00. Commissioner Jones commented he does not want an April event; we need to look at November, and anniversaries are generally celebrated at 25, 50 or 75 years, not 110 or 111. He felt 125 years would be better. Commissioner Brandimarte concurred it is an off year. She objected to Option 2, as it would only be for 200 people, and the cost would be $125.00 per person. Additionally, she does not want to interfere with the Relay for Life event, which is usually held in April. Minutes of Regular Meeting 6 Dania Beach City Commission Tuesday,February 10,2015—7:00 p.m. Mayor Salvino said he is not opposed to the 110 year celebration; however, April is too soon. He noted he is not ready to give his approval until he has more information on the program for a November event. Commissioner Jones commented further about having an event in November, which would allow more time to plan. Mayor Salvino added that it could be possible to put together the City Hall event, to include the youth programs and looking for sponsors, in time to be held in April. Commissioner Brandimarte restated she is against having the event at the same time as Relay for Life. Director Felicetty noted that the committee agrees that 60 days is not enough time to plan and prepare for the event. The Commission agreed to have the event in October or November. City Manager Baldwin noted that funding for a November event could be budgeted in next year's budget. 11. Commission Comments 11.1 Commissioner Brandimarte Commissioner Brandimarte commented on the dedication of Mac's Way. 11.2 Commissioner Duke Commissioner Duke was not present. 11.3 Commissioner Jones Commissioner Jones spoke of several activities that he has attended and/or been involved in since the last meeting. 11.4 Vice-Mayor Grace Vice-Mayor Grace had no comments. 11.5 Mayor Salvino Mayor Salvino provided an overview of events he attended throughout the City. Appointments Airport Advisory Board Mayor Salvino appointed Chris Christianson to replace Margaret Murillo. Commissioner Jones motioned to approve the appointment; seconded by Vice-Mayor Grace. The motion carried unanimously. 13. Administrative Reports 13.1 City Manager City Manager Baldwin noted negotiations for police and fire services are going well with BSO; the outstanding issue is the costs. City Manager Baldwin advised that the County Administrator called him today regarding their operation at Trails End, and they cannot relocate to the area suggested by the City. They are still exploring options regarding relocation, but would not make any assurances. 13.2 City Attorney City Attorney Ansbro reported DEP is still awaiting answers from Broward County, and he has made a very detailed public records request to Broward County for the same kind of information. The City Commission will have to authorize the full appropriation from the Commission's contingency account even though there may be offsetting revenue for the event.
