A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA
BEACH, FLORIDA, AUTHORIZING CONSULTING SERVICES TO BE
PROVIDED TO THE CITY FOR COMMUNITY DEVELOPMENT BLOCK
GRANT ("CDBG") YEAR 41 — SOLAR LIGHTING PROJECTS, RELATING
TO THE DESIGN, BID SPECIFICATIONS AND CONSTRUCTION OF THE
CDBG PROJECTS, SUCH SERVICES TO BE PROVIDED BY PUBLIC
UTILITY MANAGEMENT PLANNING SERVICES, INC., IN AN AMOUNT
NOT TO EXCEED SEVEN THOUSAND FIVE HUNDRED DOLLARS
($7,500.00) FOR FISCAL YEAR 2014-2015, WITHOUT COMPETITIVE
BIDDING AND WITHOUT ADVERTISEMENT FOR BIDS; PROVIDING
FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Charter of the City of Dania Beach, Part III, Article 3, Section 4,
Subsection 0), authorizes the City Manager to purchase supplies, services, equipment and
materials for the city government in amounts in excess of the established monetary threshold
without competitive bidding and without advertisement for bids if he is authorized to do so in
advance by a resolution adopted by the City Commission; and
WHEREAS, the Dania Beach Code of Ordinances, Chapter 2, Article 1, Section 2-10,
"Monetary thresholds for certain purchases and payment disbursement authorizations",
Subsection(a), sets the monetary threshold or limitation at$25,000.00; and
WHEREAS, consulting services from Public Utility Management Planning Services Inc.
are necessary for the design, bid specifications, and construction of the Community Development
Block Grant("CDBG") Year 41 projects; and
WHEREAS, the application for the CDBG Year 41 Project - Solar Lighting has been
previously approved by City Commission Resolution 2015-28;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH, FLORIDA:
Section 1. That the City Commission authorizes City Administration to pay to Public
Utility Management Planning Services Inc., an amount not to exceed Seven Thousand Five
Hundred Dollars ($7,500.00) for Fiscal Year 2014-2015, relating to design, bid specifications and
construction services for the CDBG Year 41 - Solar Lighting Project, without competitive bidding
and without advertisement for bids.
Section 2. That funding for such consulting services are available and shall be
appropriated by a transfer of available funds from the City Manager's Neighborhood
Improvement Account No. 001-12-01-512-63-15 to Grant Fund CDBG 41" Year - Solar Lighting
Project Account No. 103-39-58-541-31-30
Section 3. That all resolutions or parts of resolutions in conflict with this Resolution
are repealed to the extent of such conflict.
Section 4. That this Resolution shall be in force and take effective immediately upon
adoption.
