HomeMy WebLinkAboutR-2015-020 - Requested approval for advertisement of the Capital Project known as the Lime Softening Plant Chlorine System Upgrade RESOLUTION NO. 2015-020 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, REQUESTING ADVANCE APPROVAL FROM THE CITY COMMISSION FOR ADVERTISEMENT OF THE CAPITAL PROJECT KNOWN AS THE LIME SOFTENING PLANT CHLORINE SYSTEM UPGRADE; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, Section 2-16 of the City Code of Ordinances provides that the CRA and all City Departments, Divisions and City Staff, prior to placing an item on a City Commission agenda for formal City Commission approval for competitive bidding or for waiver of bidding, shall obtain advance City Commission conceptual approval by Resolution of any proposed capital project or capital purchase appropriated in the City Budget approved by the City Commission when bidding would otherwise be required, and the Resolution shall also identify all sources of planned funding, including appropriations of available cash balances, loans and grants; and WHEREAS,the City has not approved plans or budget appropriations for the anticipated Lime Softening Plant Chlorine System Upgrade Project in the 2014-2015 budget appropriation, and therefore, the Administration has worked to identify funding in the current existing Water Fund appropriations; and WHEREAS, the estimated cost for the hypochlorite conversion is Two Hundred Thousand Dollars and no/100 ($200,000.00); and WHEREAS, the City has been making upgrades to its water treatment plant to address deterioration that has occurred over the life of the plant; and WHEREAS, the City's Water Utility Risk Management Plan noted that the City would replace the chlorine system with hypochlorite or install scrubbers for its disinfection system; and WHEREAS,the City needs to address its risk management plan for chlorine gas; and WHEREAS, City staff believe the hypochlorite system will be safer and easier to operate; and WHEREAS, prig bids were taken by the City and it was decided to split the contract into three project phases: 1) lead paint removal, 2) accelator repairs, and 3) the filter/chlorine system upgrades; and WHEREAS, the first of two phases was bid in early 2013 at lower prices than the combined bids and were completed in January 2014; and WHEREAS, the third phase was held until Phase 1 and Phase 2 were completed; and WHEREAS, the City is ready for the advertisement of the bid known as Lime Softening Plant Chlorine System Upgrade; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH,FLORIDA: Section 1. That the foregoing "Whereas" clauses are made a part of and incorporated into this Resolution by this reference. Section 2. That the City Commission authorizes City staff to proceed with bidding of the capital project known as the Lime Softening Plant Chlorine System Upgrade. Section 3. That funding for this project in a total amount of $200,000.00 is appropriated from available cash resources through a transfer from Water Fund Contingency 401-33-01-533-99-10 to Capital Project Lime Softening Plant — Chlorine System Upgrade 401- 33-41-533-63-10. Section 4. That the Administration recognizes there will be an additional cost for filter repairs following the completion of the Chlorine System Upgrade. Section 5. That all resolutions or part of Resolutions in conflict with any of the provisions of this Resolution are repealed. 2 RESOLUTION#2015-020 Section 6.
