DANIA BEACH CITY COMMISSION
TUESDAY, MARCH 10, 2015 — 7:00 P.M.
1. Call to Order/Roll Call
Mayor Salvino called the meeting to order at 7:00 p.m.

2. Invocation and Pled eg of Allegiance
Commissioner Jones gave the invocation followed by the Pledge of Allegiance to the United
States Flag.
3. Presentations and Special Event Approvals
3.1 Broward Next—Barbara Blake Boy, Broward County
Barbara Blake Boy, Broward County, reviewed the presentation that was included in the agenda
packet.
3.2 Special Event Request from The Field Restaurant for their annual "St. Patrick's Day
Celebration", to be held at 3281 Griffin Road on March 17, 2015, from 11:00 a.m. -
11:00 p.m. The applicant is requesting a road closure on Griffin Road and the BSO
VMB board to slow traffic.
Mark Felicetty, Director of Parks and Recreation, noted there is one condition regarding parking
in a residential neighborhood; staff objects to this and the applicant concurs that they will not
park in the residential neighborhood.
Vice-Mayor Grace motioned to approve the Special Event request for the Field
Restaurant's St. Patrick's Day Celebration; seconded by Commissioner Jones. The motion
carried unanimously.
4. Proclamations
4.1 Women's History Month—Commissioner Jones
Vice-Mayor Grace read the proclamation for Women's History Month.
3.3 Police and Fire Pension Board
Bob Sugarman, Sugarman & Susskind PA, Police and Fire Pension Attorney, noted the board
members take on personal financial liability for the performance of the fund. There are also
educational requirements, pursuant to state law, for the members, which they take seriously. He
noted the fund is a closed plan and has been for a long time, which makes them different from
other pension plans. Attorney Sugarman suggested the Commission hold a meeting with the
pension board associates to gather information about the structure of the board and how they
operate.
Kenneth Harrison, Sugarman & Susskind PA, Police and Fire Pension Attorney, was present to
answer questions.
Greg McNeillie, Dahab Associates, Investment Consultant for the Police and Fire Pension, was
present to answer questions.
Pete Prior, Florida Public Pension Trustees Association, was present to address the issue of
pension trustee education.
5. Citizen Comments
Henriette "Kitte" Arnold, 38 S. Federal Highway #11, spoke about the Atrium Gallery and
presented information on the new artist that will be featured, Robin Woodward. She requested
the City post information regarding the Atrium Gallery on the website so the public would have
access to the information.
David Losche, 240 NW 12t' Court, addressed safety issues on and questioned plans for Bryan
Road.
City Manager Baldwin responded he has met with staff and they will meet with representatives
of Dania Live to discuss the safety concerns. FPL has been contacted to install additional
lighting, and sidewalks will also be installed. He noted this is a County road, and we received
their permission for the additional lighting.
Bob Adams, 330 SE P Terrace, addressed a safety issue regarding cars parked in driveways that
protrude onto sidewalks.

Carolyn Jones, 722 SW 3rd Street, spoke of Women's History Month.
Christopher Johnston, 745 NW 12`h Avenue, spoke of Broward County's refusal to provide noise
mitigation to impacted residents who have already installed impact windows themselves. He
asked the Commission to pressure the County to comply with their commitments.
6. Public Safety Reports
Lieutenant Jim Murray, BSO Executive Officer, reported on criminal activity in the past weeks.
Sean Brown, Battalion Chief, BSO Fire Rescue, reminded everyone that we are approaching
hurricane season, and the process to update our Comprehensive Emergency Management Plan is
beginning.

City Attorney Ansbro read the title of Resolution#2015-021.
Commissioner Jones said he pulled this because of its importance to the residents of Dania
Beach.
City Manager Baldwin and Assistant City Manager Donnelly gave a brief explanation of the
Code Red system.
Commissioner Jones motioned to adopt Resolution #2015-021; seconded by Vice-Mayor
Grace. The motion carried unanimously.

City Attorney Ansbro read the titles of Ordinance #2015-001, Resolution#2015-006, Resolution
#2015-007, and Resolution #2015-008, as they are interrelated. He advised these items are
quasi-judicial hearings and swore-in those who would speak. He asked the Commission to
disclose any communication they had on these items.
Corinne Lajoie, Principal City Planner, presented an overview of the rezoning request for the
Broward County Water Plant.
Greg Balicki, Broward County Water and Wastewater Services, noted the expansion is needed to
meet requirements for additional water storage. He further explained the updates and
improvements to the site.
Commissioner Duke requested they add additional screening along 40'' Avenue. Mr. Balicki
said they would look into different ideas to add to the landscaping.
Mayor Salvino opened the Public Hearings. Seeing as there was no one to speak in favor or
opposition, he closed the Public Hearings.
Commissioner Jones motioned to adopt Ordinance#2015-001, on second reading; seconded
by Commissioner Duke. The motion carried on the following 5-0 Roll Call vote:

Principal City Planner Lajoie continued with the overview of the special exception, variances
and site plan.
Vice-Mayor Grace motioned to adopt Resolution #2015-006; seconded by Commissioner
Duke.

Tuesday,March 10,2015—7:00 p.m.
Commissioner Jones requested the condition for additional screening be included, as well as
maintenance and upkeep of both tanks. He also said they should invest in security cameras.
Mr. Balicki responded they have security measures in place and explained the particulars.
Vice-Mayor Grace amended her motion to include the requirements for additional
screening and security cameras as recommended by Commissioner Jones.
Commissioner Duke asked about the number of households served by this facility, the total cost
of the project, potential smells or odors, and impact on the water bills.
Mr. Balicki responded there are approximately 17,000 customers, the estimated project cost is
$6.5 million, no odors will be emitted, and water rates are set with the capital program and not
with one particular project within that program.

10. Discussion and Possible Action
10.1 Letter to Broward County Mayor Tim Ryan regarding asbestos stockpile at Trails End
City Attorney Ansbro gave an update on information received from FDEP, and said we will
continue to work with them to get direct answers about everything that has gone on at this site.
He noted upon Commission approval, Mayor Salvino will sign the letter to Broward County
Mayor Tim Ryan and it will be sent to him.

The Commission concurred that Mayor Salvino would sign the letter and it would be mailed to
Mayor Ryan.
Discussion ensued regarding possible health issues associated with the stockpile and in general
due to the proximity of the airport, FPL plant, and the port.
10.2 Dania Beach 110"' Year Celebration—Vice-Mayor Grace
Colin Donnelly, Assistant City Manager, presented an overview of the discussion from the
February 10t' Commission meeting.
Vice-Mayor Grace suggested holding the event on Friday and Saturday, September 11-12, 2015;
a black tie event (25 tables, $100 per person) would be held on Friday night at Gallery of
Amazing Things, and would showcase the City pioneers. • She said there are already nine
companies that are interested in buying tables; vendors and cities would also be solicited for
sponsorships. The Saturday event would be a picnic held at City Hall and would feature
children's activities, food booths and trucks, and entertainment.
Mayor Salvino noted he supports the event, but felt the price for the Friday event should be
higher per seat. He suggested a title sponsor, such as Koosh Jewelers, who would give a
$7,500.00 piece of jewelry that would be auctioned off by ticket sales. He said with additional
vendors, we may be able to eliminate all costs to the City.
Commissioner Jones said if the City is not involved with any payments for the Friday event, he
would be fine with it. He confirmed that the City would have no cost for the black tie event;
however, there may be costs of approximately $15,000.00 for the Saturday event. He would also
like citizen input for the event.
Commissioner Brandimarte voiced her objections to any event that limits the number of people
who can attend.
Mayor Salvino clarified that we could get $1,500.00 per table to pay for the Friday event, and
use any extra money to put toward the costs of the Saturday event.
Commissioner Duke thanked Vice-Mayor Grace for bringing this forward, and said he supports
both events. He suggested each Commissioner pick a resident and have them get involved in the
planning.
Mayor Salvino asked who the Chairperson of the event would be. City Manager Baldwin noted
staff would prefer the Commission decide on the Chairperson.
The Commission consensus was to move forward with the two events.
10.3 Donation to the American Cancer Society for Relay for Life—Vice-Mayor Grace

Vice-Mayor Grace noted the event will be on May 9t' at Frost Park. She requested the City
donate $10,000.00 for the American Cancer Society Relay for Life.
Commissioner Brandimarte agreed with Vice-Mayor Grace.
City Manager Baldwin noted the Donation Review Committee appropriated $2,000.00 for the
American Cancer Society Relay for Life.
Vice-Mayor Grace motioned for an additional donation of $8,000.00, from contingency;
seconded by Commissioner Brandimarte.
Commissioner Jones said this would be for this year only, because the City cannot do this
continually. He suggested that the schools in Dania Beach be involved and that planning for
future years begin as soon as each event ends.
Mayor Salvino commented he would prefer waiting to see if they reach their goal before giving
them the money.
Commissioner Jones concurred with Mayor Salvino.
Vice-Mayor Grace noted the goal for this year is $40,000.00.
Commissioner Jones made a substitute motion to wait until after the event to see if they
make their goal before donating the additional funds; seconded by Vice-Mayor Grace. The
motion carried unanimously.
11. Commission Comments
11.1 Commissioner Brandimarte
Commissioner Brandimarte spoke of the BSO event held on Saturday.
Commissioner Brandimarte said she would like the Commission to agree that if they do not have
anything good to say about other Commissioners or their family members, to not say anything at
all.
11.2 Commissioner Duke
Commissioner Duke had no comments.
11.3 Commissioner Jones
Commissioner Jones noted he just returned from Tallahassee; the trip was funded by Memorial
Hospital,but he still can lobby for the City of Dania Beach while he is there. He spoke briefly of
eminent domain and casino issues.

Commissioner Jones spoke about community events he attended.
Commissioner Jones told the City Attorney that in the future when there is a motion and second
on the floor, he needs to insure that the Commission follows through.
Commissioner Jones commented that when Commissioners are engaged in debate, they should
not bring up family members. He noted that Commissioner Duke made allegations about his
family twice at the last meeting, and said if he continues to attack his family, he will have no
choice but to attack Commissioner Duke's family also.
11.4 Vice-Mayor Grace
Vice-Mayor Grace commented she would like the City Attorney and City Manager to contact our
representatives to see if they can come up with stronger laws for hit and run accidents.
Vice-Mayor Grace noted it is her goal to get as many people as possible to register to vote before
the 2016 election, as well as to get people involved and run for office. She added she will be
working with Congressman Hastings and Congresswoman Wilson to help restore voting rights.
11.5 Mayor Salvino
Mayor Salvino said he is happy to work with all the Commissioners; they have all done a great
job. He asked the Commissioners to maintain decorum and work for the residents of Dania
Beach.
12. Appointments
Charter Review Board
Vice-Mayor Grace appointed Gail Davidson as an alternate member.
Commissioner Jones appointed alternate member Anne Castro to replace Bob Adams as a
regular member, and appointed Chris Barile as an alternate member.
Police and Fire Pension Board
Mayor Salvino motioned to appoint Commissioner Brandimarte as the Commission
Representative; seconded by Commissioner Jones.
Commissioner Duke noted the board needs to be in the best position to be successful. He felt he
would be the best qualified to be the representative, or Mayor Salvino.

Commissioner Brandimarte commented on Commissioner Duke's foreclosure.
Commissioner Jones motioned to reappoint Rae Sandler and Roger Handevidt; seconded
by Commissioner Brandimarte.
Vice-Mayor Grace motioned to appoint David Nuby, Jr.
Commissioner Duke repeated his opinion of this board, and felt others should have the
opportunity to apply and be vetted for this board.
Commissioner Jones noted the qualifications of the two appointees. He said this seems to be a
vendetta; the General Employees' Pension board is not doing well either, but nothing is said
about them.
Commissioner Duke responded this is not a personal vendetta; his only concern is the taxpayers.
Further discussion ensued.
Vice-Mayor Grace asked for comments on both boards.
Ken Harrison, Sugarman and Susskind, Attorney for the General Employees Pension Board and
the Police and Fire Pension Board, noted the trustees are responsible to make sure that the
requirements are in place. He explained both boards have made changes to their investment
policy to better reflect projected activity within the financial market. He encouraged the
Commission to give them full boards in order to have full participation. He added they have
given them quality people who have a desire to do what they are responsible to do.
Commissioner Jones noted he does not have a problem with David Nuby, Jr.

Atrium Gallery of Dania Presents Robin Woodward
DANIA BEACH, Fla.: The Atrium Gallery located at City Hall in Dania Beach is an amazing
space that serves as an Arts and Cultural Center featuring exhibitions, concerts and so much
more.
The feedback from the community has been very positive and with that in mind, The Atrium
Gallery is preparing for an exciting year in 2015.
The first exhibition of the New Year will feature nationally acclaimed artist Robin Woodward. She
was bom in Washington D.C. to a family of artists. She graduated from Frostburg University and
attended The Maryland Institute of Art. An accomplished artist, graphic designer and educator
Robin taught in both private and public schools in Maryland, New York and Haifa, Israel. From
1990 to 2005 she worked as a graphic artist for the Agency for International Development and
has also worked closer to home as the art director for "Jamie" Textiles in Miami Beach.
Woodward currently lives and paints in Dania Beach, FL.
A community night and reception is planned for March 15, 2015 from 6:OOpm - 8:OOpm, light
refreshments will be served and it is free and open to the public. Free Parking.
The goals for the gallery are to have rotating exhibitions, a gathering place for people to
connect, network and bridge together to find creative ways to support one another, local
businesses and the community. The Gallery is free and open to the public from 9:00 am - 5:00
pm, Monday to Friday, we encourage everyone to visit City Hall and enjoy the creative spirit
of this thriving, vibrant community.
