HomeMy WebLinkAboutR-2015-032 - Urged BC & the Federal Aviation Administration to work together in a proactive manner to reduce aircraft noise at Fort Lauderdale-Hollywood International Airport RESOLUTION NO. 2015-032 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, URGING BROWARD COUNTY AND THE FEDERAL AVIATION ADMINISTRATION TO WORK TOGETHER IN A PROACTIVE MANNER TO REDUCE AIRCRAFT NOISE AT FORT LAUDERDALE- HOLLYWOOD INTERNATIONAL AIRPORT BY EXPLORING FLIGHT PATTERN OPPORTUNITIES THAT ARE REASONABLE AND THAT WILL PROVIDE OPERATIONAL SAFETY, WHILE REDUCING AIRCRAFT NOISE IMPACTS UPON SURROUNDING COMMUNITIES AND RESIDENTS; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, Fort Lauderdale-Hollywood International Airport ("FLL") is owned by Broward County and operated by the Broward County Aviation Department("BCAD"); and WHEREAS, with the recent opening of the south runway at FLL, the Federal Aviation Administration ("FAA") implemented a new procedure to route aircraft using the north runway in a manner that brings aircraft closer to some of the neighborhoods in the cities of Dania Beach, Hollywood and Davie; and WHEREAS,all airspace issues are managed by federal regulations and procedures; and WHEREAS, the City has received reports from neighbors living in the City of Dania Beach that aircraft are flying at very low altitudes over their homes, when they arrive and depart FLL from the new south runway; and WHEREAS, on February 18, 2015, Broward County Mayor Tim Ryan hosted a public meeting along with BCAD Airport Director, Mr. Kent George, who provided a presentation on the Noise Mitigation Program underway at FLL; and WHEREAS, during the meeting, the Airport Director explained that BCAD will be conducting a Noise Study for FLL in eighteen(18)months (August 2016); and WHEREAS, the Broward County Aviation Department will also be starting an Airport Master Plan process within the next year; and WHEREAS, Dania Beach residents affected by FLL aircraft noise are encouraged to participate in the County's noise study and airport master planning process through attendance at the various public meetings and workshops; and WHEREAS, the City supports BCAD's current efforts to address noise with BCAD's Quieter Sky Reports, the Airport Noise Abatement Committee ("ANAC"), and the Aircraft Noise Complaint line; and WHEREAS, the City will continue to encourage FLL stakeholders to take a proactive approach to discuss and explore opportunities with the FAA that may reduce aircraft noise impacts to City neighborhoods, especially during the most noise-sensitive (night time)hours; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH,FLORIDA: Section 1. That the foregoing "Whereas" clauses are true and correct, and they are made a part of and incorporated into this Resolution by this reference. Section 2. That the City Commission of the City of Dania Beach, Florida, encourages and urges the Broward County Commission to evaluate operational changes that will reduce the noise impact upon the surrounding residential communities, including implementation of voluntary restrictions on runway use at night, departure and landing operations, and which will ensure that pilots are provided notification of proper flight paths and patterns. Section 3. That the City Clerk is directed to send a certified copy of this Resolution to U.S. Senator Bill Nelson, U.S. Congresswoman Debbie Wasserman-Schultz, U.S. Congressman Alcee Hastings, Tim Ryan, the Mayor of Broward County, the Board of County Commissioners, the County Administrator, the Director of Aviation for Broward County's Aviation Department, the United States Department of Transportation, the Director of the Federal Aviation Administration, the Air Traffic Manager of the Fort Lauderdale-Hollywood International Airport, the Broward League of Cities and to the municipalities of Fort Lauderdale, Davie, and Hollywood. Section 4. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. 2 RESOLUTION#2015-032 Section 5.
