DANIA BEACH CITY COMMISSION
TUESDAY, FEBRUARY 24, 2015 - 7:00 P.M.
1. Call to Order/Roll Call
Mayor Salvino called the meeting to order at 7:00 p.m.

2. Invocation and Pledge of Allegiance
Vice-Mayor Grace gave the invocation followed by the Pledge of Allegiance to the United States
Flag.
Mayor Salvino recognized Representative Evan Jenne, and asked him to speak.
3. Presentations and Special Event Approvals
3.1 Promoting Water Conservation in Dania Beach - Samantha Baker, Broward Water
Partnership Program Manager
Samantha Baker, Broward Water Partnership Program Manager, explained their 2015 campaign
entitled "The Broward Mega Money-Saving, Record-Breaking, Wild Water Switcheroo", and
how it would benefit residents,the City, and County.
3.2 Special Event request from Marine Industries Association of South Florida for their
"38th Waterway Clean-up", to be held at Dania Beach on March 7, 2015 from 9:00
a.m. to 1:00 p.m. The applicant is requesting a special event fee waiver for $150.00,
parking fee waivers for all volunteers, and (4) dumpsters for the following sites:
Dania Beach Pier/Marina, John U. Lloyd, Harbour Town and Secret Woods.
Vice-Mayor Grace motioned to approve the Special Event request for the 38th Waterway
Clean-up; seconded by Commissioner Jones. The motion carried on the following 5-0 Roll
Call vote:

3.3 Special Event request from the Community Redevelopment Agency for the "2015
Begin Downtown Discovery Tour", which is part of the Arts and Seafood
Celebration. The event will be held on March 21, 2015 from 10:00 a.m. to 4:00 p.m.
at Dania Beach City Hall, 100 West Dania Beach Boulevard. The applicant is
requesting BSO Police Deputy Detail and Public Service assistance.
Vice-Mayor Grace motioned to approve the Special Event request for the 2015 Begin
Downtown Discovery Tour; seconded by Commissioner Jones. The motion carried on the
following 5-0 Roll Call vote:

4. Proclamations
There were no proclamations at this meeting.
5. Citizen Comments
Vivek Golikeri, 301 SE 3rd Street, spoke about creating a quality of life police squad, which
would be a sub-division of BSO for non-violent crimes.
Randall Wright, 4391 SW 34"' Lane, commented about issues related to the airport. He
encouraged the Mayor to meet with Broward Mayor Tim Ryan and get a schedule on how 400
homes will be completed per year, as stated by Kent George.
David Losche, 240 NW 12d` Ct., spoke of safety issues on Bryan Road and asked the
Commission to consider what could be done.
Kristin Dridge, 227 SE 8t` Street, President, Friends of Library, spoke of upcoming events.
6. Public Safety Reports
Captain Kevin Granville, BSO Chief of Police, reminded the community of the upcoming BSO
Uniting Broward event on March 7`h, and spoke of recent criminal activity. He thanked Vice-
Mayor Grace for hosting a driveway initiative.

Request from Eleanor Norena, Permitting Office Supervisor, to attend the Florida Floodplain
Managers Association 2015 Annual Conference in Orlando, Florida on April 14-17, 2015, for
certification purposes (estimated cost$1,286.60)

8. Bids and Requests for Proposals
8.1 RESOLUTION#2015-018
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH FLORIDA,AWARDING A
BID TO T. MAC WILDER AND ASSOCIATES LLC, IN THE AMOUNT OF $119,875.00 FOR THE C.W.
THOMAS FOOTBALL FIELD RENOVATION PROJECT AT THE C.W. THOMAS PARK; AUTHORIZING
THE AWARD OF BID TO THE COMPANY; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR
AN EFFECTIVE DATE.
City Attorney Ansbro read the title of Resolution#2015-018.
Mayor Salvino expressed his concern at the cost of the award, and would like to discuss this
matter during the upcoming budget session.
Commissioner Duke motioned to adopt Resolution #2015-018; seconded by Vice-Mayor
Grace. The motion carried on the following 5-0 Roll Call vote:

THE TEMPORARY USE (OT-0I-15) SUBMITTED BY JOSEPH DENIS ON BEHALF OF DANIA LIVE 1748,
LLC, PROPERTY OWNER, FOR PROPERTY LOCATED AT THE NORTHWEST CORNER OF DANIA
BEACH BOULEVARD AND BRYAN ROAD IN THE CITY OF DANIA BEACH, FLORIDA; PROVIDING
FOR CONFLICTS;FURTHER,PROVIDING FOR AN EFFECTIVE DATE.
City Attorney Ansbro read the title of Resolution#2015-019.
Corinne Lajoie, Principal City Planner, explained the request for a temporary use in order to
begin development of the property.
Commissioner Jones requested that the materials be covered in case there are strong winds.
Steve Wherry, Greenspoon Marder, representing the applicant, responded the fill would be kept
near the current go cart tracks on the west side of the property, so there should not be much
blowing onto residential areas. He noted they will keep the materials watered; however,
covering is not reasonable.
Mayor Salvino asked that the trucking companies use speed control and be considerate of people
on Bryan Road.
Mayor Salvino opened the Public Hearing. Seeing as there was no one to speak in favor or
opposition, he closed the Public Hearing.
Vice-Mayor Grace motioned to adopt Resolution #2015-019; seconded by Commissioner

Justin Leto, attorney representing Rolly Marine Service Company, provided a brief history of the
events leading to tonight's actions.

Commissioner Duke noted he is dedicated to the residents of Dania Beach.
11.3 Commissioner Jones
Commissioner Jones provided an update of the 2015 legislative agenda items discussed during a
webinar of the Florida League of Cities Economic Development and Growth Management
Committee.
11.4 Vice-Mayor Grace
Vice-Mayor Grace noted she will be celebrating her 53rd wedding anniversary.
11.5 Mayor Salvino
Mayor Salvino suggested the City provide a monthly newsletter to inform residents of activities
in the City. He noted the airport issue is ongoing and Broward County Mayor Ryan is working
to establish a website to provide information; more people are getting involved in this matter.
Mayor Salvino presented an award the City received from the Prestige Club.
12. Appointments
Charter Review Board
Commissioner Brandimarte appointed Carolyn Jones and David Clark as regular members and
Betty Sokol as an alternate member.
Commissioner Duke appointed Charlotte Sloboda and Michael Kassower as regular members.
Commissioner Jones appointed Derrick Hankerson and Bob Adams as regular members and
Anne Castro as an alternate member.
Vice-Mayor Grace appointed Terry Hale-Hicks and Lisa Duke as regular members.
Mayor Salvino appointed Rae Sandler and Joe Van Eron as regular members.
General Employees Pension Board
The Commission appointed Paul Fetscher, Sr.
Marine Advisory Board
Commissioner Duke appointed Elias Bichachi.
Commissioner Jones appointed Rodney Sims.
Police and Fire Pension Board
Vice-Mayor Grace motioned to reappoint Rae Sandler and Roger Handevidt; seconded by
Commissioner Jones.

Dania Beach City Commission
Tuesday,February 24,2015—7:00 p.m.
Commissioner Duke commented this is a particularly important board, as the trustees oversee
$25 million of taxpayer money which goes to fully fund the benefits to retirees. He said certain
benchmarks or returns have to be hit, but this board's performance has been abysmal in that its
benchmark has been 7.5% since 2009 even though the market from then to now has been five
years of unprecedented record Dow Jones growth. He noted it took $3.5 million taxpayer dollars
last year to meet the benchmark, and over $1.1 million has been paid from 2008/09 to 2013 to
advisors to the board, which missed the benchmark by 100%. Further,the travel expense records
of the board indicate they spent almost $77,000.00 since 2010 for conferences and continuing
education. Commissioner Duke stated he does not want the current members to remain on this
board and will not vote for any of the appointees tonight, as there first should be discussion about
the qualifications of those who serve.
Commissioner Jones suggested a representative of the board come before the Commission at a
future meeting to address the concerns raised.
Vice-Mayor Grace noted the pension boards are the most important boards.
Mayor Salvino suggested we table this item until the next meeting.
Parks, Recreation and Community Affairs Advisory Board
Commissioner Duke appointed Jeff Hansen.
Planning and Zoning Board
Luis Rimoli was appointed as an Alternate Member.
Airport Advisory Board
Commissioner Jones appointed Kenisha Bryant to replace Tony Moultry.
Vice-Mayor Grace motioned to approve all the appointments, excluding the Police & Fire
Pension Board; seconded by Commissioner Duke. The motion carried unanimously.
13. Administrative Reports
13.1 City Manager
City Manager Baldwin noted March 7th is the date for the Oasis V and VI Neighborhood Clean-
up projects.
Vice-Mayor Grace requested that the City continue to place bulk pickup notices on the water
bills.
13.2 City Attorney
City Attorney Ansbro thanked everyone involved with the BCAD meeting hosted by Broward
County Mayor Tim Ryan.

Comments Dania Beach citizens or interested parties that are not part of the regular printed agenda may be made during each
Commission meeting during the period set aside for"Citizen Comments." A thirty(30)minute"Citizen Comments"period shall
be designated on the agenda for citizens and interested persons to speak on matters not scheduled on that day's agenda Each
speaker shall be limited to 3 minutes for his or her comments. Persons desiring to speak during the citizen comment period shall
